REGULAR COUNCIL MEETING, NOVEMBER 17, 1986
A Regular Council Meeting was called to order at 7: 30 P.M. with
Mayor George Hartsfield presiding.
Prayer was offered by Reverend Robert Cirtin, Associate Pastor,
First Assembly of God church.
The following Council Members were present:
Present: Barnicle, Borgmeyer, Gordon, Haake, Halsey, Nelson,
Scheulen, Veile and Woodman.
Absent: Davis
A quorum was declared present.
Consent Agenda: Councilman Halsey moved approval of the Consen•
Agenda which included the Council Minutes of 11/3/86; the Monthl ,
Financial Statement; and the approval of the following bids.
847 - Print Paper/Film, Public Works
852 - Recap Tires, Central Maintenance
853 - Oil and Grease, Central Maintenance
Councilman Haake seconded the motion and it was approved.
Mayor Hartsfield announced the following minutes had been receive•
and were on file in the City Clerk's office: Traffic Safety
Commission 11/6/86; City Administrator Departmental Monthl
Reports.
Mayor Hartsfield wanted to commend the Staff and Council for th=
best performance on fiscal management in several years. Thor ;

were no supplemental appropriations and no one over spent them
budget.
Mayor Hartsfield has asked Tom Benton, Director of Planning an.,
Code Enforcement to begin compiling the list of individuals wh=1
might be willing to serve on the Citizen Committee for the Sale'
Tax. The Council are to give any possible suggestions to Mr
Benton.
Mayor Hartsfield stated he had asked Allen Garner, City Counselor
the policy regarding candidates using City Hall to hold a pros
conference to announce their candidacy for public office. MI
Garner informed the Mayor that this is a public building and ma .
be used for the announcement of intent to run for office. Ther
cannot be any discrimination to any candidate.
Mayor Hartsfield stated that he had met with Bill Lockwood ;
Director of Parks and Recreation and Jim Kolb from the Park Hoar.,
to discuss a couple of resolutions that had been passed that th '
Council felt the Parks Department needed to comply with. The tw;

louncilman Woodman moved this bill be amended by changing Section
' 3-16 (a) which currently reads:
"They mayor, the city engineer, or similar city

to read:

louncilman Gordon seconded the motion and it was approved.
!ouncilman Barnicle moved to further amend the bill by changing
section 23-16 (a) to add the following sentence:
"From among the nine (9) members, there shall be at
least one resident from each ward. "

THE IMPROVEMENT OF SAID ROADWAY.
Councilman Nelson moved this bill be amended. There had been a
error made in the amount due on the property of James and
Katherine Haake and asked the bill be amended to reflect the
correction of this error. This would also amend the total amount
of the special tax bill. Councilman Halsey seconded the motion
and it was approved.
Bill 86-151 was read third time by title, placed on final passage,
and passed, as amended, by the following vote as Ordinance No.
10758.

Informal Calendar:
Councilman Haake requested Bill 86-133 regarding the amending of
Schedule J (Parking Prohibited) regarding Clark Avenue be
withdrawn from the Informal Calendar.
Resolutions:
RS86-29 regarding the installation of a high pressure sodium light
in the alley behind 1115 East McCarty. Councilman Halsey moved
approval, Councilman Haake seconded and it was approved.
Unfinished Business:
Mayor Hartsfield stated that they had received some information,
which caused the City to have to delete $700,000 in revenues from
the Capital Improvements List. A new list had been distributed to
the Council and Mayor Hartsfield was asking for approval of that
list, Councilman Halsey moved approval of the list, but several
Councilmen stated a copy of the list was not in their packet.
Councilman Halsey withdrew his motion and it was decided to have
the lists distributed to the Council for discussion and action at
the next meeting.
Mayor Hartsfield stated the discussion regarding the parking
garage had not been placed on the Agenda, but since there would be
no action taken, they could go ahead with some discussion. Marty
Bross, Director of Transportation, was requesting an ordinance to
change the way parking is currently being designated. Every time

a change is needed in either short- or long-term parking, an
ordinance has to be passed. The Department of Transportation is
asking for the passage of an ordinance that establishes the number
of short- or long-term parking spaces, but will allow the
department to establish and move these sections as necessary.
This led to a lengthy discussion regarding parking in the downtown
area and the numerous problems associated with it.
Councilman Veile had a few questions regarding cable television
which he addressed to Mr. Doug Nix, Manager, of TCI in Jefferson
City. There is some confusion regarding the current updating that
TCI is undergoing. Mr. Nix stated that after December 31, there
would no longer be basic and tier, just the 35 channels. Mr. Nix
was asked the cost for this new service and he stated he did not
know.
Councilman Halsey stated that he was still getting calls from
individuals who were having problems collecting refunds. Mr. Nix
stated that he knew this had been a problem in the past but he was
not aware that it still was. He would discuss this with his
staff. Mr. Nix stated that sometimes individuals feel that they
have a refund coming when they do not. Mr. Halsey stated that ho
was still being treated somewhat rudely at times when he would
call to talk to someone at TCI. Mr. Nix stated that he had met
with his staff regarding this once, but he would meet with them
again regarding their attitude in dealing with the customers. Mr.
Nix also stated that he felt that cable television had been made
too much of a political issue and that citizens were calling the
City first with problems and complaints, instead of the cable
company.
There being no further business, Councilman Voile moved the
Council adjourn to Executive Session. Councilman Halsey seconded
the motion and it was passed by the following vote.
