REGULAR COUNCIL MEETING, December 3, 1984
A Regular Council Meeting was called to order at 7 : 30 P.M. with Call to
Mayor Hartsfield presiding. Order
Prayer was offered by Councilman Halsey. Prayer
The following Council Members were present: Roll Call
Present: Borgmeyer, Haake, Halsey, Hequembourg, Huffman,
Nelson and Viessman.
Absent : Davis, Gordon and Kliegel.
A quorum was declared present.
Mayor Hartsfield made a presentation to both the Jefferson City Recognize
Jays and Helias Crusaders high school football teams for their Jays &
championship victories the previous week. Coach Hentges from the Crusaders
Helias Crusaders team was present to accept the plaque bearing
the council resolution.
The next item of business was the consent agenda, which included Consent
Council minutes of 11-19-84 and awarding the following bids : Agenda

Councilman Viessman moved that the Consent Agenda be approved,
motion was seconded by Councilman Haake, and approved.

Councilman Haake recommended that Bill 84-164 would be more
_ } acceptable if the business license fees were omitted. Councilman
Borgmeyer moved that Bill 84-164 be reconsidered with
Propositions 16 and 18 omitted, the motion was seconded by

Councilman Huffman, and approved.
Bill 84-164 amended was read by title, and passed by the

84-165 Bill 84-165, sponsored by Councilman Hequembourg, entitled:
Election/Tax AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, CALLING FOR AN
ELECTION ON FEBRUARY 5, 1985 TO SUBMIT TO THE ELECTORATE THE
APPROVAL OF A TAX FOR CERTAIN SERVICES TO BE PROVIDED BY THE
CITY. ,
Councilman Hequembourg requested that Bill 84-165 be withdrawn.
Bid opening Mayor Hartsfield then noted that the time was 8 :00 p.m. , and
sere !trammel asked whether there was anyone else who wished to file a bid for
Bonds the $600, 000 offering of Sewer Revenue Bonds. Receiving no
response, the Mayor instructed the City Clerk to open the only
bid received. The Mayor then read the bid aloud in the presence
and hearing of the Council and others then and there assembled,
which bid is summarized as follows:

Following the reading of the bid, the Mayor instructed the
Director of Finance to analyze the bid and to report to the
Council later in the meeting.
Resolutions The next item of business was Resolutions .
RS84-31 RS84-31, street light; Councilman Borgmeyer moved that it be
Street Light approved, motion was seconded by Councilman Nelson, and approved.
84-32 & 33 RS84-32 and RS84-33, recognition of the high school football
Jays & Crusad- teams; Councilman Hequembourg moved they be approved, motion was
e3 seconded by Councilman Haake, and approved.
Appoint Mayor Hartsfield announced his appointments for the screening
Screening committee for applicants for the City Counselor position. The
Committee for committee members are: Councilman Haake, Councilman Nelson, Gary
City Counselor Hamburg, and two of the following three attorneys : James Riner,
Lion C. Hendricks and John Kuebler. Councilman Halsey stated that he
felt either a local attorney or local lawfirm should be
considered to do the work normally done by the City Counselor.

Councilman Hequembourg moved that the Airport Committee be Airport
authorized to screen applicants for consultant on the upcoming Authorize ' =
services at the airport, motion was approved. Consultant
The Mayor asked the Director of Finance to give his report Report on
concerning the bid for the Sewer Revenue Bonds . The Director of Sewer Bond
Finance again summarized the bid and informed the Council that it Bid
was in the proper form and was a valid bid. Councilman Borgmeyer
moved that the bid be awarded to Stern Brother & Co. , and the bid
was approved by the Council.
Councilman Hequembourg then introduced a bill for an ordinance
entitled:

FOR SIX HUNDRED THOUSAND DOLLARS ( $600, 000 ) , SIXTH OFFERING OF Sfnter Revenue
FIVE MILLION, SIX HUNDRED THOUSAND DOLLARS ( $5, 600,000 ) Bonds
AUTHORIZED, SEWER REVENUE BONDS OF 1984 OF THE CITY OF JEFFERSON,
as
COLE COUNTY, MISSOURI .
The bill was numbered by the City Clerk as Council Bill 84-172,
and the bill was read for the first and second time by title and
ordered distributed to members of the Council.
Mayor Hartsfield referred the Council Members to the information Personnel
on personnel administration which was submitted by Mr. Administration r
ti Porterfield. The Council stated they would like to have more time Catmittee
to road the material at length. Mayor, Ilartufield appointed the Appointed
following persons as members of the Personnel Administration
Committee to work with Mr. Porterfield in revising the
ordinances : Council Members Wilsey, Huffman, Hequembourg,
Viensman and Nelson.

Thera being no further, business , Councilman Viousman moved that Adjourrumnt
the meeting adjourn, t.ho motion was seconded by Councilman
Nelson, and approved.
Councilman Ilaake moved that the Council go into Executive Session
for the purpose of discussing real estate, the motion was Executive
seconded by Councilman Hequembourg, and approved by the following Session
vote:

and Vicasman.
