REGULAR COUNCIL MEETING, DECEMBER 19, 1983
The Regular Council Meeting was called to order at 700 30 P.M. with Call to
Mayor Hartsfield presiding. order

Roll Call
The following Council Members were presents
Present: Borgmeyer, Davis, Gordon, Haake, Halsey,
Hequembourg, Kliegol, Lock, Roark and Viessmen.
Absent: None.
A quorum was declared present.
Mr. Danny Massey spoke to the Council concerning trains blocking Railroad
the crossing at the Harrison Street location. Gary Hamburg was Crossing
directed to prepare a letter to the Railroad company on this
subject.
The next item of business was a public hearing concerning traffic Public Hearing
control on Country Club Drive. Mike Baton made a slide Country Club
presentation and explained the Staff's reasons for supporting the Drive
proposed traffic control measures. Staff feels that the proposed
ordinance would ( 1) provide a higher volume of traffic to the
Mall area at less risk, and ( 2 ) save the City money in the long
run in maintenance and improvement costs.
The following persons spoke in favor of the proposed ordinance:
Mr. Clyde Lear, who cited a poll which showed that of 55
respondents , 82% were in favor of the ordinance; Ms . Betty Weber,
a resident who felt that the changes would benefit the safety of
the residents of Country Club Drive; and Mr. Jack Pletz, who
encouraged the Council to move on the ordinance now rather than
waiting until a future date.
They following persons spoke in opposition to the proposed
ordinances Mr. Ron Prenger, who felt that the ordinance, if
approved, would be detrimental to volume of business at the
Capital Mall; Mn . Ann Covington who, on behalf of her client,
Hardee's , Incorporated, stated that her client's business would
be jeopardized at the Country Club Drive location; Mr. Mark
Swoffort and Ms . Greg Thomas, both representing business owners
at the Capital Mall, who felt that the Council should wait until
the new interchange is completed before proceeding with any
action.
The next item of business was the Consent Agenda, which included Consent
Council Minutes of 12-5-83 , the Administrator's Report, Finance Agenda
Report, and awarding of the following bids ;
426 - Police Supplies , Police Department
432 - Pressure Pak 6 Cylinders, Fire Department
433 - Hose, Fire Department
434 - Airbag Rescue System, Fire Department
435 - High Pressure Washers , Fire Department
436 - Sale of Waste Oil, Transportation, Central Maintenance
439 - Photographic Supplies, Police Department

Councilman Roark stated that Mr. Bates had not objected to

Councilman Hequembourg stated that he feels that future
specifications should be changed to include a certain amount of
rock or a core drill to ward against losses by the conti.actors .
Councilman Kliegel moved that the amount of the claim payment be
`.. changed to $1, 640, the motion was seconded by Councilman Halsey
and approved by a voice vote.

Councilmen Gordon and, Hequembourg asked that Bill 83-172 be

Both Councilmen Gordon and Hequembourg urged passage of this
ordinance to alleviate what they felt were four major problems in
the area: 1 ) traffic volume; 2 ) speed and speed control; 3)
litter, and 4 ) cost of repairs . Council Members Lock and
Borgmeyer stated they felt passage of the ordinance would be
premature and did not feel it was the proper method to solve the
problems . After further discussion, Bill 83-172 was placed on
final passage, and passed by the following vote as Ordinance No.
10131:
Aye: Davis, Gordon, Halsey, Hequembourg, Kliegel Roark and
Viessman.
Nay: Borgmeyer, Haake and Lock.
The next item of business was Resolutions : RS83-27, Street Light Resolutions
on Mississippi Street; RS83-28, Street Light at Stadium & RS83-27
Southwest Boulevard, and RS83-29 , Street Lights at the Airport. RS83-28
Councilman Hequembourg moved that the Resolutions be approved as RS83-29
presented, the motion was seconded by Councilman Viessman and Street Lights
approved by voice vote.
Councilman Roark moved that the City discontinue using the John John Graham
Graham training course for City employees and use the State of Course
Missouri's program instead. He felt that the cost was more
reasonable and that the courses are comparable in content and
quality. The motion was seconded by Council Member Lock and approv= d
by voice vote.
There being no further business , the Council Meeting adjourned at Ad-
