HomeMy Public PortalAbout19811116 194 REGULAR COUNCIL MEETING NOVEMBER 16 1981 The regular Council meeting was called to order at 7:30 p.m. with Mayor Pro Tem Michael Prenger presiding in the absence of Mayor Hartsfield. Prayer offered by Rev. Armin Klemme, Central United Church of Chris . Councilmen present: Blume, Borgmeyer, Brant, Halsey, Hequembourg, Roll Kliegel, Prenger, Scheulen and Wade. Call. Councilmen absent: Gordon. A Quorum was present. The first item of business was the Consent Agenda. This included Consent approval of the Council Minutes of November 2 , 1981, City Admini- Agenda. strator' s Report, and awarding the following bids: #141: Cabinets for Fire Department - WAVCO, Jefferson City, Ms. #146: Electrical Relocation for Fire ffepartment - MEYER ELECTRIC, Jefferson City, MO. #151: Animal Shelter Facility - HELD OVER On Bid 141 some Councilmen felt the bids submitted were ex- cessive. After discussion, Councilman Borgmeyer moved that Bid Bid 141 141 be rebid and that those bid specifications also be sent to cabinetmakers. Motion seconded by Councilman Scheulen and carried. Mr. Hartley was also instructed to have the bidders break out the cost of labor for removing the old cabinets from the fire station. On Bid 151, Councilman Hequembourg stated that Tom Benton wil be meeting with the Humane Society on November 18th in an effort to' Bid 151 obtain a pledge from them to raise an additional sum of money, 1 approximately $15,000, which is the difference between the pledges Shelter. of the City and the Humane Society and the amount needed after the bids were received. If the Humane Society would agree t-o rai.sse the additional money, and if the naesd arose, the City could award the contract and advance the additional money, giving the Humane I Society a period of time from the date of the contract to reim- I bursa the City. ii After discussion, Councilman Hequembourg moved that Tom IBenton� be instructed to negotiate with the Humane Society to get a written agreement for the Humane Society to make up the difference between 1 $50,000, which is the City' s pledge, and the sum of final low bid 1 contract and the architect' s fees and that the Humane Society be given a period of time up to one year to repay the City :lf the City needs to advance money to cover costs of construction. Motto seconded by Councilman Wade and passed. On a motion by Councilman Hequembourg and seconded by Council- man Halsey, the Consent Agenda was approved as amended. Minutes of the Mayor' s Committee on Annexation Meeting held on Minutes October 27, 1981, and the Jefferson City Airport Commission Meetin Received held on October 21, 1981, were received and are on file in the City Clerk' s Office. A Public Hearing was held regarding zoning of previously unzoned Public land to RS-2, RD, RA-2, C-4, and PUD. No one appeared in oppositi• Himing to the zoning. Mr. Benton appeared and stated these were theme ' properties pertaining to the voluntary annexation of 127 acres of land East of town. He stated that this had gone before the Plannin, and Zoning Commission. Since the property was not part of the 1 City limits at that time or this evening, the Commission made a motion that should the City Council annex the land they do approve of the rezoning of the property according to the plats drawn. 1 REGULAR COUNCIL MEETING NOVEMBER 16 , 1981 tx George Foster, of Lincoln University, Department of Communications 'f..,.. Cable ;/-$,Y* ;� ,, TV appeared to express the interest of Lincoln University in public 411 1 community access and other items related to cable television. j 4'h 1I Peter Palermo, Chairman of the Mayor's Committee on Annexation, :k=£ Annexation Committee spoke to the Council. A report was previously provided to the Council regarding annexation. The Committee is recommending two Mesmt areas for annexation and is asking for Council approval and for their expeditious action in order that these may be placed on the April ballot. The first tract recommended for annexation is located north r' of the city and contains approximately sixty acres. It contains a portion of State Route 179 and is bounded on the south by the railroad. As the City will be installing a lift station south of '<°;`£ the railroad, it is estimated that sewer service could be extended ,^ r ` into the area for approximately $50 ,000. The second tract recommended for annexation is located south and west of the city and contains approximately 950 acres. It includes the Jaycee Fairgrounds, the Chamber of Commerce Industrial tract and the Modine Manufacturing Company property. The estimated cost for sewer to this area is approximately $290 ,000. After discussion, Councilman Brant moved the Council approve the recommended areas proposed for annexation and that the staff and committee proceed with the summary of annexation procedures. pt, Motion was seconded by Councilman Halsey and passed.
