A Regular Council Meeting was called to order at 7:30 P.M. with
Mayor Louise Gardner presiding.
Prayer was offered by Councilman Steve Voile.
The following Council Members were present:
Present: Borgmeyer, Gordon, Haake, Halsey, Mason, Scheulen,
Veils and Woodman.
Absent: Barnicle, Davis.
A quorum was declared present.
PRESENTATIONS FROM GALLERY:
Mike Bates, Director of Public Works, introduced Mr. Dave Owsley
from Larkin & Associates, who would discuss the thoroughfare plan
for the City. Mr. Owsley informed the Council the complete plan
consisted of four volumes which they had condensed into an
Executive Summary. Mr. Owsley reviewed the Executive Summary
that had been distributed in the Council packets; pinpointing
some areas that needed assistance. Mr. Owsley stated the plan
for implementation of the needed changes was a fifteen year time
span.
Councilman Voile thanked Mr. Owsley for his presentation and
questioned whether or not there were development plans for the
east end of the City as well as the west end. Mr. Owsley stated
there were not as the land use plan that had been used to make
their recommendations indicated the future growth of the City was
in the west end. Mr. Owsley stated they had not developed the
land use plan, just used it for their development plane.
CONSENT AGENDA:
The Consent Agenda consisted of the following items:
a) Council Minutes of 12/7/87
b) Awarding of the following bids:
983 -- DoLong's Phase II, Planning G Code Enforcement
o) Appointment to Boards and Commissions
Equal Employment Opportunity Committee - Rick Beck (fill existing
vacancy)
Councilman Voile moved the Council Minutes of 12/7/87, page 247,
paragraph 6, be amended as follows:
Councilman Veils questioned the distribution of a
letter that had been sent to the Council. Councilman
Voile moved that no City employee's time or City
expense be used to copy and distribute unsigned
correspondence to Council. Councilman Halsey seconded
and it was approved.
Councilman Halsey seconded the motion and it was approved.
Councilman Voile questioned the negative balance shown on Bid No.
983 and asked where the money would come from for this project.
City Administrator Dave Johnston stated the project was a MODAG

grant project. The money would be given to the City from th=
State and the City in turn would loan this money to DeLong's fo�

ANNOUNCEMENTS BY MAYOR:
Mayor Gardner announced a Christmas Eve luncheon for the
employees of City Hall and invited the Council to join the
employees for this luncheon,
Mayor Gardner announced her report on the National League o ,

filed with the City Clerk.

Councilman Halsey requested this bill be placed on the Informal
Calendar.
RESOLUTIONS:
RS87-27 regarding the policy on meetings and conferences as
requested at the December 7, 1987, Council meeting. Councilman
Gordon moved to amend RS87-27 to exclude the Missouri Municipal
League Conferences which are held in-state. This resolution will
apply only to out-of-state conferences. Councilman Haake
seconded the motion and it was approved. Councilman Borgmeyer
moved to approve RS87-27 as amended. Councilman Veile seconded
and it was approved.
NEW BUSINESS/UNFINISHED BUSINESS:
Councilman Mason moved the police department prepare a position
paper stating why they are in favor of Jackson Street being made
one way. Councilman Haake seconded the motion and it was
approved.
The Council received the growth rate comparison report prepared
by City Administrator Dave Johnston. Councilman Gordon expressed
his appreciation to Mr. Johnston for his timeliness in presenting
this report.
Finance Director Bob Cox distributed the report detailing the
expenditures of elected official° from April 15, 1987, through
December 20, 1987, as requested. Councilman Halsey requested
this report be tabled until after the first of the year.
Councilman Voile seconded and it was approved.
Councilman Schoulon moved City Counselor Allen Garner prepare a
legal opinion on the following three items:
a) The legality of the Planning & Zoning Commission action
of the meeting of December 10, 1987, where they submitted
one request which was publicized and at the Planning &
Zoning Commission meeting a different action was taken.
b) In as much of Midwest Block & Brick own, the tract of
land to be rezoned, does the provision pertaining to ton
percent ( 10%) of the residents residing in this area still
apply?
c) According to our code, what is the proper zoning for a
brick manufacturing plant?
Councilman Voile seconded the motion and it was approved.
Councilman Veile announced that a Public Hearing would be held on
Monday, January 11, 1968, at 7:30 p.m. in the Council Chambers to
discuss the proposed franchise agreement with TCI Cablevision.
The purpose of this meeting would be to go through and give
highlights of the franchise and answer questions the public may
have.
Councilman Veile moved the Council go into Executive Session.
Councilman Woodman seconded and it was approved by the following
roll call vote:
