The bids were referred to Mr. Hartley and Mr. Benton, and later
they reported they would recommend the purchase of the two vehicles
from Capitol City Lincoln-Mercury, in the total amount of $12,502.20,
!This amount is $502.20 over the budgeted price but this could be f
HI ! returned from selling off the trade-ins . Councilman Brant made the !

and the other from Missouri Farm Bureau Federation - which will be and

Zoning Commission about two and one-half years ago, but this is a

Councilman Hequembourg mentioned there are at least eight property Liquor

Councilman Hequembourg requested that Bill No. 142 be brought
from the Informal. Calendar for third reading.
Bill No. 142 was read the third time by title and Councilman
Hequembourg requested that the Bill be amended as follows :
In the Title - strike the words "relating to the design and
construction of a new City Hall Facility" and insert the words :
"relating to the preliminary design and site evaluation of a new
City Hall Facility".
Also, change Sections 1 and 2 to read as follows:
"Section 1 . The Mayor and the Clerk of the City are hereby
authorized and directed to execute a contract with Architects
Alliance, Inc. , said contract for the preliminary design and site
evaluation of a new City Hall Facility.
"Section 2 . Said contract shall read in words and figures as
set forth in Exhibit A, Phase 1 only, attached hereto and made a ,
part hereof as though fully set forth herein. All subsequent
- . phases shall be approved by the City Council in Ordinance form."

. , Councilman Hequembourg stated the Council was approving
, . Phase 1 only, for costs not to exceed four thousand dollars , as
' outlined in the contract , and made the motion that the Bill be
amended as set out above. The motion was seconded and passed,
with Councilman Gordon abstaining from the vote. Mayor Hartsfield
-- ' stated the $4,000.00 would come from Revenue Sharing Funds .

Resolution WHEREAS, the City Council of the City of Jefferson is
Sealed , interested in improving the sealed bid procedure for the purchasing

Process . 1 WHEREAS, the City Council wishes to maintain fair procedures
land accountability for the sealed bid process ; and
WHEREAS, the City Council desires to allow adequate time for 1
[ bid review by the City staff while still awarding bids on a timely 1 ..
basis .
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
' CITY OF JEFFERSON, MISSOURI , that the sealed bid procedures policy
! attached hereto as Exhibit A and thereby made a part of this

followed from and after the passage and approval of this resolution•
