A special Council meeting was held on November 22, 1982, in the City Council Chambers with Mayor Hartsfield presiding. The meeting was t'=s5 called to order at 7:30 p.m. with the following Councilmen present: Roll Call Present: Blume, Borgmeyer, Gordon, Davis, Hequembourg, Kliegel, Lock, Roark and Scheulen. Absent: Halsey. r: A quorum was present. The purpose of the meeting was the introduction of Bill 82-126 and • the discussion of the TCI cable television system. 82-126 Bill 82-126, introduced by Councilman Scheulen, entitled: No Parking AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI , AMENDING THE Elm St . CODE OF THE CITY OF JEFFERSON BY AMENDING SECTION 23-79, PARKING PROHIBITED AT ALL TIMES AT DESIGNATED LOCATIONS, BY DELETING ONE ROADWAY AND ADDING ONE ROADWAY. Bill 82-126 was read second time by title, and Councilman Scheulen requested that the rules be suspended and taken up for third reading and final passage. Bill 82-126 was read third time by title, placed on final passage and was passed by the following vote as Ordinance No. 9884: Aye: Blume, Borgmeyer, Davis, Gordon, Hequembourg, Kliegel, • Lock, Roark and Scheulen. Nay: None. The next item on the agenda was the discussion of the TCI cable • television system in Jefferson City. TCI Mr. 1)on Morris, a representa live of ICI was present to make a presentation and answer quest ions. Mr. Morris di fit ributed printed " materials outlining, the proposed changes in the system with tt completion date set for approximately April , 1983. Mr. Morris also r discussed the list of channels which will be added to the new system. The. upgraded system will offer a twenty-0m, channel capacity. However, two or three of those channels may be unusable due to regu1ations imposed by the Federal Aviation Administration {FAA) concerning interference in flight communications. Mr. Morris answered questions asked by the Mayor, City Counselor and Councilmen explaining the programming on the channels lusted, projected dates for completion and technical aspects of the project. Mr. Morris then introduced Ms. Shirley Zbinden, Systems Manager, TCI Cablevi,ion, Jefferson City. Ms. Z binders also distributed printed information to the Council members which listed areas of the City recently added to the cable system. According to Ms. Zbinden, approximately 175 new customers have been hooked up since the awarding of the franchise. Also, about 125 "drops" have been buried underground. Mayor Hartsfield asked for comments from the gallery, after which the following persons spoke regarding the cable system: Mr. Bob Priddy, Mr. Jerry Green, Mr. Kent Malinowski and Mr. Danny Massie. Each of the four persons offered criticisms regarding the lack of quality of reception on the s stem as well as dissatisfaction with the proposed new programming. Mr. Green also stated that he had been waiting to be hooked up to cable beyond the ninety-day period allowed after a request is made for hook-up. : Several comments were made by Councilmen regarding complaints they have received of poor reception and frequent outages from cable customers in their respective wards. Both Mr. Morris and Ms. Zbinden stated that they would look into the matter. • 362 Mr. Morris then presented information regarding problems with "copy- right royalties" which TCI has been made aware of recently. Accord- ing to Mr. Morris, that is the reason TCI will not be offering the two large independent stations from Atlanta and Chicago. Mr. Morris stated that if those two channels were offered, the extra 3.75 percent royalty on gross receipts would have to be passed on to the customers.
