REGULAR COUNCIL MEETING, November 3, 1980.

A quorum was declared present .

The following bids were received for the replacement or repair of 1
a ten ton air conditioning tower unit located on the City Hall 90pening
Building: of bids .

The bids were referred to Jim Hartley for consideration. Later in
the meeting Mr. Hartley recommended acceptance of the bid from B &
J Mechanical Contractors , the lowest bidder, in the amount of
$1,690. 00.
Councilman Borgmeyer made the motion that the Council accept
such recommendation and accept the bid of B & J Mechanical Con-
tractors in the amount of $1 ,690. 00. Motion seconded by Councilman;`;
Hequembourg and passed.
The minutes of the Council Meeting of October 20th and the following
minutes of the meeting of Public Works and Planning Committee were Approval

Meeting of the PUBLIC WORKS AND PLANNING COMMITTEE held Thurs-}fMinutes
day, October 23, 1980, in the Council Chamber, with Councilman
Crader presiding. Councilmen Borgmeyer, Brant , Gordon and Prenger
also present. Others present Mike Bates , Larry Bates , Tom Benton ,
Tom Jones, Marty Brose and Allen Pollock of the Housing Authority.
The first item of business discussed was the request from the
Housing Authority vacating right of way and sanitary sewer ease-
manta in LaSallette area. Alien Pollock had a map and explained
the matter. The first petition is for the Council to approve a
sanitary sewer easement covering an existing sanitary sewer line
across part of the southwest quarter of the southeast quarter of
Section 12, Township 44N, Range 12W , in the City of Jefferson, the
centerline of said existing sanitary sewer.
The second petition is to vacate right of way - six items , as (�

All that portion of Ethylene Street from the west line of
Buena Vista Street to the east line of Dulle Street .
All that portion of a public alley running parallel to and
laying between Edmonds Street and Ethylene Street from the
west line of Buena Vista Street to the east line of Dulle
Street.
All that portion of a public alley running parallel to and
laying between Ethylene Street and Margaret Street from the
west line of Buena Vista to the east line of Duffle Street.
All that portion of Margaret Street from the west line of
Buena Vista Street to the east line of Dulle Street. 1
All that portion of a public alley running parallel to and
laying between Kathryn Street and Morris Street from a point
210 feet westerly of the west line of Buena Vista Street to
the east line of Dulle Street.

A tract of land being a 30' strip of unnamed public right-of-
way, being a part of the Southwest Quarter of the Southeast
Quarter of Section 12, Township 44N, Range 12W, all in the
City of Jefferson, County of Cole, Missouri.
Councilman Borgmeyer made the motion that they approve the public
; work and the right of ways be vacated. Motion seconded by Council- ��

The next item of business was the request from Public Schools ii
for fence location on right of way along Adams and Miller Streets.
+ Lashley Garnett , Director of Building, Grounds and Purchasing
for the Public Schools , presented the request and explained the y;
0 reason for fencing. This area is to be a physical educational
'+ area for the two Junior High Schools and also for community use.
Approval ,; We have discussed the beautification of the area and we plan on
of ground cover and planting of trees. In discussing the matter with
Minutes ' the Police Department , it is possible they will want to use the
track for exercising. We wish to build a chain link fence around
the area, as close as possible to the sidewalk , which would be on
the City' s right of way , especially along Jackson and Miller Streets ,
for safety reasons. The School will, maintain the fence.
Mike Bates suggested the only thing he would want is someone
from the City to work with them, so that sight-distance is main-
tained on the corners , for traffic patterns.
Councilman Brant suggested we have a signed statement about
the ownership of the property, in the event it is needed in the
future.
Councilman Borgmeyer made the motion that the School be respon-
sible for keeping the property clean of litter; motion seconded by
Councilman Gordon and passed.
The next item of business was the Review of petition request
for curb and gutter of Maywood.
Mike Bates explained they have petitioned in the past and now
have come back for a reconsideration - it has been suggested it
should be done for $5. 00 per foot. There are five houses on one
side and no houses on the other side. Councilman Borgmeyer sug-
gested we charge $5. 00 per foot on the one side where the houses
were built , and on the other side charge the developer the full
price. The matter was then returned to the Public Works Depart-
ment for further checking , to report back at the next meeting.
The next item of business was the Request of Tom Vosson to
participate 50% cost of sidewalk on Clark Avenue. Councilman
Brant explained Mr. Vosson came to the City and asked for a permit
to build it sidewalk and was given the O.K. then the Housing
Authority tore it out and put in a new one. He could have been
saved the cost if the City would have told him the ]lousing
Authority was going to put one .in. Councilman Brant made the
motion that Mr. Vossen be reimbursed in the entire amount; of
$250. 00. We should check with the housing Authority and if they
have any money in this project , they pay the bill , otherwise the
City pay the same. Motion seconded by Councilman Gordon and
passed.
The next item of business -- the proposals for inhouse training
Approval , of Sewer treatment plant employees. Monday night the Council
of approved the two week program and it was started Tuesday morning. '
Minutes. Now they were asking for a commitment so that at the end of this
two week program they could come back to the Council and ask for 1
the ten week program. Mr. Bates and Mr. Jones explained how it is
helping. The Abatement Order means we shall cease and desist , or
at least work toward a solution to the problem, and they said our
approach was acceptable.
Mr. Bates stated what they wanted from the Committee was a
commitment to the concept , and at the end of the two weeks they
I; will come back to the Council with a final recommendation. Council'--
man Borgmeyer made a motion they accept this recommendation. Motion
seconded by Councilman Prenger and passed.
The next item of business - review of time limits for use of
student pass. The price was recently raised from $2. 50 to $4. 00
and it can be used until 4 :00 p.m. Some people have asked that the
time be extended to a later hour, but if this is done these pass
riders would come right in with the rush hour traffic. After much
discussion , Councilman Brant made the motion that Mr. Brose get an
input from the bus drivers and come back to the next meeting with ;'
a recommendation. Motion was seconded by Councilman Gordon. Vote
on the motion 2 to 2. (Councilman Borgmeyer had previously left
the meeting) .
After further discussion Councilman Gordon made the motion we
refer the matter back to Public Works. Motion seconded by Council-
man Prenger and passed.

, If The next item - request for bus service at Expressway Trailer
IPark. Mr. Brose explained this is mostly for school children
• going to I .C. School. The bus service they have now is expensive.
It would be necessary to cross the Expressway twice and it is out-
side the City limits. It would be over streets outside the City
and which may not be maintained in the winter time.
After further discussion , it was the concensus of the Commit-
tee that we not follow through on this request. Motion made by
Councilman Prenger and seconded by Councilman Gordon that such
II request be denied. Motion passed.

flir. Dale Alexander, Chairman of the Committee against Sanitary
andfill in Callaway County , presented petitions with approximately
j nine hundred and seventy-two signatures , which were received and Callaway

Mr. Alexander stated they did not feel Jefferson City needed site
another landfill since they now had one which could be used for for
the next several years. They felt it would ruin the surrounding Landfill .
country for future industry .
Mr. Joe Bolt , Member of the House of Representatives from
Callaway County, spoke about cooperation between Jefferson City
and Callaway County , since a portion of the City was in Callaway
County , which had been very good in the past and he hoped it would
continue. He doubted that any site in Callaway County would be
geologically sound for a good , environmentally sound landfill site.
He felt it would limit the constructive development of the immediate
area and asked the Council to consider that and also to have future,
deliberations of the Council on this matters with the public. c
Mayor hartsfield then stated that this matter was not on the

genda for tonight ' s meeting and it may be sometime before the
Committee reports to the Council and we will be in a position to
hear the matter further. 1
Rezoning request received from I)on and Grace Kruse, to rezone ;' Planning

Councilman Whitecotton requested that Bill No. 107 be brought Trees.

offer. The amount of money ($35 ,600. 00) allocated was insufficient

jnumber of trees could not be purchased and installed as originally

Councilman Whitecotton agreed to withdraw the original Bill No.
107 and did not offer the Amended Bill . The matter will be turned .
back to the Environmental Quality Commission and they may return to ..
the Council at a later date if they have a further request .

and that all of the above described work is necessary to be done.
That the cost of said improvement , including street intersections
• and drainage facilities, shall be charged against the lots and
tracts of land, fronting or abutting on the street so improved
. along the distance improved, in proportion to the number of fronting
or abutting feet and shall be paid for by Special Tax Bills issued 1
against the property front or abutting on any of said improvement
with a maximum charge of $5. 00 per front foot , and the Council
Thereby declares the aforesaid paving necessary to be done; and,
RESOLVED FURTHER, that the City Engineer, be, and he is hereby
! instructed to prepare plans and specifications for said improvement ;
and an estimate of the cost thereof and file the same in the office
of the City Clerk.

On the 17th of November we will seat a new Council Member and +i
-oat that time he will reassign the two standing Committees and a �
. , new Chairman for the Public Safety Committee , which had been held ==
by Ed Rackers. He stated he felt these two Committees had been E
,very productive. Mayor did not see much purpose to the City-State ii
;Relations Committee, since most of this work was handled by personal
III ':contacts from the Council Members and Mayor. 1
The Council has sat in three different fashions - the Finance ?�
Committee, the Committee of the Whole, and the formal Council
;Meeting. He was not recommending any change in this structure, as i!
;;thin method seemed very productive. ■I
We will have an Ordinance , probably at the next meeting, about
: the Airport Commission and the Parking Authority, since they have ?:
been combined into one Department , they should now function as one jH •
unit.
The Planning and Zoning Commission would be the only Commission
which still would retain a Council Member. i{
Executive ,ICouncilman Whitecotton made the motion that the Council go into ll
Session Executive Session. Motion seconded by Councilman Hequembourg and ;
