HomeMy Public PortalAbout19871102 REGULAE-COMMIL MEETING. NOVEMBER 2, 1987 A Regular Council Meeting was called to order at 7:30 P.M. with Mayor Louise Gardner presiding. Prayer was offered by Reverend Jack Sullivan, Second Christian Church. The following Council Members were present: Present: Barnicle, Borgmeyer, Gordon, Haake, Halsey, Mason, Soheulen, Veile and Woodman. ±. Absent: Davis. A quorum was declared present. • PUBLIC HEARING: The first item on the agenda was a public hearing regarding the rezoning of a portion of Hawthorne Hill Point Subdivision from M-3 (planned industrial ) and M-2 (general industrial ) to RS-1 (single family residential) . There was no one present to speak either for or against this proposed rezoning. The next public hearing was regarding the rezoning of a portion of Inlot 686 from RA-2 (multi family residential) to C-2 (general commercial ). There was no one present to speak either for or against this proposed rezoning. The next public hearing was regarding the proposed amendment to Section 10A (5) (o) of the Zoning Ordinance. This amendment would add variance provisions related to accessory buildings. III There was no one present to spook either for or against this proposed amendment. CONSENT AGENDA: The Consent Agenda consisted of the following items: a) Council Minutes of 10/19/87 b) Awarding of the following bide: 978 - West Main Street Bridge, Public Works HELD OVER: 976 - McKay Lake Improvements, Public Works a) Promotion of Raymond Bledsoe as Sergeant, JCPD Councilman Borgmeyer moved approval of the Consent Agenda. Councilman Haake seconded and it was approved. MINUTES RECEIVED AND PILED: Mayor Gardner announced the following minutes had been received and were on file in the City Clerk's office: Parks and Recreation Commission 9/22/87; Board of Adjustment 10/13/87; Planning & Zoning Commission 10/8/87; Senior Citizen Advisory Commission 10/27/87 III ANNOUNCEMENTS BY MAYOR: Mayor Gardner announced that staff was recommending the appointment of Finance Director Bobby Cox as the Employer' s LAGERS Representative for their annual meeting. Councilman Borgmeyer moved approval of Bobby Cox as the LAGERS Representative, Councilman Gordon seconded and it was approved. Mayor Gardner announced a work session of the City Council for Tuesday, November 17, 1987, to review the changes made in Chapter • 2, Administration of the Code of the City of Jefferson. BILLS INTRODUCED: Bill 87-144, sponsored by Councilman Borgmeyer, entitled: AN ORDINANCE OF THE CITY CF JEFFERSON, MISSOURI, AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE AN AGREEMENT WITH J.C. Councilman Haake requested his name be placed upon this bill as Co-sponsor as he has work very closely with this project. Nay: None. # # # INFORMAL CALENDAR: Councilman Barnicle requested Bill 87-113 regarding the approval of the amendment to the zoning ordinance remain on the Informal Calendar. Councilman Hernial° requested Bill 87-119 regarding Chapter • Administration of the code of the City of Jefferson remain on th Informal Calendar. Councilman Harnicle requested that Councilma Voile's name be placed on this bill as co-sponsor. Councilma Voile had no objection to co-sponsoring this bill. RESOLUTIONS: RS87-23 regarding the open meetings law and causing the cit policy to conform to new legislation passed by the State o . Missouri. Councilman Voile questioned the paragraph the • referred to "preparation, including discussions or work produce on behalf of a governmental body or its representatives fo negotiations with employee groups"; and wanted to know if is would be possible to include other negotiations with otho businesses or groups, such as cable tv. City Counselor Alle Garner stated this could be added, but that this section we: written to exactly mirror state law. The exception referred t• in state law is specifically employee groups. After furtho discussion, Councilmen Voile moved to postpone approval of thi: resolution. Councilman Halsey seconded the motion. Cit Counselor Allen Garner requested the Council pass this resolutio with the understanding that he will draft a new resolution t• supersede this one at a later date. There are some policies the need to be established at this time. Councilman Voile withdre his motion to postpone action, Councilman Halsey withdrew hi second. Councilman Halsey moved to approved RS87-23, Counoilma Borgmeyer seconded and it was approved. RS87-24 regarding the establishing of a street lighting policy. Councilman Voile asked for an explanation of the difference between what is currently being practiced and what this polio sets forth. City Administrator Dave Johnston reviewed the polio and explained the major changes that were being recommended. After further discussion, Councilman Voile moved approved o Resolution 87-24, Councilman Borgmeyer seconded and it wa approved. UNFINISHED BUSINESS: Director of Public Works Mike Bates distributed the report on th study regarding Hough Park and Ellis Boulevard. The four points discussed were: 1. A sidewalk along Hough Park Street to Ellis Boulevard. 2. A signalized crosswalk at the intersection of Hough an. Ellis Boulevard. 3. Sidewalks along Ellis Boulevard from Rosewood t• Greonberry. 4. Increased enforcement of the 30 MPH speed limit t. Ellie Boulevard from Rosewood to Greenborry. Mr. Bates reviewed tho findings of the Public Works Department Councilman Halsey requested a copy of this report be forwarded t• Ms. Mary Jane Glascock who originally spoke to the Councij regarding these areas of concern. Councilman Borgmeyer moved t accept this report. Councilman Halsey seconded and it wa.� approved. NEW BUSINESS: Councilman Haake requested the meeting with Marty Brose, Directo1 of Transportation and Tom Hood, Transit Supervisor, be hold the same night as the work session to review the Administrative Code Councilman Halsey requested an additional report from Plannin, and Code Enforcement. Mr. Tom Benton, Director of Planning an.' Code Enforcement said this report would be forthcoming. Councilman Borgmeyer questioned the expense report of Councilma Voile regarding a lunch to discuss cable television. Councilma ! Borgmeyer stated he was under the impression these type o expenses were to be covered under the salary of the Council Councilman Borgmeyer also questioned the request of Councilma Halsey to travel to Las Vegas for the National League of Citie. Conference. Councilman Halsey stated this information had been mailed to al of the Council and the City staff. He chose to attend and th:1 Council has money set aside to attend training sessions ) Councilman Halsey stated that in the past years, Council member 235 REnuLAE cauNntia_ iEETING,_NtiVEMBEIR 2, 11117 have attended training sessions in Kansas City, Springfield and St. Louis and these expenses have been paid out of the Council budget. These expenses are being submitted for approval due to Resolution that was recently passed. Councilman Halsey moved approval of the expense reports and Councilman Woodman seconded. Councilman Scheulen questioned how much money was budgeted for travel expenses for the City Council. He stated he felt if the City was going to spend funds for meetings in various places, there should be some type of agenda as to which meetings should be attended and who should attend these meetings. Councilman Halsey informed the Council that there was $6,000.00 budgeted for the Mayor, City Council and City Clerk to attend meetings and conferences. Councilman Scheulen stated he still felt there should be some guidelines as to which Councilman should attend meetings and which meetings they should attend. Mayor Gardner stated a suggestion had been made that after a Councilman had selected which meeting he wished to attend, all other Council members would be given the opportunity to attend meetings, before that Councilman would be approved for travel again. Councilman Voile stated he was under the impression these reports were to have been placed under the Consent Agenda. City Administrator Dave Johnston stated that in the future this would be the case but these reports had been inadvertently left off of this Agenda and rather than hold them until the next meeting, they were being discussed under New Business. Councilman Voile said he had found it necessary to meet with Mr. Kevin Kelly to discuss the proposed cable television franchise. He stated he felt this was a legitimate expense. The staff are not expected to pay for business lunches from their personal funds and neither should Council members. Councilman Halsey moved to call :for the question, Councilman Gordon seconded the motion and it was approved with the only dissenting vote being Councilman forgmoyor. Mayor Gardner requested a roll call vote be taken and the expense reports were approved by the following vote: Aye: Barniclo, Gordon, Hooke, Halsey, Macon, Voile and Woodman. Nay: Borgmeyer, Scheulen. Councilman Halsey requested that the Council review the expens reports for the Mayor and City Council each month. Councilman Scheulen requested that when the Mayor or Council member is requesting travel expense, the person desiring to g may make a brief statement as to what the function is and who they hope to gain from attending this function. Councilman Mason asked the Chief of Police to check to see i there were complaints filed at the times quoted in the lotto received by Mrs. Charles Skornia where she cites problems wit the burning of trash in her area. Councilman Mason stated then is an ordinance regarding nuisance burning and if she is no aware of her right to file a complaint, she should be informed o this possibility. 236 e 1,21 } APPROVAL OP EXECUTIVE SESSION MINUTES: Councilman Haake moved approval of the Executive Session Minute and Councilman Halsey seconded the motion. Councilman Scheule stated he had a question regarding the minutes and it wa= determined it would be necessary to go into Executive Session tr discuss the matter. Councilman Haake withdrew his motion an. Councilman Halsey withdrew his second. Councilman Scheulen moved Council go into Executive Session. Councilman Mason seconded and it was approved by the followin. vote: Aye: Barnicle, Borgmeyer, Gordon, Haake, Halsey, Mason, Scheulen, Veile and Woodman. Nay: None. At approximately 9:05 the Council reconvened in open session. Councilman Haake moved approval of the Executive Session Minute= as amended. Councilman Gordon seconded and it was approved.
