Odor Mayor Hartsfield presiding. `:ry: pxa Prayer was offered by Mayor Hartsfield. Roll Call The following Council Members were present : • Present : Borgmeyer, Davis, Gordon, Haake, Halsey, Hequembourg, Kliegel, Lock, Roark and Viessman. Absent : None. • A quorum was declared present . Presentations The first item of business was Presentations from the Gallery. from Gallery Mayor Hartsfield announced that he wished to present to Mr. Jim Thomas a "key to the City" for his ten years of service on the Parking and Traffic Commission. Mr. Thomas was at the meeting to accept the presentation. Consent The next item of business was the Consent Agenda, which included hgendia Council Minutes of 11-7-83, 11-15-83 , the Administrator's Report, the Finance Report and awarding of the following bids : • 419 - Parking Meters, Dept . of Transportation 424 - Roofing Airport Terminal, Dept. of Transportation 425 -- Oil & Grease, Dept . of Transportation, Central Maintenance 426 - Police Supplies , Police Dept. 427 - Sanitary Sewer Project , Phase II , Public Works HELD OVER 422 - Ferric Chloride Tanks , Public Works 425 - Chiller Repairs , Police Dept . Councilman !Henke asked that the 10--31-83 minutes be corrected to reflect his motion concerning obtaining a consulting firm before expending the $90, 000 in the Police Department: Budget . Councilmen Roark asked that: the minutes of the November 7 mooting be corrected to reflect his comments made during Now i3usinesu pertaining to personnel. matters . City Clerk was directed to make such corrections . Councilman Gordon moved to approve the Consent Agenda as corrected, the motion was seconded by Councilman Viessman, and approved. Bid 413 Councilman Davis stated he would like to take up Bid 413 Insurance regarding health insurance . A recap sheet was distributed showing the proposals received. The insurance committee recommended that the City go with quote no. 1 under Employee Benefit Administrators. Gary Hamburg explained the coverage of the insurance company and cost increase policies . After Mr. Hamburg answered questions from Council Members, Councilman Borgmeyer moved that the committee 's recommendation be approved, the motion was seconded by Council Member Lock, and approved by voice vote. Minutes Mayor Hartsfield stated that the following minutes have been Iliceiwd received and are on file in the City Clerk's office: & Filed Environmental Quality Commission, 11-3-83; Planning & Zoning Commission, 11-10-83; Thomas Jefferson Library, 11-15-83; Public Works Committee, 11-16-83, and Parking & Traffic Commission, 11-17-83. ..72 REGULAR COUNCIL MEETING, November 21, 1983 "} Mayor Hartsfield asked if the Council wished to approve his Appoint- appointments to commissions at this time Councilman Halsey nuts stated that he wished to wait until the Mayor could furnish a list of expiration dates of the terms being appointed. Mayor Hartsfield postponed the appointments until the December 5 meeting and directed the City Clerk to provide the Council Members with a copy of the expiration dates asked for by Mr. Halsey. Nay: None. Resolutions The next item of business was the adoption of resolutions . RS83-25 Resolution RS83-25, pertaining to a proposed street name change; Street &lire 1 Resolution RS83-26, pertaining to a street light on North Ten Change Mile Drive. Tom Benton explained the nature of the proposed R583-26 i street name change, which would involve changing a portion of 1 Street Light ' East McCarty Street to Robinson Road. Councilman Viessman asked n Mile Dr Mr. Benton if there were any resident property owners who would be involved that have expressed opposition. Mr. Benton stated that on the portion of street in question, there were no resident property owners . Councilman Hequembourg moved to adopt the resolutions as presented, the motion was seconded by Councilman =' Haake, and approved by a voice vote. . . r } 78 :x. REGULAR COUNCIL MEETING, November 21, 1983 Gary Hamburg explained the Firefighters Work Agreement and the Firefight -: proposed changes to members of the Council. The two changes ers Work :t proposed were: 1) an increase in step-up p p p-up pay from $10 per shift Agreement or partial shift to $15; and 2 ) add an intent that the City will agree to work towards a city-wide sick leave payback policy to come before the Council in one year. Chief Rennick was present to explain how the step-up pay works and answer questions . • • Councilmen Borgmeyer and Kliegel voiced their disapproval of j paying back employees for unused sick leave. The proposed policy { was explained and Mr. Jack Brady stated that the payback would not be in cash, but rather in time off. Councilman Haake stated he felt a minimum number of hours to qualify for step-up pay should be included in the agreement. Councilman Roark moved that the minimum number of hours be four, • ,'f the motion was seconded by Councilman Davis, and failed by a voice vote . Councilman Hequembourg moved that an eight-hour i� minimum be established, motion seconded by Councilman Haake, and 1 approved by a voice vote. Councilman Davis moved to approve Agreement as amended, motion was seconded by Council Member Lock, and approved by voice vote. t I Mr. Hamburg explained, pertaining to the ESM franchise agreement , , ESM Franchise that the Capital City Water Company has said it would be willing to bill trash pickup service if the City adopted a flat-rate. Councilman Halsey mentioned the recent crimes committed by a I Inmates Re- prison inmate who had been released from the Missouri leased in Penitentiary. He stated that a committee consisting 1 of approximately nine personnel people had studied the Cit.y' a personnel aystem a few years ago and had recommended the creation of this position. Mr. Gordon then asked if the City had actually cut back on the number of its employees . Mayor Hartsfield stated that there are thirty fewer employees than there were four years 1 ago, and that this year the City proposed to add three, so the i City is now operating at a level twenty-seven persons less than L in 1979. Councilman Halsey stated he felt that the requirements of the position should be upgraded to require someone with more 1 • than a high school education and some past experience in order to qualify. Councilman Davis stated he felt the knowledge required 1 in insurance matters would require a high degree of expertise in 1 that field. Councilman Gordon asked if in-house promotion had ' • ever been made before. Mr. Hamburg distributed a list of past promotions which had been made in-house over the past three years . Mayor Hartsfield stated that the City has no policy i regarding advertising positions if it is felt that they can be filled by internal promotions . He suggested if the Council has a problem with such practices that such a policy be adopted to help { minimize future controversy. Executive Session. He moved to delete such a Job Performan discussion from the Executive Session scheduled at this meeting and to reschedule it for open discussion at the December 5 council meeting.
