Meeting was called to order at 7: 30 p.m. with Mayon Hartsfield presiding. #> Prayer offered by Rev. Harvel Sanders, Grace Episcopal Church. Councilmen present: Blume, Borgmeyer, Brant, Gordon, Halsey, Roll Prenger, Scheulen and Wade. Call. Councilmen absent: Hequembourg and Kliegel. A Quorum was present. The first item of business was the Consent Agenda. This included Consent approval of the Council Minutes of October 19 , 1981, a rezoning Agenda request from 011ie Mae Knipp for property in Section 9 , Township 44, Range 12 from RS-1 and C-1 to PUD, and awarding of bids as follows: #142: Sampling and Analysis, Public Works - MID MISSOURI TESTING LABORATORY, COLUMBIA, MISSOURI. Bids 11143: Cameras and Monitors, Municipal Court - CENTRAL SECURIT SYSTEM, JEFFERSON CITY, MISSOURI . 11144: 36 Inch Knife Gate Valve, Public Works - DEZURIK c/o ULMER EQUIPMENT, FENTON, MISSOURI. Councilman Halsey moved that the Consent Agenda be approved. Motion seconded by Councilman Wade and passed. Minutes of the Parking and Traffic Commission meeting of October 8, 1981, Board of Adjustment meeting of October 13 , 1981, Electri- Mi.nutoe cal Board meeting hold October. 22 , 1981, and Public Works and Faocivcad x Planning meeting of October 29 , 1981, were received and are on file in the City Clerk' s Office. }j A Public nearing was hold regarding a rezoning request by Roy G. Public and Judith LaVon Speeru ilorr.i.dge to rezone Lot 1, Mall. Ridge ' Uearirug Addition, Section 1, from C-4 to RA-2. No one appeared in favor 1 of or in opposition to the request. H Jim Veltrop and his son, Eric, of 413 Eastland Drive, appeared before the Council to voice problems they have with the transit Ej Transit system as it relates to the school children in the East end. System Problems are the raise in rates, the buses are overcrowded, and C plaints his children have to walk some distance after being let off the bus. After discussion, it was requested that Marty Brose, Director I of Transportation, have a recommendation at the Council Meeting i on November 16th. Mayor's iThe next item on the agenda was the Mayor' s report and announcemen : Reports 1) A letter was received from the State Auditor declining our Library request for reimbursement on the library audit. A letter was agai Audit received from the library opposing the $1, 400 charge. It was the Mayor's opinion that action previously taken on this matter stands,. After discussion, it was agreed that a new truck for x4 y? ` r would not be purchased at this time. Mike Bates stated that Public truck Works would have a truck available later in the year. Mr. Bates + and Mr. Brose should arrange for either Public Works to do the it 4 snow removal or contract to have it done. >,. 3) The National Guard Site has been researched. In past years National the City made commitments to the National Guard in order to keep Guard that facility here. Mayor Hartsfield felt that at this time the City should live up to the commitments made as they were made by the City and not by individuals. There was no objection from the Council. 4) A letter was received from James Allen, Vice President of j;` Columbia Cablevision, withdrawing their proposal from the com- le petition for the cable television franchise. They have also re- quested the City refund their application fee. This will be dis-- cussed in executive session after the meeting. 5) Mayor stated that at this point in time there was not a great need for work sessions. Council can review the situation in ! week January to determine if work sessions are necessary at that time. 1Sessions Council voiced no objection. I 6) Mayor has requested that Jim Uffmann, Director of Finance, Audit prepare a written status report on the auditor's recommendations ( Status ` and what steps have been taken by the City to comply with their Report. recommendations. 7) The State Board of Public Buildings has approved a requests from the Office of Administration for the purchase of property from the Housing Authority, which is the block immediately West of Purchase the Truman Building, to eventually build a parking garage for the of party employees of the Truman Building. Councilman Blume inquired if by Office this would require the City to vacate Mulberry Street between of &Inini- McCarty and High. Councilman I3argmeyor stated that this was striation approved at the Public Works and Planning Committee meeting held on October 29 , 1981. 8) Mayor stated that he had received a report from Architects Alliance on the City Hall Building regarding the possibility of. building a 2nd �ct.or.y above the police station to be used as the {�I Lxart City Hall. Altorxvatl,ve 9) Mayor mentioned the trash rat:e increase which became of- Trash Tt�ate fectivo as of November 1, 1983 .. lie pointed out that the Circuit Judge ruled previously that the City does not regulate commercial + Incrfmse rates. ; I 10) Mayor appointed Clyde Angle to the Firemen's Pension Board 1! to replace Mr. Larry Haake who passed away recently. " Cyril Hendricks, the acting City Counselor, stated that the petition previously submitted by Mrs. Peggy Waggner opposing the rezoning request was valid and the bill would require eight votes ` of the Council to pass. Mrs . Waggner presented a new, acknowledged petition opposing the rezoning request. Mr. Wade stated that Mr. Brown also has signatures of residents who are Snot opposed to the rezoning. At this time Mr. Wade would like the bill to remain on the Informal Calendar. Street A Resolution for street lights was presented. Councilman Wade Light moved that the Resolution be approved. Motion seconded by Council Resolution man Halsey and passed. Next on the agenda was a discussion of Chapter 353 RSMo, Urban Chapter !j Redevelopment. Mayor Hartnfield stated that given the economic 353 problems and no growth situation, we should encourage development growth in the City. Councilman Halsey stated we should utilize_ Chapter 353 to encourage growth. After discussion, Mr. Hamburg stated that: he would go to the Municipal League to obtain more background information on the subject. Street , Councilman Blume presented street signs which have been vandalized Sign and destroyed. He inquired if the City was allowed to offer a Vandalism reward for the arrest and conviction of persons doing the des- truction. Mr. Bates stated that vandalism was costing the City approximately $10 ,000 per year. Mr. Hendricks stated he would research the problem and a possible solution. Bus Several Councilmen stated they had received calls from elderly Fazes persons regarding the bus fares. They would prefer to have a yearly charge of $7. 00 and do away with the $. 15 charge to ride the bus. Iegal On a motion by Councilman Schuelen and seconded by Councilman is• Pmt• Blume, Council approved payment to Harvey Tettlebaum in the amount of $50. 00 for legal services. Meeting adjourned.
