Councilman Borgmeyer moved to award Bid 417 (Overhead Door
Replacement ) to the local bidder of Capital Installers , Inc.
rather than to the low bidder of Associated Door of Sedalia,
Missouri. The motion was seconded by Councilman Haake, and
approved by voice vote. Councilman Borgmeyer moved to approve the
• Consent Agenda as amended, the motion was seconded by Councilman
Roark, and approved by voice vote.

The next item of business was New Business .

Councilman Davis asked Gary Hamburg if, to his knowledge, any
Ixscrxrrrl City employees were "called on the carpet" for supporting the
petition favoring Bill Byrd, a Park Board employee. Mr. Hamburg
stated that no employees were "called on the carpet" but that two
employees were made aware that if the support they showed for. Mr.
Byrd had been for any employee other than a Park Board employee,
the personnel rules and regulations for the City wou.lcl have to be
' adhered to in terms of disciplinary action. Councilman Halsey ask d
if City employees had any method by which to make grievances
known. Lyn Porlert 10ldl explained i.nedl the method dl provided for in the
personnel rules and regulations .

explained the rate increase provided for in the agreement .
Lyndel Porterfield) stated that the new City Code had boon
III received earlier, in the day prior to the Council Mooting and that
an ordinance adopting the Code would be drafted for the the
November 21 meiing.

Councilman Haake, and approved by the following vote:

Correction to * Councilman Roark also asked Mr. Hamburg about two employees who
Minutes made ware "called on the carpet" for signing the petition. Mr. Hamburg
11-21-83 restated his answer made previously. Mr. Roark asked Mr. Hamburg
if the rumor was true that any employee who attended the meeting
in favor of Mr. Byrd would be in danger of losing their jobs . Mr.
Hamburg stated he was not aware of any such rumor.
