A Public Hearing was held regarding a rezoning request from 011ie l
Mae Knipp to rezone 3.98 acres on the West side of the 600 Block '
Public of Hobbs Road from RS-1 and C-1 to POD.
Hearing. Alex Bartlett, attorney for Mrs. Knipp, appeared on behalf '

`` Janet Ashcroft appeared on behalf of residents in the Hobbs !!!
Wood Subdivision who are opposed to the rezoning request. Their
reasons for opposing the request are: 1) They were told when they
III purchased their homes that the area was zoned RS-1, single family
dwellings; 2) Increase in traffic to the area; 3) the develop-

ment would decrease their property value; and 4) they want to
maintain a balance between single family and multi-family dwelling
She stated that there are other people in the City who are not
residents of the Hobbs Wood Subdivision but who are concerned that
if the rezoning request is permitted, it may set a precedent for
other residential areas of the City.
Cheryl Oliver gave a report on the Chamber Economic Development
Program. One accomplishment of the organization was the "Brag EeoTxxa>ic
about Jefferson City Contest" which resulted in a theme and also Develoment
positive goodwill in the City. They are currently working on a I Program.
community book publication which will highlight the quality of ! ''
4?s life in Jefferson City.
Two task forces were started, one in industrial business and
one in convention tourism. A major goal of the industrial busi-
ness task force was to recognize existing industry in the City.
One way they have recognized existing industry was to hold a salut
to industry and also by polling their needs. Another goal of the
task force is to attract new industry. A prospect development
team has been activated which will host visitors looking to locate

their business in Jefferson City. To date they have visited with
tx seven prospective industries and are currently working on a fact
` book which will answer questions any prospective industry might
have regarding the City. Plans for 1982 in the industrial busi-
ness area include the creation of an audio-visual presentation w
and an advertising program.
.,£ A big project of the Convention Tourism Task Force last year
was the July 4th celebration. They are also working on updating
the literature. Amtrak ridership has helped boost tourism in the
Jefferson City area. She stated that the Mayor and their Trans-
portation Committee have been working on a promotional fact
finding trip to St. Louis. They will talk to Amtrak officials to
find out more about service to this area.
A goal for 1982 is the establishment of convention services
to the City. Two points to be addressed this year will be quality
of service offered and hotel and motel facilities and their in-
ability to handle large groups.
David Dryden appeared and turned the presentation of the Old Jail
discussion over to Mr. Patrick Steele, Executive Director of the I Old
Missouri Heritage Trust. Jail.
In the interest of preserving the Old Jail building, he sub-
mitted the following proposals for the leasing, restoration and us
of the Old Jail. They propose that the City grant a long term
lease of the Old Jail to the Jefferson City Preservation Committee
of the Missouri Heritage Trust. The lease would run for between
twenty-five and ninety-nine years and would require that the
Missouri Heritage Trust, through its Jefferson City Preservation
Committee, restore and maintain the building for the duration of
the lease. The committee would restore the Old Jail for use as a
museum and as office space for the benefit of the public. Restora-
tion would be accomplished in four phases. Phase I would begin
almost immediately and would include exterior restoration and land-
scaping. This would be completed early in the spring of 1982 at
a cost of approximately $25, 000 of locally pledged money. Phase
II would be interior rehabilitation, including a restroom, and
would be completed by the winter of 1982 at a cost of approximatel
$25, 000 , again with money raised from private sources. Phase III
• would be the reconstruction of a porch and utility room on the
East side of the building at a cost of approximately $15,000 and
would be completed by fall. Phase IV would be restoration of the
two cells in the upper floor by the fall of 1983 at an estimated
cost of $25,000. This would be used as a law enforcement museum.

All maintenance costs of the Old Jail building would be covered
by the Jefferson City Preservation Committee of the Missouri
Heritage Trust for the duration of the lease. An part of the
lease agreement the City must guarantee that all utility easements ;
necessary to insure adequate facilities within the building would
be granted to the Committee. The City would also assume responsi- iz
bility for the grounds maintenance around the building. The City
would also agree to assist in any changes necessary in the City
Code or Ordinances to ensure compatible use of the building. Also,
as part of the lease agreement, a perpetual preservation easement
would be attached to the conveying instrument. The proposal would
include leaving the building where it presently stands as Mr.
Brydon stated they were unable to find someone who could move the
building.
After discussion, it was agreed that further discussion regarding
this matter would be held on January 4, 1982.

Tom Graham, representing the Jefferson City Library Board, spoke
Library to the Council regarding the $1, 400 the City withdrew from the
Board Library funds and used to pay an audit by the State. They are
requesting that the City return the money to the Library Board.
It is their opinion that this was an audit of the City and not
of the Library Board and, therefore, they are not liable to pay
this sum of money.
After discussion, Councilman Brant moved that any action on
this matter be delayed until Mr. Porterfield, the new City
Counselor, has a chance to review this matter and issue his legal
opinion. He will begin his employment with the City in January
and should have an opinion sometime in January. Motion seconded
by Councilman Halsey and passed.

Councilman Wade requested that the rules be suspended on

Tom Benton explained that the bid submitted by Wisch and
Vaughan was good until December 8th and he did not inquire if the
bid would be good until December 22nd.
Mayor Hartsfield read a letter he received from the Humane
Society stating they would pledge the difference between the
$50,000 the City has pledged and the sum of the architect' s fees
and the low bid contract for the animal shelter base proposal plus
alternate number 1 minus alternates 5, 6 , 7, and 8. This is a

returned to the License Inspector within ten (10) working days of

Carol Ellinger_ appeared representing the Cole County Republican
Committee. One concern was if the Personnel Advisory Board of the
State had been asked whether this ordinance would meet the criteria ,
in order that merit system employees could run for city office.
She stated that the Cole Conty Republican Committee thinks the
two party system works well and they feel if this ordinance is
passed it might prevent qualified people from running for office.
They also object to the signature portion of the bill.
After further discussion, Councilman Borgmeyer moved that Bill

Councilman Scheulon moved that this bill be amended by deleting
the word "required" from the title, inserting the word "permanent"
between the words "upon" and "parking" in the title and deleting
the words "au allowed by the zoning code of the City of Jefferson"
from the title.
Councilman Halsey also requested that this bill be amended by
adding the language that this bill would be enforced upon complaint
by a resident. Councilman Scheulen then amended the bill to in-
clude this language. Motion seconded by Councilman Halsey and
passed.

The next item on the Agenda was the discussion regarding the
leasing of school buses. Mr. Drone has investigated the leasing bus
as well as purchase of buses. Mr. Bros°, per his memo provided to 1 In. irKf
the Council, is recommending that the Council authorize the purchas
of three buses, which would be eighty percent (8O%) funded under
various transit: grants. He feels this procedure would be more i ='
feasible as a short term economical alternative . IL in quent:lontabl
if leaning buneu would be funded under the grant programs. Two of ! {
the buses would be uued for route runs and the third bun would be
a backup bun.
After discussion, Councilman Iior,clmoyer moved that Mr. Iirorte E
be authorized to purchase three used buses and that two part time 1I
drivers be hired. Motion seconded by Councilman richeulen and
paused. It was requested that this matter be expedited ass quickly
as possible.
On motion by Councilman Wade, seconded by Councilman Blume, Doug Appaintaraent
Viehland was appointed to serve on the Thomas Jefferson Regional
Library Board.
On motion by Councilman Gordon, seconded by Councilman Blume, Eva Appointment
Pratt was appointed to serve on the Cole County Extension Council.
Mayor Hartsfield reported that the results of the survey question- Mayoras
naire were in. He stated that on an item where the response was Report &
heavily directed toward a general opinion, the Council should take Announcements
that opinion into consideration when voting on a certain issue.
Mayor stated that in the near future he hoped to prepare a guide- 1
line to be used for public hearings.

any movement to give away revenue in the next few months will have
to be opposed until things improve.

Councilman Blume presented a petition with forty-eight signatures
Bus on it from the St. Joseph's Nursing Home residents wherein they
Rate would be willing to pay a higher fee for their basic senior
Petition citizen card needed to ride City buses in exchange for elimination
of the $. 15 fee charged for each ride.
Dix , A discussion was held regarding the police department directing
traffic at the Dix Road, West Main intersection. Several people
West ' have complained that having an officer there directing traffic
Traffic slows down the flow of traffic. This is mainly due to the layout
of the intersection.
After discussion, it was decided that the officers would no
longer direct traffic at this intersection.
