COUNCIL MINUTES
REGULAR MEETING — JUNE 15, 4004
The Regular Meeting of the Bal Harbour Village Council was held on Tuesday, June 15,
2004, in the Council Chambers, at Bal Harbour Village Hall The meeting was called to
order at 9 00 a m by Mayor Tantleff.
Mayor Tantleff asked the Village Clerk to take the roll Those present were

Councilman Peg E Gorson
Councilman Joel S Jacobi
Absent Councilman Howard J Berlin

As a quorum was determined to be present, the meeting commenced
4. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance was led by the
Village Clerk
3. APPROVAL OF MINUTES: A motion was offered by Councilman Jacobi
and seconded by Councilman Gorson to approve the minutes of the May 18, 2004 Regular
Meeting. The motion carried unanimously (4-0), and the minutes were approved as submitted.

SPECIAL //LASTER: Darcee Siegel was presented with a desk clock with
the Bal Harbour logo in recognition of her 14 years of service as a Special Master Mayor
Tantleff said she was the nicest person he had ever met and a wonderful neighbor

A. Mayor and Council:
Mayor Tantleff wanted to thank everyone who participated in Mayor for the
Day He received countless compliments from residents and the
businesses He also said that the event was on the front cover of the
Neighbors section of the Miami Herald
Mayor Tantleff attended a special council meeting at Bay Harbour to honor
one of their residents, Marcy Cooke, the first black woman appointed to the
Federal bench Mayor Tantleff presented her with a proclamation and a
key to the city Many dignitaries were there including Senator Margolis
B. Village Attorney: None
C. Village Manager:
Request for Approval of Security District Funds for Security Equipment Update: Mr.
Treppeda stated that the current security equipment at the guardhouse and gates is outdated
and in need of improvement. Technology changes have rendered the system outdated and
changes need to be made in order to provide the best possible security to the residents in the
Gated Residential Section Chief Hunker did a study of the existing equipment over the
course of a year and he also contacted an outside source for an opinion on the system and
pricing of the equipment from Integrated Systems The additions to the system would be a
new access control system that utilizes very thin devices with computer chips (eGo passes)
that are affixed to the windshield of vehicles The devices are destroyed when they are
removed, so that they can't be transferred between cars, An upgrade to color cameras,
adding two cameras to the main exit gate and one to the Northwest pedestrian gate; New
video recording equipment; install a beam for the north side of the guardhouse, Install
equipment that will allow the guard to remotely buzz someone in through the pedestrian gate
by the guardhouse, Initial order for 500 eGo passes to get started The total funds for this
project will be $53,623 00 The Civic Association has been at meetings dealing with this
equipment
Dina Cellini, resident, 211 Bal Cross Drive: Ms Cellini stated that she had spoken with Mr.
Treppeda a month ago regarding the cost and if the security assessment would be increasing.
She's concerned that the residents not be caught off guard in September She doesn't know
how many people in the community know about this increased cost
Mr Treppeda stated that Sandra Dunn, President of the Civic Association, attended many
meeting along with board members and it's their responsibility to share that information with
the residents Mr Treppeda can't promise that security assessments will not go up, but it
won't be because of this as the funds are in this years budget to cover the expense
A motion was made by Councilman Jacobi and seconded by Assistant Mayor Roth for
approval of Security District funds for Security Equipment Upgrade. The motion
carried with the vote as follows: Mayor Tantleff aye; Assistant Mayor Roth aye;
Councilman Gorson aye; Councilman Jacobi aye; Councilman Berlin absent.

Request for Approval of Funds to Paint the Village Hall: Mr Treppeda stated that the
Village Hall and the Annex building needs to be painted Ed French Painting, whom we have
used several times, has submitted a proposal for $16,500 00 which includes replacing rotted
around the exterior of the building Construction Depot submitted a bid of $18 580 00 which
does not include wood repair It is Mr Treppeda's recommendation that Ed French painting
be awarded the contract that is budgeted
A motion was made by Assistant Mayor Roth and seconded by Councilman Gorson to
approve funds for Ed French Painting to be awarded the contract to paint Village Hall.
The motion carried with the vote as follows: Mayor Tantleff aye; Assistant Mayor Roth
aye; Councilman Gorson aye; Councilman Jacobi aye; Councilman Berlin absent..
Award of Bid for Operation of Bal Harbour Shuttle Bus: Mr Treppeda that the Village
now receives approximately $100,000 00 per year as its portion of the half cent transportation
sales tax The Village recently purchased a shuttle bus to provide service to Bal Harbour
residents to area businesses The current bus service is being provided by Handi-Van, using
their bus But there have been several complaints from residents about the equipment
they're using so it was decided to purchase our own bus A request for proposals was put out
for operation, storage and maintenance of our new Village bus. Two bids were received
One was from Limousines of South Florida, and one was from Admiral Limousine Upon
reviewing the proposals from each company, it is apparent that Limousines of South Florida
had extensive experience in operating similar programs for government clients Their current
list of clients include, City of Aventura, City of Pompano Beach, City of Plantation, City of
Lauderhill, Bay Harbor Islands, City of Hallandale Beach, SFRTA/Tri-Rail, Fort Lauderdale -
Hollywood International Airport and the City of Dania Beach Admiral Limousine does not
show any similar services being offered to any cities Their business is mostly to private
companies Since the difference in quotes from the companies was very small, Mr Treppeda
recommended awarding the contract to Limousines of South Florida
Babek Raheb, resident, 112 Balfour Drive, stated his concern regarding down time with
Limousines of South Florida since they serve so many municipalities Another concern is
where the bus will be stored as it cannot be in Bal Harbour Mr Raheb asked if the service
contract will have a 60 day clause where the City could cancel after that time if they're not
happy with the current company Mr Raheb suggested taking the lower bid of Admiral and if
after 60 days the City was not happy with them, the contact could be cancelled and
Limousines of South Florida could then take over the service
Brian Mulheren, resident, Carlton Terrace, stated that the city manager is charged with
making decisions for the residents and we should let him do that He agrees with Mr
Treppeda regarding the experience of Limousines of South Florida and feels everyone should
support Mr Treppeda's decision
A motion was offered by Assistant Mayor Roth and seconded by Councilman Gorson
to enter into an agreement with Limousines of South Florida for shuttle bus service for
the residents of Bal Harbour. The motion passed with the vote as follows: Mayor
Tantleff aye; Assistant Mayor Roth aye; Councilman Gorson aye; Councilman Jacobi
aye; Councilman Berlin absent.

Request to Expend Forfeiture Funds: Mr Treppeda stated that as a result of a recent
seizure, the Police Department has an opportunity to acquire a 2004 Jeep Cherokee by
paying off the remainder of the vehicle's current loan which is $18,000.00 Chief Hunker is
requesting a total of $23,000 00 to pay off the loan and to equip the vehicle with law
enforcement equipment for uniform patrol use
Chief Hunker is also requesting authorization to expend up to $60,000 00 in Forfeiture Funds
to undertake three studies towards a new City Hall/Police Department building These
studies involve architectural, landscaping and civil engineering and are the next phase in the
development of a new facility
A motion was offered by Assistant Mayor Roth and seconded by Councilman Jacobi to
expend $23,000.00 in Forfeiture Funds for the 2004 Jeep Cherokee and $60,000.00 in
Forfeiture Funds for three studies for a new City Hall/Police Department building. The
motion passed with the vote as follows: Mayor Tantleff aye; Assistant Mayor Roth aye;
Councilman Gorson aye; Councilman Jacobi aye; Councilman Berlin absent.
Resort Tax Committee Recommendations: Mr Treppeda reported that at the June 10th
meeting of the Resort Tax Committee, they made they following recommendations for
expenditures of Resort Tax Funds, Susana Gimenez Live Broadcast from Bal Harbour in July
2004 with a cost up to $40,000 00 and a Direct Mail Campaign for June 2004 with a cost of
$15,000 00
A motion was made by Assistant Mayor Roth and seconded by Councilman Jacobi to
approve expenditure of Resort Tax Funds for the Susana Giminez Show and the Direct
Mail Campaign for a total of $$55:000.00. The motion passed with the vote as follows:
Mayor Tantleff aye; Assistant Mayor Roth aye; Councilman Gorson aye; Councilman
Jacobi aye; Councilman Berlin absent.
Discussion of Village Clerk/Finance Directors Retirement: Mr Treppeda announced the
intention of Mrs Jeanette Horton to retire due to medical reason, following 13 years and 4
months of service to the Village The Village Clerk is an officer of the Village and is appointed
by the Village Council and as such, Mr Treppeda is seeking the Councils direction on how to
proceed with the search for a new Village Clerk Mrs Horton will be working until July 20,
2004 Mr Weiss, Village Attorney, stated that the Council is under no legal constraints in
hiring, as the Clerk is one of their three direct employees Mr Weiss assured the Council that
whatever procedure the Council wants in terms of hiring a replacement would be legally
appropriate Mr Treppeda stated that he is currently looking for either part time or full time
finance director Assistant Mayor Roth stated that he spoke with Mrs Horton regarding
certain duties that have been delegated to accounting employees Services will continue as
usual in her absence He feels that the greater concern is the clerical part of the Clerks job
Mrs Horton suggested posting the opening with The Florida League of Cities, Clerks
Association, etc Further discussion will be held at the July meeting after a search committee
is formed and potential clerks are interviewed Assistant Mayor Roth stated that he wants to
run the ads immediately in the above mentioned publications and in The Miami Herald for
someone with a minimum of a CMC license
10. OTHER BUSINESS: Ree Kelly, resident, feels that the residents of Bal

Harbour are pnviledged to have Marvin Karp, running for the school board if
elected he will be the first teacher to serve on the school board She is asking
everyone to support him in his attempt to run for the school board position
11* ADJOURN: There being no further business to come before the Council, A
motion was offered by Assistant Mayor Roth and seconded by Councilman Jacobi to
adjourn. The motion passed and the meeting was adjourned at 9:40 a.m.
