HomeMy Public PortalAboutRES-CC-2015-01RESOLUTION #01-2015 A RESOLUTION ENCOURAGING THE STATE OF UTAH TO PURSUE A COMPREHENSIVE TRANSPORTATION FUNDING STRATEGY WHEREAS, like many other Utah cities, the City of Moab spends a large portion of its general fund monies on transportation -related projects and maintenance; and WHEREAS, despite these expenditures, the City of Moab has found it impossible to keep up with the ongoing demands of its transportation system with the funds available for this purpose; and WHEREAS, Class B and C Road Funds have limited applicability, such that these funds cannot be used on essential transportation infrastructures and programs such as transit systems and transportation modalities that exist outside of B and C Road rights -of -way; and WHEREAS, the funding shortfall and limited applicability of funding sources have caused deficiencies within the City of Moab with respect to street, sidewalk, bike lane, bike path and pedestrian safety; and WHEREAS, additional funds are necessary to maintain and expand the full range of transportation facilities in order to correct these deficiencies and to provide for a sustainable transportation system for years to come; and WHEREAS, the City of Moab strongly supports the implementation of a state-wide comprehensive approach to local transportation and transit needs as they have been manifested statewide; and WHEREAS, toward this end, the City of Moab strongly supports the implementation of a local option 0.25% sales tax that would be dedicated to transportation, a clarification and expansion of the definition of the uses of Class B and C Road funds to include the full range of transportation services and facilities, and an increase in the statewide motor fuel tax that funds the Class B and C Road fund program. NOW, THEREFORE, WE, THE GOVERNING BODY OF THE CITY OF MOAB, do hereby recommend that the Utah State Legislature carefully consider a comprehensive approach to transportation funding that would provide for the implementation of a local option 0.25% sales tax that would be dedicated to transportation, a clarification and expansion of the definition of the uses of Class B and C Road funds to include the full range of transportation services and facilities, and an increase in the statewide motor fuel tax that funds the Class B and C Road fund program.
