HomeMy Public PortalAbout19841105 216 REGULAR COUNCIL MEETING, November 5, 1984 A Regular Council Meeting was called to order at 7: 30 P.M. with Call to Mayor Hartsfield presiding. Order Prayer was offered by Councilman Borgmeyer. Prayer The following Council Members were present: Roll Call Present: Borgmeyer, Davis, Gordon, Haake, Halsey, Hequembourg, Huffman, Nelson and Viessman. Absent: Kliegel. A quorum was declared present. Mr. Edward Cole, Jefferson City Treasurer, was present to Treasurer's present a report on the financial status of the Firemen's Pension Report Plan. Ms . Mary Ann Caplinger was present to ask if the Council would Christmas continue to approve the Public Works Department 's involvement in Deco installing downtown Christmas decorations, and Mike Bates explained the amount of manpower involved in the decoration process . Mayor Hartsfield asked the Council to discuss it and make a decision at one of the Council's upcoming work sessions. The next item of business was the Consent Agenda, which included Consent Council Minutes of 10-15-84 , 10-29-84 , and awarding of the Agenda following bids : 545 - Single Head Parking Motors , DOT/Parking 555 - Care/Maintenance of Longview Cemetery, Planning & Code 558 - Sign Materials, Public Works 559 - Maintenance of Interior Plants, Christy Bldg. , Public Bldg. Account 560 - Office Chairs, Fire Department 562 - Ammonia Nitrate/Urea, DOT & Various 563 - Tire Chains & Plow Blades , Public Works HELD OVER 557 - Chemicals , Public Works , WPC 561 - Rental of Uniforms, Mops , Rugs , Mats , All Depts . Councilman Davis moved that the Consent Agenda be approved as presented, the motion was seconded by Councilman Huffman, and approved. Mayor Hartsfield stated that the following minutes have been Minutes received and are on file in the City Clerk's office: Airport Received Commission, 9-26-84 ; Environmental Quality Commission, 10-17-84 ; Board of Adjustment, 10-9-84 ; Thomas Jefferson Library Board, 10- 16-84 ; Park Board, 9-25-84 ; Equal Employment Opportunity Committee, 10-3-84 ; Liquor Control Board, 10-15-84 . Mayor Hartsfield announced that a recent bill has been signed into law which excludes municipalities from anti-trust lawsuits . The next item of business was the introduction of bills . Nays None . The next item of business was the Informal Calendar. Informal Cal. Councilman Huffman requested that Gill 84-102 be removed from the 84--102 Informal Calendar and placed on final passage. Councilman Davis moved that the bill be amended to require the concurrence of at Access to least three Council members to inspect personnel files . Personnel Councilman Halsey asked Mr. Porterfield to enumerate the files positions which would or would not be covered by this ordinance. Mr. Porterfield stated that he is about 95% finished with the research requested of him at the last Council meeting, but that he did not have the information in front of him which Mr. Halsey is requesting. Councilman Halsey requested that Councilman Huffman withdraw this bill until the Council receives this information. Councilman Huffman withdrew Bill 84-102. The next item of business was Resolution RS84-27, Authority to Resolutions sell revenue bonds . The resolution was passed by the following RS84-27 vote: Revenue } Bonds Aye: Borgmeyer, Davis, Gordon, Haake, Halsey, Hequembourg, Huffman, Nelson and Viessman. Nay: None. Business Gary Hamburg explained the cost of payroll deduction for FOP .'< FOP dues . Councilman Hequembourg moved that the City authorize the Payroll payroll deduction on the same basis as the Fire Department and at Deduct the same cost, the motion was seconded by Councilman Viessman and approved. Mr. Hamburg distributed the final draft of the educational and training program with the Fire Department and explained that it will be included as part of the Work Agreement coming before the Council in the near future. Large Buses/ Marty Brose presented information to the Council regarding the v. Small Buses usage of smaller buses vs . large buses in the transit division. t: Mr. Brose felt that the use of smaller buses was probably not as cost efficient as usage of the large buses . Councilman Haake felt that more research needed to be performed before any such conclusion as Mr. Brose 's could be justified to the Council. Other Councilmen stated their desire for more information on this matter; Mr. Brose stated he would do a more indepth study and present his findings to the Council. He stated that it is too late at this point, however, to change the request to UMTA for smaller buses rather than the large one requested. The Council agreed that it did not wish to make any changes in its request for funding at this point. Adjournment There being no further business, Councilman Nelson moved that the Council be adjourned, the motion was seconded by Councilman Davis, and approved. Councilman Viassman moved that the Council adjourn into Executive Executive Session in order to discuss personnel and real estate, the motion masion was seconded by Councilman Nelson, and approved by the following vote Aye Borgmoyer, Davis , Gordon, Hank°, Halsey, Hequembourg, Huffman, Nelson and Viousman.
