Prayer was offered by Rev. Arthur M. Hughes, , First ,Presbyterian•Church. • Roll Call Councilmen Present: Blume, Borgmeyer, .Davis, Halsey, Kliegel, Hequembourg, Lock, Roark and Scheulen. Councilmen Absent: Gordon A quorum was present. Public The first item of business was the continuation of the local hearing Hearing on the Special Business District. After discussion, a motion was made and was seconded to amend the boundary of the proposed Business District. The motion was approved. Lyndel Porterfield, City Counselor stated that the statutes require a fifteen-day lapse after a change in boundary has been made to continue the hearing. The hearing was continued to January 3, 1983, and Thomas Benton, Director of Planning and Zoning, was directed not to proceed with the survey at this point. Consent The next item of business was the Consent Agenda, which included Agenda Council Minutes of the Regular Council Meeting held November 15 and the Special Council. Meeting held November 22, and awarding of the following bids: Bid No. 258 Hand & Car Wash Soap, Public Works Bid No. 271 Tires, Recap, Central Maintenance Bid No. 276 Urea - Ammonia Nitrate, D.O.T. Bid No. 279 Sale of City Owned Property, Planning &i Code HELD OVER Bid No. 278 Gloves, Fire Department • Upon motion and second , the Consent Agenda was approved. The following minutes are on file in the City Clerk' soffice: Board of Minutes Adjustment, 11-9-82; Park Board, 11-16-82; and Electrical Board , 11-23-82. City Seal. Mayor Hartsfield announced that the City Seal contest attracted 67 Content entries, two of which were distributed to the Council. The two entries were chosen to present to the Council for final approval. Mayor Hartsfteld stated that no second place prize had been allowed for, but that the entry receiving the most points by the judges might not necessarily be appropriate for both seal and logo. Councilman Hequembourg made a motion specifically approving one of the two entries, but that both entrants should be awarded an equal prize. The motion was seconded and approved. Revenue Mayor Hartsfield asked the Council to consider for a decision at a Sharing later date the use of the 1983 revenue sharing funds for building Funds projects. Hancock Lyn Porterfield was asked to clarify the support requested by the Amend- Missouri Municipal League's opposition to proposed state legislation went involving fees levied against cities by the state agencies. These fees would be for testing drinking water and possibly for sewage treatment a 364 • � j . plants. Mr. Porterfield explained that the City's support of the League in this issue would not involve any financial support. A motion was made and seconded to support the Missouri Municipal League's position on the issue. The next item of business was the introduction of bills. The letter to the Council. requested that the meal allow- r :; ance be raised to $4.50 per day effective July 1 , 1983, and 3 =t >r exchanging the 3.2% cost-of-living increase for the 4.0% Cit `'s $ g g y-contri- `$! buted pension. After discussion, a motion was made and seconded to ,.:,arty,; approve the agreement as it exists, incorporating Mayor Hartsfield' s ;} two recommended changes. Parkin Mayor Hartsfield stated that the Parking and Traffic Commission has Trni'f is I requested the Council to pass an ordinance revision to their ordinance Commiuuion 1 providing for an alternate. Alternate 1 Animal Councilman Roark asked a question pertaining to the kennels at the Shelter animal shelter. Tom Benton explained that the Heart of Missouri Kennels Human Society decided not to proceed with the kennels at this time due to the fact that they wish to pay their other financial obligations to the City first. Mr. Benton was asked to write a memo to be presented at the next meeting stating his recommendations as to whether the City should finance the kennels. Ho-Tr an Bus Mayor Hartsfield brought to the attention of the Council the fact that in City the Mo-Tran Bus station had moved into a City-owned building Building without notifying the City or making provisions for agreements, insurance, etc. Mr. Porterfield was directed to contact the company within the next twenty-four hours and discuss such terms with them. Upon a motion, and second, the meeting was adjourned.
