HomeMy Public PortalAbout19871116 • • 237 r. A Regular Council Meeting was called to order at 7:30 P.M. with Mayor Louise Gardner presiding. Prayer was offered by Councilman Vince Borgmeyer. The following Council Members were present: Present: Barnicle, Borgmeyer, Haake, Halsey, Mason, Scheulen, Veile and Woodman. Absent: Davis and Gordon. A quorum was declared present. PRESENTATIONS FROM GALLERY: Mr. William Moreland of 1512 Timber Trail spoke to the Counci regarding drainage problems in the Timber Trail area. Mr. Moreland introduced Steve Aherne who resided at 1525 Timber Trai who discussed the exhibits and photographs they had prepared fo the Council. There was some discussion as to the developing tha • was being done in this area and whether or not it should bn halted. Staff advised the Council that the development bein• done was in accordance with the stormwater ordinance and was no causing the problems. The residents from this area were assured the staff and Counci would continue to monitor the problems in this area and to se: what can be done to alleviate the problem. CONSENT AGENDA: The Consent Agenda consisted of the following items: a) Council Minutes of 11/2/87 b) Awarding of the following bids: 980 - Pest Control Services, All City c) Appointments to Boards and Commissions Animal Roecu© Advisory Commission -- Mary Loeffler to replac Diane Boyer d) Promotions at the Jefferson City Police Department Lieutenant Stephen K. S stated that with the brevity of the Agenda and if the Council w=1= in agreement, the work session could begin immediately followi the Executive Session. The meeting had been posted for bow times and could be held at the Council's preference. The Counc I expressed their desire to have the work session immediate following the Executive Session. Mayor Gardner announced to the Council she was appointing M. . John Britton to replace Mr. F. Joe DeLong on the Housi s Authority Board. Members of the Council expressed their need have more information on Mr. Britton before they could approve:. this appointment. Mayor Gardner stated she would supply t �= information at their request, however, she was not asking f.r their approval of this appointment. State statute dictates th)t it is the Mayor's privilege and responsibility to appoint persois to this Board without Council approval . Councilman Haaie requested more information on Mr. Britton as this is a ve1y important Board which plays a major role in the development .1f our City. Councilman Voile moved approval of RS87-26 regarding the Ope Meetings Law. Councilman Haake seconded and it was approved. UNFINISHED/NEW BUSINESS: Councilman Borgmeyer introduced Aloha Gorboe, the Leader of Gir Scout Jr. Troop 22 from Cedar Hill school. Me. Gerhart introduce' her two assistants, JoAnn Rustmeyer and Debbie Koolling and hat,' the Girl Scouts that were present to stand. Meg. Gerber; informe. the Council the girls wore working on the "About Town" badge ! Councilman Borgmeyer requested the City Clerk to send Ms. Gerbe: a copy of the minutes of thin meeting. Councilman Voile introduced Mr. Bill Gerhart, the Scout Mastel from Troop 2 at Cedar Hill. Mr. Gerbes introduced his son Scot '' who was in attendance and stated the Troop was going to b. working on their "Communication" Badge. Councilman Mason asked Police Chief Gary Kempker if he had ha•I opportunity to check on any complaints regarding nuisance burnin. from Mrs. Skornia who had written the Council concerning thi=' matter. Chief Kempker stated there had not been any complaint=: received on the dates she had mentioned in her letter ' Councilman Mason requested this individual be contacted an., informed that there is an ordinance on the books and she shoul, file a complaint. Councilman Voile commended Tom Benton, Director of Planning an• Code Enforcement, for the report that was distributed to Council ' Councilman Voile stated he liked the idea of the possibility o there being numerous inspectors and asked City Administrator Day=: Johnston to investigate the possibilities for incentive plans few employees who participate in this project. h V ► �YI� 1 ' . APPROVAL OF EXECUTIVE SESSION MINUTES: Councilman Halsey moved approval of the Executive Session Minutes. Councilman Woodman seconded and it was approved. There being no further business, Councilman Halsey moved the Counoil go into Executive Session.
