REGULAR COUNCIL MEETING, DECEMBER 1, 1986
Regular Council Meeting was called to order at 7 : 30 P.M. with

A quorum was declared present.

appointment, Councilman Halsey seconded and it was approved.

•obert Kolilis as Probationary Police Officer. Mr. Kolilis has

he eligibility list. Councilman Borgmeyer moved approval of the

ayor Hartsfield informed the Council he had met with Mr. Darrell
'unafon of the Downtown Business Association to discuss some of
he problems and concerns they have expressed. The DBA has
lequested set hours for the parking garage. Mayor Hartsfield
-tated that he would determine these hours after obtaining some
acts and figures from the Department of Transportation.
he Mayor has also recommended an Ad Hoc Committee consisting of
hree members from the City and three from the Downtown Business
ssociation. The three city members will be one councilman, the

Aye: Barnicle, Borgmeyer, Davis, Haake, Halsey, Nelson,
Scheulen, Veile and Woodman.
Nay: None.
Resolutions: RS86-30 regarding the application for a grant to
assist in the development of Sunset Lake Park. Councilman Halsey
moved approval, Councilman Davis seconded and it was approved.
Unfinished Business:
Councilman Halsey moved approval of the revised list of capital
improvement projects. Councilman Nelson seconded and after some
discussion concerning the flexibility of the items on the list,
the list was approved.
New Business:
There was much discussion regarding the problems that had been
experienced with TCI Cablevision the past week. Many of the
Council expressed their loss of patience with TCI and suggested
they "get their act together or take it somewhere else." The
Council also wanted to go on record as requesting TCI to publish,
giving thirty days notice, the future rates of Jefferson City, to
reveal its state of the arts upgrade, including the dates to
commence and the dates to be finished and its policy for refunds
for customers. After some discussion, it was moved the Council
put this in the form of a motion and also that the timeframe be
changed from "thirty days", to "by December 18".
Councilman Barnicle moved approval of the motion, Councilman
Halsey seconded and it was approved.
Councilman Nelson informed the Council of the committee to be
established for the bicentennial celebration of the signing of the
Constitution. If any of the Council know anyone who would like to
servo on this Committee, please let Mr. Nelson know.
Executive Session Minutes: Councilman Halsey moved approval of
the Executive Session Minutes, Councilman Voile seconded and it
was approved.
There being no further business, Councilman Borgmeyer moved the
meeting be adjourned. Councilman Scheulen seconded and it was
approved.
