HomeMy Public PortalAboutD-November Consolidated Department Report Department Project Comments Status   Airport AIP-21 Land Acquisition The airport is continuing to work with the FAA to evaluate options for a way forward. The FAA has requested a teleconference within the 3rd week of November (date TBD) to further discuss available information and options for the City to consider. Ongoing  Airport Hangar Lease Revision A revised draft lease has been provided to AAC members and a public Work Session has been scheduled for November 22 to review and discuss comments/concerns regarding the updated draft lease. Ongoing  Airport Hangar Lease Invoice Database Error Corrections During a recent detailed review of hangar lease invoice payments, a database calculation error was discovered that impacted compounding of CPI adjustments for a small number of hangars on the airport. The airport is reviewing any overbilling/overpayments made within a 5-year window and will look to credit or refund these hangar owners for this billing error during the FY14 billing process. Initial data collection indicates a negligible impact on the FY14 budget as it is expected that the net revenue for airport hangar leases will still closely match the adopted FY14 budget for hangar lease revenue after credits/refunds are issued. Ongoing  Airport Seasonal Snow Plow Operator The airport has hired Andy Brodhecker as a seasonal snow plow operator to assist with snow and ice removal operations. Andy is a seasonal employee with the Golf Department during Spring/Summer months. In the past, this snow plow position was a shared full-time position with the Golf Department, however the full time position was eliminated this year which necessitated use of a seasonal employee by the airport. Update  City Manager Newsletter First edition of internal, employee newsletter published and distributed. New  City Manager Lake Shore contract Re-negotiation of Lake Shore contract efforts underway. Update  City Manager Communications Coordinator Created position of “Communications Coordinator”, and placed Erin Roper in this role. New  City Manager CIP Organized and held first meeting of Citizen’s Working Group for Capital Improvement Planning. New  Community Development Building See attached chart for building permit status and comparison to previous years. Updated  Community Development Building With the assistance of Parks & Rec. staff, have begun painting the exterior of the Senior Center. New  Community Development Geographic Information Systems (GIS) Completed field work at the Golf Course. Now putting that data together for paper maps and the Rainbird software. Working on refining GIS data for the upcoming Asset management software integration. Worked with the Idaho Air National Guard to provide data for their recent training exercise in McCall. Mapping the Park St. utilities as they are constructed and the features that are found during excavation. Continuing to create a parcel fabric that will help us manage our property data specially and historically. This will also be integral in the Asset management software. Updated  Community Development Grants Submitted two applications for Community Choices for Idaho funding; MRA improvements and Park Street improvements. Updated   Community Development CDBG Administration In holding pattern for CDBG administration until project closeout. No change  Community Development Planning – Downtown Master Plan Workshops series #3 will be held on October 30 for departments and agencies and 3 sessions on Oct. 31. This is the last of the public workshops and the draft of the Plan will be produced for review after this workshop. The Downtown Master Plan Steering committee met on Oct. 22 and Oct. 31. Updated  Community Development Planning & Zoning Commission The Nov. 12 meeting agenda includes the following applications: 1 design review, 1 pre-application presentation, and 1 development agreement amendment. P&Z will also continue its review of the sign code and interview three applications received for two current position openings on the Commission. Updated  Community Development Economic Development The Valley County Development Council (VCDC) was held on October 23. Information from the VCDC was distributed to the City Council. Updated  Community Development Public Art The McCall Public Art Advisory Committee met October 2 and approved proceeding with a Call to Artists for High School public art proposals for the retaining wall on Railroad Ave. MRA also approved funding to commission up to four unique artist-designed tree grates for the Fir Street project. A Call to Artists will be released in January. Updated  Community Development Payette River Scenic Byway (PRSB) The Payette River Scenic Byway is in the process of updating its Corridor Management Plan (CMP). A final public workshop for the plan update will be held November 1 in Cascade. More than 30 representatives from cities, counties, Chambers, historical societies, land management agencies, and businesses along the byway will attend. Updated   Community Development McCall Improvement Committee (MIC) The MIC met September 12 and reviewed this year’s McCall in Bloom program. Carol attended the America in Bloom Symposium in Orlando, FL. (It was awesome, as usual, but McCall is a better place to live than Orlando). Updated  Community Development McCall Redevelopment Agency (MRA) MRA’s held a meeting on October 15 and directed staff to proceed with the public art process for tree grates for Fir Street. Updated  Community Development Centennial Committee The Centennial Committee met on September 25. Plans are underway for the fall brick installation. The Plaza will be winterized and the mosaic wall will be covered for the winter. The Parks Department has been very involved in the landscaping the Plaza. The Committee held a successful fundraiser on Sept. 11. Work to be completed includes: finish mosaic wall, engrave dates and events, install tables and stools, and additional brick installation. Updated  Community Development Historic Preservation Commission The HPC met on Sept. 24. Two members, Brian Corcoran and Marlene Bailey, attended the Idaho Heritage Conference in Boise Sept. 25-27.  Updated  Community Development McCall Area Chamber of Commerce Staff attended the board grant meeting on October 10. Updated  Community Development Transit in McCall Monthly meeting with TVT and CTAI to work on the McCall Transit Facility and educational materials. No change  Community Development Lardo Bridge City staff met several times internally and corresponded with ITD and their consultants about the design build project for the new bridge next year. A letter was sent to ITD about design and process items. Updated  Community Development Public Outreach/Awards Michelle received the i-Way Leadership Award at the ITD Board meeting in Boise on October 24 for facilitating and chartering a new vision for the development of a comprehensive system of pathway in the McCall Pathway Master Plan. This state wide recognition was good for McCall. Updated   Finance Aging Report Provided separately to the Council Updated  Finance FY13 Audit Eidebailly will send two auditors to McCall on October 28 and October 29, 2013 to perform preliminary work for the FY13 Audit. The actual audit is scheduled for the weeks of January 6 and January 13, 2014. No Change  Golf Staffing At the end of the October golf was down to 3 full time employees with the reduction of the Irrigation supervisor position and 4 seasonal. Update  Golf Greens Golf aerified Cedar greens the first of October and over-seeded them. Cedar green remain closed for the month to give the new seedlings an opportunity to germinate and grow without impact from play. Have not been mowing Cedar to get some height to hopefully help with ice. Golf sprayed fungicide on all greens the last of the month for snow mold control. Update  Golf Play The course was busy most of October. Weekend weather was good and had a number of very busy days with some people complaining about Cedar being closed. Update  Golf Irrigation Blew out the irrigation system a week earlier than normal. Watering was done and the compressor was available. Golf pulled the Driving Range well pump to have serviced and check the pump information to help with finalizing the well permit. Garrett Mapp finished mapping all of the irrigation heads, valves, electrical, greens, tees and fairways for the golf course. Have been helping him with this project most of the season. Update  Golf Equipment Storage Building Able to get all of the footings dug and poured this month. Winston Yeast is assisting with layout and staff is doing the majority of the work. Hoping to have the roof up in November so we can get the equipment under it before too much snow. Golf raised the berm on the west side of the property and placed some rocks to break it up. Hope to plant trees and shrubs yet in November. Update   Golf Equipment By the end of the month golf was down to mostly running the rough mowers to mulch leaves and not mowing anything else. Randy McJunkin has been winterizing and putting away what golf is no longer using. He also fixed anything that was down waiting on parts. Update  Golf Fall applications By the end of October golf sprayed all the Snow Mold Fungicide on greens, tees and fairways. Also applied an application of lime to tees, fairways and rough. Washington State University, again this year, is doing a snow mold (applied 10/24) study on the fairway. New  Information Systems Web Services City website update: Website visits for October, 2013 totaled 11,500. Site visits are averaging about 15,000 per month. Over 1.2 million visits to the City website have been logged since tracking began in 2003. Downtown Master Plan, street and utility construction information, recreation programs, Council candidacy information, and FY 14 budget documents are highlights this month. Updated  Information Systems Events The City is working with ICRMP on claims related to damage to equipment caused during an Idaho Power cable failure in August. New  Information Systems Server Applications Projects This fall, Information Systems is coordinating and implementing new and upgraded server applications in the areas of infrastructure asset management, GIS, records and archives management and finance data sharing. New  Information Systems Generator Project The emergency generator for City Hall and the Police Department is complete and in service after successful startup testing and full-building-load testing in October. Updated   Library CableOne The contract with CableOne has been signed and they are scheduled to install it on October 30. Should be fairly straightforward. Updated  Library Board of Trustees Have received a letter of intent and presented an agenda bill to Council. Anna Torti was voted to be the new member on Oct. 24. She will be seated for the first time on Nov. 12 at the meeting. Updated  Library Policies The changes to the Collection Development and Questioned Materials Policies will be edited by Anne and presented at the next meeting. The Scholarship award is being looked at by the City and by the Friends. Hopefully it can be refined to be easier for all. Updated  Library Story Stop Every Wednesday, children ages 0-3, 140 participants this month. Updated  Library Story Time Every Thursday 10.30- 11:30 a.m. Ages 3-5. Over 100 participants. Three Daycares were visited with over 50 children involved. Total number of children read to on Thursdays is 147. Two special Halloween story times were held on October 31 at 10:30 and 4:30. Updated  Library Movie Nite At the McCall Library Because of Winn Dixie was shown on Wednesday October 23 with 24 people attended. New  Library McCall Film Soc. Showed “A Bottle in the Gaza Sea” on October 9, 40 people came. Update  Library Little Builders A children’s math readiness program exploring with wooden blocks happened for 4 week on Wednesdays from 1:30-2:30 with 9 participants with their mothers for a total of 18 people registered. In Progress  Police Officers Christian Wann in the final testing phase with Idaho Peace Officer Standards and Training (POST) to receive his Idaho certification. Lateral transfers from another state are required to gain Idaho certification within one year of the date of hire in the State of Idaho. Ongoing  Police Promotions Officers Andrew Fisher and Officer Dallas Palmer were promoted to Patrol Corporal on October 1st, 2013. Officer Wann accepted a promotion to General Detective; he will begin working as a Detective on November 4th, 2013. Complete  Police Training No Training is Scheduled at this time. Complete   Police Community Service The McCall Police Department participated in the Drug Take Back Program again this year. The event was held at the McCall Senior Center on October 26, 2013, from 10:00 a.m. to 2:00 p.m. A total of 72 pounds of prescription and over the counter medications were collected. The Police Department continues to accept expired, unwanted or unused over the counter and prescription medication during normal business hours, Monday - Friday 8:00am – 5:00pm. McCall Officers are continuing to work with the National Highway Safety Board, Idaho Transportation Department and Idaho State Police on emphasis patrols for Seat Belt Usage, Aggressive Driving, and DUI awareness. In return McCall Police Department receives Grant Money for needed equipment. The police department is using the money to upgrade video systems in the patrol cars. Ongoing  Police Radio Communications Sgt. Stokes is working with agencies county-wide to enhance emergency radio communications for the area. This is a long term project involving city and county emergency services. Ongoing  PW Admin/ Engineering Asset Management Software Public Works is coordinating with other departments the various workflows to be included within the Asset Management software. Ongoing/ Updated  PW Admin/ Engineering Back-up power – Knowles Road Back-up generator was received, installed and functional. Completed  PW Admin/ Engineering Development Agreement Compliance PW staff is working with Community Development and City Manager to document the extent of out of compliance developments. Strategizing ways to improve/enforce existing development agreements and properly advise new development. Ongoing   PW Admin/ Engineering CDBG Third St. Corridor Revitalization-Summer 2013 Improvements Final tree installation, signage and electrical work completed. Warranty pavement replacement completed. Final pay applications and project closeout anticipated in November. Ongoing/ Updated  PW Admin/ Engineering Downtown Sidewalks Topographic surveying has been completed. This work will also be coordinated with Community Development as part of the Downtown Master Plan. Ongoing/ Updated  PW Admin/ Engineering Pavement Management Horrocks Engineers has completed the pavement condition assessment of all city streets, parking lots and major trails. Initial analysis shows that the average Remaining Service Life has dropped by 2 years. A presentation to City Council will be made in November. Ongoing/ Updated  PW Admin/ Engineering Park Street Sanitary Sewer Replacement Project-Fall 2013 Construction began on 10-14-13. Contractor to have the new line in by November 1. Completed line will undergo testing, and once accepted by the city all existing service lines will the systematically attached and then road restoration. Per original contract, substantial completion to be reached by 11-15-13. Updated/ Ongoing  PW Streets Snow Plowing Prep In preparation for snow season, all snow routes have been delineated and the No Parking signs are out. Ongoing  PW Streets Storm Water Completed major storm water improvements on Stibnite due to all the long standing drainage issues. Installed two 8” drainage pipes and one 24”, under the width of the roadway, one 30”culvert in the church’s driveway, as well as digging the ditches out so the water flows correctly. Also, installed a new 24” drainage pipe across Colorado (between Woody’s and hotel). Ongoing/updated   PW Sewer Collection Lift Station #11 Pumps received and should have installation completed by mid November. Ongoing  PW Sewer Collection Service Calls Crew members responded to 5 after hour service requests during the month. Ongoing/ Updated  PW Sewer Collection Main Sewer Line Replacement of the sewer line on Park Street began mid month and is scheduled to be completed prior to Thanksgiving. Ongoing/ Updated  PW Water Distribution Service Calls The crew responded to 62 service requests during the month. Most of the calls were to address water turn ons or offs and leak checks requested by utility billing. Ongoing/ Updated  PW Water Distribution New Water Services The Crew installed and turned on 3 new water meters for the month. Ongoing/ Updated  PW Water Distribution Fire Hydrants Due to the improvements slated on Park Street, the two existing fire hydrants need to be relocated. The crew moved and installed one already, but until Idaho Power can determine the exact location of their new line, we will have to wait until spring to reset the other one. New/Completed  PW Water Distribution Water line repairs The crew repaired a water main leak on Rio Vista, and abandoned an old service line on Garnet St. Ongoing/ Updated   PW Water Distribution Winter Storage Pond Repairs have been completed on the Winter Storage Pond. A new leak test will need to be conducted next spring and plans are being readied for conducting groundwater modeling and sampling. Ongoing  PW Water Distribution J-Ditch Lines Winterization has begun on the J-Ditch line. Honey Dippers will be pumping the lines out at an estimated cost of $18,000.00 New/ Ongoing
