SPECIAL MEETING
January 10, 2012
The City Council of the City of Lynwood met in a special meeting in the Council
Chambers, 11330 Bullis Road on the above date at 5 p.m. "
Mayor Morton presiding
Council Members Castro, Rodriguez, Santillan -Beas, and Morton were present.
Council Member Alatorre was absent.
Also present were City Manager'Haley, City Attorney Galante, City Clerk Quinonez and
City Treasurer Hernandez.
City Clerk Quinonez announced that the Agenda had been duly posted in accordance
with the Brown Act.

Item #6. REQUEST FOR FEE WAIVER — SPECIAL NEEDS EVENT
City Manager Roger Haley introduced the item regarding the request for fee waiver for
the special needs event. He clarified that this event is a city event, no waiver of fees is
necessary and staff is requesting a $2,000 donation from the City Council's
discretionary fund to pay for the event.
It was moved by Council Member Rodriguez, seconded by Mayor Morton, to use
discretionary funds to pay for the event and to split the cost equally amongst all council
members.
Council Member Castro asked staff to make sure that only Lynwood residents attend
the event.
Council Member Santillan -Beas asked staff to make sure that the program is in English
or bilingual. ,
Council Member Castro asked staff to make sure that the entertainment was
appropriate and timely
Council Member Rodriguez asked staff to make sure that as many special needs
families in Lynwood are included as possible.
After discussion, the roll call was taken on the motion

Item #7. INTENTION TO SERVE AS THE SUCCESSOR AGENCY
City Attorney Fred Galante introduced the item regarding the intention to serve as the
Successor Agency
It was moved by Council Member Santillan -Beas, seconded by Council Member Castro,
to approve both resolutions.

City Attorney Fred Galante read the two resolutions by title into the record:

A RESOLUTION OF THE CITY COUNCIL OF THE CITY, OF LYNWOOD,
CALIFORNIA, DETERMINING THAT THE CITY OF LYNWOOD ELECTS TO AND
SHALL SERVE AS THE SUCCESSOR AGENCY TO THE DISSOLVED : LYNWOOD
REDEVELOPMENT AGENCY PURSUANT TO HEALTH AND, SAFETY CODE
SECTION 34173
RESOLUTION NO. 2012.011 ENTITLED:
A RESOLUTION OF 'THE CITY COUNCIL OF THE CITY OF LYNWOOD,
CALIFORNIA, DETERMINING THAT THE CITY OF LYNWOOD SHALL RETAIN THE
HOUSING ASSETS AND FUNCTIONS OF THE DISSOLVED LYNWOOD
REDEVELOPMENT AGENCY PURSUANT TO HEALTH AND SAFETY CODE
SECTION 34173

Council Member Santillan -Beas asked staff to add helpful information or tips on how to
stay safe in the next Lynwood N' Perspective
Council Member Castro thanked the audience for attending the council meeting She
commented on the dissolution of the California redevelopment agencies and thanked
City staff for preparing the City of Lynwood to handle the loss. She encouraged
residents to talk to their Assembly Members and Senators about fixing redevelopment in
California. -
Mayor Morton thanked the audience for attending the council meeting. He stated that
Mayor Pro Tern Alatorre could not attend the meeting due to being away on work
assignment. He commented on the dissolution of the California redevelopment
agencies. He commented on the way government in California is run He stated that
most California Senators and Assembly Members have low scores from the League of
California Cities Report Card He commented on the State and Federal government
and said that leaders at the local level are doing the best they can. Lastly he stated that
he was looking forward to the Special Needs Program.

Having no further discussion, it was moved by Council Member Castro, seconded by
Council Member Rodriguez, and carried to adjourn the special Lynwood City Council
meeting at 5 41 p.m. ,
