Councilman Wade moved that the nominations be approved. Motion
seconded by Councilman Scheulen and carried.
An outline of procedures to be followed regarding public hearings
and appearances was presented to the Council. Mayor Hartsfield
asked the Council to review the procedures and have any changes
or additions ready at the January 4, 1982, meeting.
Mayor stated that he was approached by some citizens regarding the Bus
status of the petition on the senior citizen bus pass. Mr. Brose Pass.
stated he will have a recommendation for the Council by February.

Mayor Hartsfield stated that several years ago the Council r.
adopted a Resolution stated that a fiscal note would be attached
to all bills affecting revenue.
As this bill did not contain a fiscal note, Councilman
Scheulen requested that this bill be placed on the Informal
Calendar and Mr. Bross was requested to prepare a fiscal note to
be attached to the bill.

Councilman Brant stated that at the time the ordinance was
_>n prepared regarding franchise tax it was not the intent to include
the pager under the tax. He noted that if the pager service was
deleted the City would lose $3, 600 per year in revenue.

Ted Herron, of the Housing Authority, explained that the City
}! would deposit $300,000 in a special account. The Housing Authorit
would deposit $100,000 in the account the first year, $150,000 the
second year and $150,000 the third year. As the Housing Authority
deposits money in the account, the City money would be withdrawn.
The Clerk was instructed to add a fiscal note to the bill stating
this would cost the City $9,000 in lost interest income which
would be offset by economic stimulation.

Councilman Brant requested that Mike Bates contact the Highway Ellis
Department regarding the new section of Ellis Boulevard. The Boulevard.
intersection should either be lighted or have lines painted so
the lanes are clearly outlined.
Councilman Borgmeyer then moved that the Council adjourn into Executive
Executive Session. Motion seconded by Councilman Gordon and Session
carried.
