HomeMy Public PortalAbout19841217 233. REGULAR COUNCIL MEETING, December 17, 1984 L i Call to A Regular Council Meeting was called to order at 7 : 30 P.M. with sr;,. Order Mayor Hartsfield presiding. Prayer Prayer was offered by Councilman Viessman. Roll Call The following Council Members were present: Present : Davis , Gordon, Haake, Halsey, Hequembourg, Huffman, Nelson and Viessman. Absent: Borgmeyer and Kliegel. A quorum was declared present. Information Gary Hamburg was asked to explain the proposed contract with the Consultant Dickens Company and its involvement in informing the public of issues on the February ballot . Councilman Halsey stated he does not feel the City should award this contract without offering it for bid. Councilman Haake moved that this be put out for bids , the motion was seconded by Councilman Huffman, and approved. Consent The next item of business was the Consent Agenda, which included Agenda Council Minutes of 12-3-84 , Administrator's Report, Finance Reports , and awarding of the following bids : 557 - Chemicals , Dept. of Public Works , WPC 565 - Gloves, Police Dept. 577 - Scott Pressure Pako & Cylinders , Fire Dept. 578 - Fire Hose 11 - 21, Fire Dept . 579 -- Heating & Air Conditioning, All City Councilman Haake questioned the changing of the color of Police cars . Mayor ltnrtufiel.d stated that the reason for the change was to create uniformity by placing the City seal on all City vehicles , ,including Police cars . Several Council members stated +. they felt the City seal should be included on the now Police care, but that the colors should remain black and white. Councilman Henke asked Marty Brost) to check into the reason for using No. 1 diesel instead of No. 2 diesel in City buses . Councilman Nelson moved that the Consent Agenda be approved, the motion was seconded by Councilman Gordon, and approved. Minutes Mayor Hartsfield stated that the following minutes have been Reoedved received and are on file in the City Clerk's office: Parking & Traffic Committee, 12-6-84 ; Public Works & Planning Committee, 12-3-84 . Appointmenta Mayor Hartsfield stated that the following persons are nominated for appointment and/or reappointment to boards and committees : Beth Hunter and Cheryl Rancher, EEO Committee, reappointments; Nathan Cook, Environmental Quality Commission, reappointment; Florence Guhieman, Environmental Quality Commission, appointment to an unexpired term. Councilman Haake moved that the appointments be confirmed as presented, motion was seconded by Councilman Hequembourg, and approved. Police Don Shinkle, Chairman of the Police Personnel Board, was present Personnel to introduce the other members of the Board and present the Board Board's recommendation of the following appointments : Lieutenant, Richard Lorts; Sergeant, Michael Gilligan; and Administrative tions 34 REGULAR COUNCIL MEETING, December 17, 1984 Secretary, Mrs . Jean Eiken. Councilman Halsey asked that a appoint- biographical sketch be presented on each individual, to which Mr. ment Shinkle responded by giving such information. Mayor Hartsfield stated he wished to present those persons recommended by the Board for appointment recommendations to the positions of Lieutenant, Sergeant and Administrative Secretary. Councilman Haake moved that the Council accept the recommendations as presented, motion was seconded by Councilman Hequembourg, and approved. Councilman Halsey presented a petition to the City Clerk for Petition for traffic regulation on Stadium & Jackson Streets . Traffic Control Mayor Hartsfield stated that a briefing meeting for Home Rule Charter Commission candidates will be held December 18 at 7: 30 Home Rule P.M. in the Council Chambers . Bill 84-175, sponsored by Councilman Hequembourg, entitled: 84-175 AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AUTHORIZING THE Engineering MAYOR AND CITY CLERK TO EXECUTE A CONTRACT WITH BOOKER Services at ASSOCIATED, INCORPORATED FOR PROFESSIONAL SERVICES. Airport Councilman Hequembourg requested that the rules be suspended and Bill 84-175 placed on final passage. Councilman Hequembourg stated that he wished to withdraw Bill 84- 179, and made a motion to waive the Council' s rules and limit the bid process to ten days and hold a special Council meeting to act on it at that time, motion was seconded by Councilman Halsey, and approved. 84-180 Mayor Hartsfield stated that a Council Bill which was just $ Sower received in the mail on December 17 , regarding the sale of sewer Bonds bonds , will be read for introduction at this time. In compliance with the Open Meetings Law, the reason for the bill's not appearing on the Council Agenda, and the reason for the need to introduce it at this time, was given as having received the information in the mail on the same day as this Council Meeting. Councilman Hequembourg stated that he feels this bill will just place another cost to building inside the City limits , and felt the City already has ordinances which can be enforced to obtain the same results . Tom Benton was directed to prepare some alternative enforcement and what would be involved in achieving it. Councilman Haake requested that Bill 84-170 be placed on the Informal Calendar. Nay: None. Absent : Borgmeyer and Kliegel Police Councilman Huffman questioned Mayor Hartsfieid regarding the Appointments appointments to the Police Department. He asked Lyn Porterfield's opinion on listing the individual appointments on the agenda in order for them to be valid appointments . Mr. Porterfield stated that as long as the agenda lists "appointments" that each individual appointment does not need to be listed, and that all promotions are considered appointments . Councilman Hequembourg requested that the Committee' s version be introduced. Councilman Huffman requested that his version of the ordinance also be read for introduction. Bill 84-185 was read first and second time by title and ordered distributed to members of the Council. Councilman Halsey stated that he would like to see a change in packet delivery procedures . Councilman Hequembourg moved that the Council Members pick up their packets between 4 :00 and 5:00 on packet Fridays , on weekends they may be picked up at the Police Department, and after 8: 00 A.M. on Monday, they are returned to the City Clerk's office, motion was seconded by Councilman Viessman, and approved. There being no further business , Councilman Haake moved that the Adjournment Council meeting be adjourned into Executive Session for the purpose of discussing real estate, motion was seconded by Councilman Gordon, and approved by the following vote: Executive Session Aye: Davis, Gordon, Haake, Halsey, Hequembourg, Huffman, Nelson and Viessman.
