j: ;`>`s' A Regular Council Meeting was called to order at 7:30 P.M. with
Mayor George Hartsfield presiding.
Prayer was offered by Councilman Borgmeyer.
The following Council Members were present:
Present: Borgmeyer, Davis, Gordon, Haake, Halsey, Huffman,
Nelson, Veile, Viessman and Woodman
Absent: None.
A quorum was declared present.

Mayor Hartsfield introduced Doug Nix, Manager of TCI, who was in,'
attendance at the meeting.

Mayor Hartsfield also recognized the Webelos Den, Cub Scout Pack
2 from Belair School, and introduced the following Scouts to the
Council: Todd Walker, Brian Coffey, Shannon Kempker, Billy3
Bryant, Stephen Venters, and Jerry Venters, Den Leader.
The next item of business was the Consent Agenda, which included
Council Minutes of 10-7-85 , Administrator's Report, Finance
Report, and awarding of the following bids :
711 Radio Transmitter/Receiver, DOT/Airport Division
715 Steam Cleaner/Pressure Washer, DOT/Transit: Division
717 Body Armor, Police Department
719 Tool Kits for Transit. Coaches , DOT/Transit Division
721 Video Equipment, Police Department
723 Farming Airport Property, DOT/Airport Division
Councilman Halsey moved that the Consent: Agenda be approved as
presented, motion was seconded by Councilman Nelson, and
approved.
Mayor Hartafield announced thatt he will be doing a sample voters '
questionnaire in the near future, and asked that if any Council
Members had quess t ions they would like included on the
questionnaire to bring them to the Mayor 's attention.
Mayor Hartsfield asked for a volunteer from the Council to attend
the LAGERS annual meeting on November 22 and 23 . Councilman
Viessman stated he would attend on behalf of the Council.
Mayor Hartsfield announced that the state has announced that it
is awarding a MoDAG grant to Jefferson City to keep the
Benchmark/Shopsmith plant in Jefferson City. An ordinance
relating to this will be on the agenda later in the meeting.
The Mayor stated that the Jefferson City Police Department has
been raising funds to purchase a robot to use in its training
seminars involving children, and asked the Council to consider
making private contributions as well as asking any civic groups
they belong to for contributions .
The next item of business was the introdution of bills.

seconded by Councilman Huffman, and defeated by a voice vote.

Councilman Vo Lle distributed amendments to the bill, and moved
that those amendments be approved, motion was seconded by

approved, motion was seconded by Councilman Nelson, and approved.
The next item of business was Unfinished Business . Councilman
Halsey moved that the pictures of deceased Council Members be
placed in the Council Chambers , motion was seconded by Councilman •
Gordon, and approved.
There being no further business, Councilman Viessman moved that
the Council go into Executive Session for the purpose of
discussing personnel and litigation, motion was seconded by
Councilman Gordon, and approved by the following vote:
