Barney, Municipal Clerk and Robert Bergen, Borough Attorney. . �I April 11, 2013 The Clerk stated that on January 3, 2013, the 2013 Meeting Notice was STAffQ.gNr OF nEMU mailed to The Home News Tribune, The Star Ledger and posted on the PMCE Bulletin Board. Notice was published in The Home News Tribune and The Star Ledger on January 8, 2013. The meeting was opened with a moment of silent prayer and the Pledge Silent Prayers Pl of of Allegiance led by Mayor Daniel J. Reiman. APF&WAL affirmative vote of the full Council present, the Minutes of March 21, 2013 were approved, engrossed and transcribed by the Clerk. Pr�[NIf?IZ: PRESENTATIONS: RJ Novak, Brian O'Connor, Carole Sullivan. Brian O'GXMr Brian O'Connor Mayor Reiman asked Fire Commissioner Krum to join him and asked Brian O'Connor to come forward. Mayor Reiman commended Chief O'Connor on his many. years of dedicated service and for the good job he did with the Carteret Fire Department and he presented him with a plaque. RJ Nbvak RJ Novak Mayor Reiman commended Sergeant Novak on his many years of dedicated service with the Police Department and spoke about the many different jobs he had 'done_ and commended him on his work. He then Presented him with a plaque. Carole Sullivan Carole Sullivan ' Mayor Reiman said Carole had served twenty -six (26) years as a secretary for the Board for the Disabled. He then commended her for her work and presented her with a plaque. CRDIDAU-A13 -4 ORDINANCES: Public Hearing- "ArrerYlisg aryl #13 -4 Amending and Supplementing Chapter 2S4 of the Code, Re: Bristol SWlamnting Chapter Station. 254 of the Code, Re: Bristol Station" The Clerk stated that Ordinance #13 -4 was introduced and adopted on First Reading at an Agenda Meeting of the Borough Council of the Borough of Carteret held on March 21, 2013. It was duly published in The PJ APRIL 11, 2D13 Home News Tribune on March 27, 2013 with notice that it will be OLdinare #r13 -4 Cont: considered for final passage after Public Hearing to be held on Aril 11, 2013 at approximately 6:00 P.M. The Ordinance was posted on the bulletin board and copies were made available to the general public and according to law she read the Ordinance by title. Upon MMS &C by Councilmembers Sitarz and Krum and unanimous Public [baring affirmative vote of the full Council present, the Mayor declared the Public Hearing to be opened. There were no questions or comments. There being no further comments or objections to the Ordinance, the Ebanrg Closed Mayor declared the Public Hearing to be closed upon MMS &C by Councilmembers Diaz and Bellino and unanimous affirmative vote of the full Council present. Upon MS &C by Councilmembers Diaz and Sitarz ORDINANCE #13 -4 "AN ORDINANCE AMENDING AND SUPPLEMENTING CHAPTER 254, OF THE CODE OF THE BOROUGH OF CARTERET" was finally Adopted. Upon individual roll call vote Councilmembers Adopted Bellino, Diaz, DiMascio, Krum, Naples and Sitarz voted in the Affirmative. RE5011II'ICRS RESOLUTIONS: Councilmember Bellino referred to resolution #2 on the Agenda. He Calrr ihYaT1�L'r commented about the number of taxis and said they were to have done Belem something with the bylaws, because he sees a lot of taxis running stop Resolution #2 signs, illegally parking and not caring. Mayor Reiman commented that this is not a specific license it is a renewal of the fleet. He said they have talked about renewing the actual licensing for the companies and individuals and making modifications and he is in favor and supportive of that. The Clerk said she also has a few things to discuss about the limousines. Mayor Reiman said one of the things he would like to see is newer vehicles and we need to expand the ordinance so when they are inspected annually someone is not getting into a death trap. Councilmember Bellino said they are poorly maintained, they smell and they run them into the ground until they no longer work. He feels we should be pro- active for safety. ra] Mayor Reiman said the resolution Councilmember Bellino spoke on Pbyor Reitrnn "Authorizing the Issuance of a Taxicab (Fleet) Owner's License to Riaz Resolution #2 Janjua- Safeway Taxi & Limo ", was number #2 on the Agenda. In reference to resolution #5, Mayor Reiman said Brian O'Connor was Resolution #5 appointed. 5 e r 1 I15[tl ft In reference to resolution #9, Mayor Reiman explained the concept is if you shop the businesses that participate in this particular program and give your identification card, one (1) or two (2) per cent of your bill will come back to the city to reduce your specific property taxes on your lot and block. He said this is approving the program and then we have to go out and get the business community to buy into it. He said the idea is to have the residents support the local businesses and in turn the local business will help support the reduction of property taxes. Mayor Reiman asked if there were any other questions. Councilmember Krum asked if Roosevelt, Post Boulevard and Minue Street are going to get started? Mayor Reiman explained we are waiting for the County. He said the DOT has signed off on the preliminary plans and the design is done and the County is reviewing some minor changes they may want. He said there is some property acquisition that is required along the right of way with PSE &G on Minue and a small portion of Post Boulevard. He said it is fully funded so we anticipate it being in the ground around June or July. BUSINESS TO BE ADDED: Councilmember DiMascio said he had a complaint about trucks coming on Washington Avenue by Polar Cup. He questioned that they should be going up Industrial Road. Mayor Reiman said certain portions of Washington Avenue are considered light industrial. He directed the Municipal Clerk to check the ordinance on that. He said we would have to do an ordinance restricting it to light traffic and the county would have to agree to it. Because it is a county road. He said with the Industrial Highway they should not have a problem with it. Sitarz Mayor Reiman said we can notify them but should have enforcement capability. G= - Cu afiber Knm Councimember Krum said by Nathan Hale School at recess time it is horrible with tractor trailer trucks and they hit the signs that say "Stop ". He suggested signs when they come to the light there to say the trucks have to use the Industrial Road. Gxurihng - , ' Naples Councilmember Naples said she had gotten a phone call from Mr. Pettito from the Youth Arts Council who runs the Grant for the CASA Program at the Middle School and he would like to sit with the Mayor and herself within the next two (2) weeks,. She said the only way this can be brought back is with full community support before we can continue the process. iyor Reims Mayor Reiman said there has been zero level of communication with the current Board of Education and they have ignored repeated requests and emails to them but he said he would be happy to support them. Councilmember Naples said okay just to get the process going. C Naples Councilmember Naples then said she had a group of students from her work study program along with several staff members volunteer to clean up the library and put books and things back after Hurricane Sandy and asked if we could do commendations for them. Mayor gei ren Mayor Reiman said to get him a list of names and we will be happy to do it. . COnlxil President Council President Sitarz said he thinks it.is about four (4) years that we Sitarz are waiting for the Turnpike to fix the guard rail. Mayor Reiman said the DPW has been directed to repair it. He said it is turnpike property and the turnpike and the county are still) fighting over it so we are going to have it repaired and send them both the bill. 10 APRIL 11, 2013 Council President Sitarz said we have decided on new police cars and Co -mil President Sitarz they are on order. Mayor Reiman said they have nine (9) cars on order. He said there are Nayor Rehm three (3) Impalas for the Detective Bureau and three (3) Ford Explorer Models for patrol and three (3) Suburbans for patrol and supervisor vehicles. After no further discussion, upon MMS &C by Councilmembers Sitarz and ffiia m Diaz and unanimous affirmative vote of the full Council present, the meeting was Adjourned at approximately 6:18 P.M.
