The week of November 11th will be just fine...I don't think a few weeks will make or break anything at this point! There is some concern about the drainage swale on the north side of the lot. It appears that the drainage was altered to preserve a large tree. The tree is not shown on the drainage plan so it is not clear whether Boswell took it into consideration during design or not. Either way, the flow of water is interrupted by the tree causing the water to push to the rear of the lot instead of flowing to Seventh Ave. We can talk about how to deal with this when you are back in town. I'm out of town until Nov 11th - I think that Catskill Builders who moved the home for the Nelson's did this but I'm not sure. I know I paid for something and thought it was the survey....I have all my files at the home and will make this a priority when I return. Does Steve Olney need to do anything else with the drainage? I've copied him on the email in case we need to do anything more. I want to get this wrapped up as much as you do, so if we can wait until I'm back, that would be great. Let me know if not and I'll follow up with Anthony Sapone to see if he remembers about the elevation. The reason why I think that was done was because of how high he raised the home. Those plans were already in place when I purchased the home because I actually didn't want the home to be as high up as it was buy Anthony said because of the elevation it needed to be that high. First off, thank you for working with Mark Boswell to prepare a drainage plan. We received the drainage certification letter from Boswell on September 23`d. At this point, I still need an as -built survey and an elevation certificate (prepared by a registered surveyor) in order to schedule the FEMA inspection. Once we have the two remaining documents and the FEMA inspection has been passed, I can issue the Certificate of Occupancy for the structure. Until I accompanied you to the site Friday morning, 09- 26 -08, there was no additional request by the City of Tybee for my service on this project. Based on my observations with you from the front of this site, I do not understand how site drainage could be determined to be in substantial compliance with the approved drainage plan. It is apparent the drainage on the north side of the lot was altered to preserve a large tree not shown on the drainage plan. While I support the preservation of trees, the swale interrupted by this tree now appears to function as limited retention with overflow relief onto the lot to the rear (east). I have not reviewed or approved design for that method of drainage for this lot. You and I could not inspect the drainage as closely along the south side or the rear due to vegetation restricting visibility. As you advised the house has been occupied for the last year and with cars in the driveway that morning, we did not enter the lot. You advised that Chuck Bargeron determined that construction for the permit was complete on 09 -08- 08 and the house has been occupied without comment to the City on drainage deficiencies. It is my understanding there have been no complaints from the 2007 Labor Day weekend storms or the intense rainfall at the end of September 2007. I agree that until there are complaints, the drainage has not failed. offer this letter as support of your decision to accept the drainage certification of the Owner's Engineer. I do not see what other choice you have as the City has effectively let the time of drainage inspection expire. Please contact me if you have any questions on this matter. Hughes This letter is to follow -up on a site visit that you and I made on September 26, 2008 to inspect and attempt to close -out the referenced property (your job # 2070170). As you know, the project in question is a residential structure that was relocated to its present location. As the permit was issued and construction completed before I began my tenure with the City my comments and conclusions are based upon review of the file and inspection of the site. The house has been occupied since 2007, though a Certificate of Occupancy has not been issued. The City Marshal, Chuck Bargeron, inspected the site on September 8, 2008, and determined that "construction for the permit is complete ". I can only assume that Mr. Bargeron is approving the project for close -out. On September 23, 2008, I received a letter from the project engineer, Mark Boswell, certifying that the project had been completed in substantial compliance with the approved plans including stabilization. When you and I visited the site we determined that there had been some deviation from the approved drainage plans. It was determined that the drainage, though not in accordance with the approved plans, does not appear to have failed and the project can proceed with close -out. Please advise as to your agreement or disagreement with this conclusion. My office is still waiting on an as -built survey, elevation certificate, and FEMA inspection before we can officially close -out the project. Thank you for your help on this matter.
