' Judge Richard R. Nacy then swore in Randy Halsey as Councilman from' Swearing
the Fifth Ward, replacing Ed Rackers, previously resigned. in.

Kliegel , Wade and Whitecotton.
Councilmen absent : Brant and Prenger, absent with leave.
A quorum was declared_present .

The bids were referred to Chief Rennick and Jim Hartley for i;
consideration.
Later in the meeting they returned with the recommendation
that we accept the bid of Snead' s Safety Sales for 6 Scott
Presur-Paks, for the amount of $5 ,507.20. Councilman Wade made
the motion that the Council accept such recommendation. Motion
seconded by Councilman Whitecotton and passed. d
On the Rescue-Mini-Pumper, they made the recommendation that
we accept the bid of Northwest Emergency Equipment in the amount
of $31 ,400. 00. Councilman Hequembourg made the motion that such
recommendation be accepted. Motion seconded by Councilman Wade
and passed.
On the clothing items , Chief Rennick asked for additional
time to consider the bids - the report will be made at the meeting
of December 1st. This was agreeable.

Approval The Minutes of the Council Meeting of November 3 , 1980, and the
of Administrator's report were presented. Councilman Gordon moved
Minutes. that the Council Minutes be approved. Motion seconded by
Councilman Whitecotton and passed.
Minutes The Minutes of the Parking and Traffic Authority and the Animal
Filed. Control Advisory Commission were received and filed.
A statement of costs for the Primary Election held in the Fifth
Payment Ward on October 7, 1980, in the amount of $1 ,215. 52 was received
Primary from the County Clerk. Councilman Whitecotton made the motion
Election that the County be reimbursed for this amount . Motion seconded
Cost. by Councilman Wade and passed.

! this Phase I was to study three locations - the present City Hall ,
a location on High Street in the 300 block, and the third locations?

would know just how many square feet would be needed.
After further discussion Councilman Hequembourg asked that j'

Salary No. 9544, fixing salaries of elected City Officials. "
Ordinance. Bill No. 144 read the third time by title and Councilman ii
Hequembourg made the motion that the Bill be amended in Section 1 11
as follows : 11
"( 1) The Mayor shall receive the sum of $600.00 per month I
as salary, effective May 1 , 1983.
( 3) The Municipal Court Judge and City Attorney shall each ;'
receive the sum of $850. 00 per month as salary, effective May 1 , 'j
1981.
( 7) Each City Councilman shall receive the sum of $300.00 II
: per month as salary, effective May 1 , 1982. "
And that the Bill be further amended by adding another Section.
"Section 2. All lump sum expense allowances , specifically I
• the Auto Allowance, shall be discontinued as of the effective date
of the above salary increases. Reasonable reimbursement for out-
of-pocket expenses (such as Municipal League meetings) , as approvedl
by the Mayor and Council, shall be allowed. " ii
The present Section 2 shall be changed to read Section 3. The
motion was seconded by Councilman Whitecotton and the Roll Call
' vote on the Amendment was as follows :

Missouri, that the Missouri Power and Light Company install street Street
( lights in accordance with recommendations presented to the City . Lights
I Council by the Missouri Power and Light Company and adopted by said
I City Council on November 17, 1980.
1 . Install one 6800 lumen light to the rear of and between
415 and 417 East High for parking lot area.

2. Install one 6800 lumen light between 1000 and 1004 Geneva
Street.
3. Install one 6800 lumen light between 910 and 916 Geneva.

RESOLUTION I ON
, WHEREAS , the City has considered Cho establishment of a Defer-, •
red Compensation Plan to he made available to all eligible City Resolution
{ employees and Elected Officials, pursuant to the newly passed Mayor' s
i Federal legislation permitting such Plans ; and ' Deferred
WHEREAS, certain substantial tax benefits could accrue to Compensa-
employees and Elected Officials participating in said Deferred tion Plan.
Compensation Plans; and
WHEREAS , such benefits will act as incentives to City employees
and Elected Officials to voluntarily set aside and invest portions .
of their current income to meet their future financial requirements .
and supplement their City retirement and Social Security , at no
cost to the City ; and
WHEREAS , the U.S. Conference of Mayors has established a master
prototype deferred compensation program for cities and political
subdivisions, permitting its member cities and their employees to
enjoy the advantages of this program;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF JEFFERSON DOES!
• HEREBY RESOLVE AS FOLLOWS :
1. The City Council hereby adopts the U.S. Conference of
Mayors Deferred Compensation Program and its attendant investment
options, and hereby establishes the City of Jefferson Deferred
Compensation plan for the voluntary participation of all eligible
City employees and Elected Officials.
2. The Mayor of the City of Jefferson is hereby authorized '!
to sign the necessary administrative service agreement and other
documents necessary to implement the City' s participation in this
Deferred Compensation Program. ,

3. The Finance Director is hereby authorized to execute,
for the City, individual participation agreements with each said
employee requesting same, and to act as the "Administrator" of
the plan representing the City, and to execute such agreements
and contracts as are necessary to implement the Program. It is
emplicitly understood that other than the incidental expenses of
collecting and disbursing the employee's deferrals and other minor
administrative matters, that there is to be no cost or contribution
by the City to the Program.

Councilman Hequembourg moved that such Resolution be adopted.

Councilman Gordon, Chairman of the Insurance Committee , reported
Insurance that the Committee had met regarding the health and life insurance
Committee bids - there were nine bidders on the plan - and the Committee had
Report . selected Security Benefit Life Insurance Company, who had the
lowest proposal ; health insurance $18,386. 08, Plan 1 , plus , we
have also selected Plan 2 of Security Benefit , which provides life
and accidental death insurance $2 , 151. 30 per month on all employees.
With this plan we are getting coverage for less than we are paying
now for health insurance alone. We have also gone to one hundred
dollars deductible for family. The current contribution the em-
ployee pays on the family is about fifty-six dollars and under the
new plan it will be about fifty dollars. Mr. llershbarger, the
Consultant , was also present and answered questions.
Councilman Gordon made the motion that such recommendations
be accepted. Motion seconded by Councilman I3orgmoyer and passed.
Mayor called on Mr. Benton for report on the Solid Waste Issue , the
location of a landfill site. Mr. Banton stated he had sent a
Memorandum to the Council , asking their concurrence that they hire
the Consultant Firm of Burns and McDonnell , of Kansas City . It is
Solid a matter of accepting the report from the Solid Waste Committee
Waste that we do negotiate and enter into a contract with Burns and

Humane Mayor stated that in the Budget for 1981 there are funds to match
Society the Humane Society fifty-fifty for rebuilding an Animal Shelter.
Animal There has been a request on the part of decedent to leave about
Shelter. twenty-seven thousand dollars to the Society , and I assume the
Humane Society Board will designate those funds toward the building.
Parking Mayor then made inquiry about the Parking Deck. Mr. Bates stated
Deck. the Committee had interviewed Consultants and would meet tomorrow
to select three and hope to have proposals back within two weeks ,
and to have a report at the next meeting, contingent upon special
meeting and review by the Parking and Traffic Authority.
Paarkiing Councilman Hequembourg inquired of Mr. Mike Bates about the in-
vestigation of the intersection of J.C. Drive and Industrial Drive..
Traffic Mr. Bates stated they did not have a report ready at this time but
uthority. it has been shown it is a rather high accident location. He will t; g
refer it to the Parking and Traffic Authority.
