Subject: Bay Harbor Islands Annual Arts Festival – Expected Traffic Impacts from
February 2-4, 2024
The purpose of this Letter to Council (LTC) is to advise you of expected traffic impacts to our
community as a result of the Bay Harbor Islands Annual Arts Festival to be held on Saturday,
February 3 through and Sunday, February 4, 2024. Event set-up will commence on Friday,
February 2beginning at 10:00 am through 11:00 pm. The event will be held on the south
side of 96th Street, utilizing both the 1000 and 1100 blocks of Kane Concourse, with the 9500
block of Bay Harbor Terrace closed off and utilized as a stage and kids zone area.
Based on last year’s experience with this event, we expect delays in traffic throughout the
Village beginning on Friday, February 2and during the event weekend. As a result of
feedback provided by the Bal Harbour Police Department to Bay Harbor Islands, the traffic
pattern was modified in an attempt to mitigate the expected traffic delays. All westbound
traffic lanes on 96th Street will remain open for the entirety of this event. The eastbound
lanes on 96th Street will be diverted at West Bay Harbor Drive, east at 93rd St, to East Bay
Harbor Drive, then North where it will merge back onto 96th Street. Police Officers from Bay
Harbor Islands along with our Police Officers will be staffing traffic posts to maintain the flow
of traffic.
On Sunday, February 4, the event will commence at 10:00 am and end at 6:00 pm. After the
close of the festival, site clean-up and re-establishment of regular traffic patterns are
expected to be completed at 11:00 pm.
