AN ORDINANCE AMENDING ARTICLE 11 (PAID HOLIDAYS) OF THE PERSONNEL POLICY MANUAL, BY THE ADDITION OF SECTION 11-2. FLOATING HOLIDAYS. BE IT ENACTED BY THE COUNCIL OF THE CITY OF JEFFERSON, MISSOURI, AS FOLLOWS: Section 1. The Personnel Policy Manual of the City of Jefferson is hereby amended by the addition of Section 11-2 pertaining to Floating Holidays, as follows: Section 11-2. Floating Holidays. (a) All full-time and part-time with benefits employees employed on November 1 of each year shall be credited with floating holidays provided the funding has been granted in the Council approved budget. (b) Fire service personnel assigned to fire suppression duty will receive one-24.25 hour shift. Part-time with benefits employees will receive two- 4 hour shifts, all other full-time employees will receive two- 8 hour shifts. (c) Floating holidays shall be scheduled by each department director so as to minimize overtime costs, loss of efficiency and departmental disruptions while allowing as much flexibility to the employees as possible. Transit division employees will take their floating holidays on Presidents Day (mid-February) and Columbus Day (mid-October). (d) Floating holiday pay is not considered time worked for the purposes of FLSA as described in Section 8-13. (e) Floating holidays must be used in the fiscal year they are earned and other than transit division employees, may not be taken once an employee submits a resignation. Floating holiday pay will not be paid out to an employee upon separation of employment. Section 2. This Ordinance shall be in full force and effect from after the date of its passage and approval. Passed: Approved: Presiding Officer Mayor ATTEST: APPROVED AS TO FORM: ________________________________ City Clerk City Counselor BILL SUMMARY BILL NO: 2013-XX SPONSOR: Councilwoman Carrie Carroll SUBJECT: _ Amending Article 11 (Paid Holidays) of the Personnel Policy Manual DATE INTRODUCED: August 19, 2013 Summary: This ordinance would amend Article 11 (Paid Holidays) of the Personnel Policy Manual to add up to two floating holidays as funded by the City Council. The floating holidays are a way to reward employees for their on -going dedication to the citizens of Jefferson City and to the city as an organization. Added benefits du ring a time of tight economy and reduced staffing show appreciation to the employees and help to maintain a high level of dedication and morale. The holidays will be scheduled by each department director so as to minimize overtime costs, loss of efficien cy and departmental disruptions while allowing as much flexibility to the employees as possible. The Mayor did not include the floating holidays in his proposed FY14 budget. Council members expressed an interest in this proposal to go through the Administration Committee and full council process. Fiscal Information: $7,500 Staff Recommendation: Approve
