SPECIAL COUNCIL MEETING, October 29, 1984
A Special Council Meeting was called to order at 7:30 P.M. with Call to
Mayor Hartsfield presiding. Order
Prayer was offered by Mayor Hartsfield. Prayer
The following Council Members were present : Roll Call
Present: Borgmeyer, Davis, Gordon, Haake, Halsey,
Hequembourg, Nelson and Viessman.
Absent: Huffman and Kliegel
A quorum was declared present.
The first item of business was the introduction of bills . Introduction
of Bills
Bill 84-141, sponsored by Councilman Hequembourg, entitled: 84-141
AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, REPEALING Repeal Mapping
ORDINANCE NUMBER 10278, PERTAINING TO A CONTRACT FOR PHOTOGRAPHIC Contract
MAPPING.
Councilman Hequembourg requested that the rules be suspended and
Bill 84-141 placed on third reading and final passage.
Mike Bates was asked to explain the reason for Bills 84-141 and
84-142. He stated that the company originally awarded the ,
contract requested release from the contract because they could
not perform the work required by the City in the specifications .
The company recommended at this time is the second low bidder.
Bill 84-141 was read third time by title, placed on final
passage, and passed by the following vote as Ordinance No. 10310:
Aye: Borgmoyor, Davis, Gordon, Haake, Halsey, Hequembourg,
Nelson and Vioseman.
Nay: None.
Bill 84-142, sponsored by Councilman Hequembourg, entitled: 84-141
AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI , AUTHORIZING THE Award Mapping
MAYOR AND CITY CLERK TO EXECUTE A CONTRACT WITH AMERICAN Contract
REPROGRAPHICS, INC. FOR PROFESSIONAL SERVICES TO PREPARE AND
FURNISH PHOTOGRAPHIC MAPPING OF THE JEFFERSON CITY AREA.
Councilman Hequembourg asked that the rules be suspended and Bill
84-142 be placed on third reading and final passage.
Bill 84-142 was read third time by title, placed on final
passage, and passed by the following vote as Ordinance No. 10311:
Ayes Borgmeyer, Davis, Gordon, Haake, Halsey, Hequembourg,
Nelson and Viessman.
Nays None.
The next item of business was the Informal Calendar. Informal Cal.
Councilman Hequembourg requested that Bills 84-117 and 84-118 be
removed from the Informal Calendar.
Bill 84-117, sponsored by Councilman Hequembourg, entitled: 84-117
AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AMENDING THE ; Sewer Rates
CITY CODE BY DELETING SUBSECTION 26. 123 (a) AND ENACTING IN LIEU
THEREOF A NEW SUBSECTION 26. 123 (a) PRESCRIBING AND FIXING RATES
AND CHARGES FOR THE USE OF PUBLIC SEWERS AND THE SEWAGE SYSTEM OF
THE CITY OF JEFFERSON, MISSOURI.

Councilman Hequembourg moved to amend Bill 84-117 by reducing the
; ... figures in Table I, Fixed Minimum Charge Per Month column, by
$2. 00 for each figure shown. The amendment was seconded by
Councilman Nelson, and approved.
Bill 84-117 was read third time by title, placed on final
passage, and passed as amended, by the following vote as
Ordinance No. 10312:
Aye: Davis, Gordon, Haake, Halsey, Hequembourg,
Nelson and Viessman.
Nay: Borgmeyer.
84-118 Bill 84-118, sponsored by Councilman Hequembourg, entitled:
1984-85 budget AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI , ADOPTING A
BUDGET AND PERSONNEL CLASSIFICATION PLAN FOR THE CITY FOR THE
PERIOD NOVEMBER 1, 1984 TO OCTOBER 31, 1985, AND APPROPRIATING
MONEY IN THE CITY TREASURY TO PAY THE COST OF OPERATING THE CITY
GOVERNMENT DURING THAT PERIOD IN ACCORDANCE WITH THE BUDGET.
Bill 84-118 was read third time by title, placed on final
passage, and passed by the following vote as Ordinance No. 10313 :
Aye: Borgmeyer, Davis, Gordon, Haake, Halsey, Hequembourg,
Nelson and Viessman.
Nay: None.
New Business The next item of business was New Business . .
IIIChristmas Mayor Htartsfield explained that the City' s Christmas decorations

tions the Downtown Business Association are sponsoring fundraising
events to replace them, and Tasked the Council if they would agree
to go ahead and allow the Public Works Department to place them
this year. He felt that it is so late in the year it would not be
possible for the Downtown business Association to replace them
for this Christmas season. He also suggested that the Council
consider discussing the matter immediately after the first of the
year and determine what needs to be done on the part of the City.
The Council agreed for the Public Works Dept. to place the
decorations this year and discuss it after the first of the year.
Work SEssions Mayor Hartsfiold announced dates of upcoming Work Sessions .
Adjounmvot There being no further business, Councilman Nelson moved that the
meeting be adjourned, motion was seconded by Councilman Halsey
and approved.
Executive Councilman Gordon moved that the Council go into Executive
Session Session for the purpose of discussion personnel and real estate,
d the motion was seconded by Councilman Davis , and approved by the
following vote:
Aye: Borgmeyer, Davis , Gordon, Haake, Halsey, Hequembourg,
Nelson and Viessman.
Nay: None.
