Mayor Hartsfield presiding. ;!> Prayer was offered by Rev. Curtis Anderson, Chaplain of the Central Missouri Correctional Center (Church Farm). i�: Councilmen present: Blume, Borgmeyer, Davis, Gordon, Halsey, ►'ROLL CALL Hequembourg, Kliegel, Lock, Roark & Scheulen Scheulen. Councilmen absent: None A quorum was present. } Consent The first item of business was the Consent Agenda , which included '' Agenda Council Minutes of the Regular Council Meeting held on October 18, 1982, and awarding the following bids: Bid No, 267 Hardware Supplies Bid No. 270 Sale of Waste Oil -- Bid No. 273 Lease of Farm Land The following bids were held over: Bid No. 254 Audit Proposals Bid No. 258 Car Wash & Hand Soap A discussion was held regarding Bid No. 267. Councilman Borgmeyer • recommended that the City consider the net price on Items of hardware purchases rather than accept a "percentage of discount" bid. lie stated that this would eliminate the problem of businesses bidding a discount to acquire the contract, then charging retail-plus net prices and, therefore, charging the City actual retail prices. Mr. Hamburg explained that the Purchasing Department was able to gather price information from sales slips on hardware items during proces-- ;ing and could determine which businesses offered better prices. Councilman Blume brought to the attention of t he Council an error in • the Minutes of the Regular Meeting of October 18, 19t32. On Page 346 of the Minute Book , Bill 82-94 omitted Councilman Scheulen' s name in • r the roll call vote. Mayor liurtsfield directed the. City Clerk to make the correction showing Councilman Scheulen' s "Aye" vote on Bill 82-94 and distribute the corrected page to members of the Council. Upon Motion by Councilman Gordon and seconded, the Consent Agenda, with correction to the Minutes of the Meeting of October 18, 1982, was approved. Minutes Minutes of the Board of Adjustment Committee held on October 12, • Received 1982; the Electrical Board meeting held on October 20, 1982; the Environmental Quality Commission meeting held on October. 21 , 1982, and the Airport Commission meeting held on October 19, 1982, were received and are on file in the City Clerk's office. Audit of Mayor Hartsfield discussed the audit of the City records. He informed City Records the Council that representatives of both Price Waterhouse and Lage Evers & Company will be present at the Regular Council Meeting of • November 15 in order to answer questions. Discussion was held concerning the possibility of changing the stop lights at the intersection of McCarty and Broadway to either a four-way stop sign or signaled stop lights. It was felt that the fence surrounding the Truman Building construction site posed a driving • hazard at this intersection, and Mike Bates was directed to talk to the Contractor at the Truman Building site to see when the fence will be removed. ( It Mr. Siegmar Groetsch, a local businessman, made comments from the (1 gallery in opposition to any move on the part of the Council to lower 11 the percentage of the gross receipts tax. Councilman Kliegel suggested 1 that any taxes collected during the next year over and above the 't amount collected last year be placed in an escrow account and !1 refunded to the citizens of the City. Councilman Borgmeyer made a 1 :. motion to amend the figure of the gross receipts tax from 6.55% to 1 6.0%, seconded by Councilman Blume. The Motion by Councilman < Borgmeyer was defeated by the following vote: Aye: Borgmeyer Nay: Blume, Davis, Gordon, Hequembourg, Kliegel, Lock, Roark and Scheulen. 'r.
