HomeMy Public PortalAbout19851118 ,361 REGULAR COUNCIL MEETING, November 18, 1985 :: Call to 1A Regular Council Meeting was called to order at 7 :30 P.M. with :y: R Order Mayor George Hartsfield presiding. Prayer Prayer was offered by Councilman Nelson. Roll Call iThe following Council Members were present : Present: Borgmeyer, Davis, Gordon, Haake, Halsey, Huffman, Nelson, Veile, Viessman and Woodman Absent: None. A quorum was declared present. Public Hearing The first item of business was a public hearing on stormwater Stormwater regulations . The following persons were present to speak at the Regulations public hearing: Wayne Bernskoetter and Jerry Green represented the area housing developers and builders . They felt there were certain portions of the proposed ordinance that discriminated against developers and ,$ caused them to bear more of the burden than necessary. Otherwise, they stated they had no problem with the rest of the ordinance as it now reads . Mike Bates stated that the language objected to by the developers was merely not written clearly and could be changed to conform to their request without changing the intended purpose of the ordinance. Consent The next item of business was the Consent Agenda, which included Agenda Council Minutes of 11-4-85, Administrator's Report , and awarding of the following bids : 722 - Recap Tires , Central Maintenance/DOT Councilman Halsey moved ':pprova1, of the Consent Agenda, motion was seconded by Councilman Nelson, and approved. LAGERS ttt_cting Councilman Viessman stated t heat he would not be able to at tend the LAGERS meeting on November 21 as originally planned and moved that the Council allow Bobby Cox to attend for hint, motion seconded by Councilman llcaake, and approved. Introduction The next item of business was the introduction of bills . of Bills 85-146 Bill 85-146, sponsored by Councilman Borgmeyer, entitled: Vacate Easement AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, VACATING AND DISCONTINUING A UTILITY EASEMENT IN COLONIAL HILLS ESTATES SUBDIVISION. Bill 85-146 was read first and second time by title and ordered distributed to members of the Council. 85-147 Bill 85-147, sponsored by Councilman Haake, entitled: Parking AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AMENDING SCHEDULE J OF SECTION 18-401 OF THE CITY CODE BY REPEALING THE PARKING RESTRICTION ON A PORTION OF ATCHISON STREET AND ADDING ANOTHER AREA OF ATCHISON STREET. Councilman Gordon stated that he planned to ask that this bill be amended at the next meeting by removing the punitive damage exclusion clause. Bill 85-149, sponsored by Councilman Halsey, entitled: 85-149 AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI , AUTHORIZING THE Contract with MAYOR AND CITY CLERK TO EXECUTE A CONTRACT WITH THE JEFFERSON Chamber of CITY CHAMBER OF COMMERCE FOR ECONOMIC DEVELOPMENT SERVICES. Commerce Councilman Halsey pointed out that this year 's contract included nine memberships of City personnel to the Chamber. Jim Anderson • was present and Mr. Halsey asked him to voice his opinion on this arrangement . Mr. Anderson stated that he didn' t really have an • opinion, but that Chamber policy has always been not to "trade off" memberships . • Bill 85-149 was read first and second time by title and ordered distributed to members of the Council. Councilmen Borgmeyer and Woodman objected to the suspension of the rules. • Calendar The next item of business was the Informal Calendar. 85-120 Bill 85-120, Stormwater Regulations: Councilman Borgmeyer Stoat requested that this be held over on the Informal Calendar. er Regulations 364 REGULAR COUNCIL MEETING. Bill 85-139 , Establish Committee for Selection of Assistant 85-139 Police Chief; Allen Garner explained the legal opinions Police Chief distributed earlier regarding police chief selection. Councilman Selection Halsey asked if the Council should put the Chief back on the Committee merit system. Councilman Borgmeyer stated he would sponsor the ordinance which repealed prior ordinances excluding the Chief from the merit system. Bill 85-139 was held over on Informal Cal- endar. Resolutions The next item of business was resolutions . RS85-26 RS85-26, Street Light: Councilman Borgmeyer moved its approval, Street Light motion seconded by Councilman Halsey, and approved. RS85-27 , Change name of Commerce Drive to Rock Hill Road; WAS-27 Councilman Borgmeyer moved its approval, motion seconded by Street Councilman Halsey, and approved. Name Change Councilman Gordon asked what will be done concerning the Stommter stormwater regulation ordinance as he felt the developers had Regulations some valid concerns . Mike Bates stated that the language would be changed to take care of their concerns without: actually changing the intent of the ordinance. Councilman Borgmeyer suggested that a Public Works and Planning Committee meeting be held before the next: Council meeting and go over those changes with the developers . Ad j ounornt There being no further business, Councilman Haake moved that the Council go into Executive Session for the purpose of discussing real estate and personnel, motion seconded by Councilman Gordon, and approved by the following vote : Aye: Borgmeyer, Davis, Gordon, Haake, Halsey, Huffman, Executive Nelson, Veile, and Woodman Session Nay: None. Absent: Viessman •
