Methods of Calculating Traffic Impact Fees Update

SCOPE OF SERVICES
The following is a scope of services which defines those tasks necessary to update the technical memorandum on
the Methods of Calculating Traffic Impact Fees date January of 2009. Herein after all references to the City will
mean City of Crestview and all references to the Consultant will mean Atkins.
The Consultant shall complete and update to the City's technical memorandum on the Methods of Calculating
Traffic Impact Fees. The current technical memorandum is dated January, 2009. This will include siting any new
or updated Florida Statutes dealing with transportation impact fees, updating travel demand, trip generation and
percent new trip assumptions.
To accomplish the objectives outlined above in a manner that meets the City's requirements, the following scope
items have been identified.
1.0 TRIP GENERATION
The Consultant will use the current edition of the Institute of Traffic Engineers (ITE), Trip Generation Handbook
to update the trip generation characteristics presented in Table 1 of the 2009 Technical Memorandum. The same
land use types will be used unless otherwise directed by the City.
2.0 AVERAGE TRIP LENGTHS
The Consultant will update the average trip lengths presented in Table 2 of the 2009 Technical Memorandum
based on the most current National Household Transportation Survey data. This data will be specific to the State
of Florida.
Using the Public Road Mileage Report published by the Florida Department of Transportation, the Consultant
will update the vehicle miles traveled data presented in Table 3 of the 2009 Technical Report.
3.0 TRAVEL DEMAND BY LAND USE
Based on the updated data from tasks 1 and 2, the Consultant will update the travel demand by land use
calculations found in Table 4 of the 2009 Technical Memorandum.
4.0 ROADWAY COSTS
The Consultant will work with the City to update the roadway construction costs presented in Table 5 of the
2009 Technical Memorandum. This data would be obtained from the City's Capital Improvement Plan and/or the
Florida Department of Transportation District Three.
5.0 TRANSPORTATION UNIT COSTS
The Consultant will use the data updated in the previous tasks to develop an updated transportation unit cost by
land use category. This will result in an updated transportation cost per unit as shown in Table 6 of the 2009
Technical Memorandum.
6.0 ROAD CREDIT DATA
The Consultant will review and adjust as necessary the data contained in Table 7 of the 2009 Technical
Memorandum dealing with credits.
7.0 RECOMMEND IMPACT FEES
The Consultant will use all of the updated data to develop/update the recommended impact fees in table 8 of the
2009 Technical Memorandum.
8.0 IMPACT FEE COMPARISONS
The Consultant will revise the information presented in Table 9 of the 2009 Technical Memorandum to include
current Cities and Counties within the State of Florida that are currently collecting transportation impact fees. It
will be noted if the fees are actively being collected or if the local municipality has suspended them for a period
and why.
9.0 MEETINGS
The Consultant will be available for up to two (2) in person meetings and up to five (5) conference calls to
discuss this project.
10.0 CLIENT RESPONSIBILITIES
1. Designate in writing a person to act as the City representative with respect to the work to be
performed under this agreement. Such person shall have complete authority to transmit instructions,
receive information, interpret and define policies and make decisions.
2. The City shall provide the Consultant with all available related data. This may include previous
roadway construction costs, Capital Improvement Program data, and previous documentation.
