in the meeting, he returned the recommendation that the bid be

Councilman Whitecotton made the motion that such recommenda-
tion be accepted. Motion seconded by Councilman Requembourg and
passed.

The bids wore referred to Mr. Bates for consideration and, later
in the meeting, ho returned with the recommendation that since the #' -
two bids - McKnight Tire and Ewern Tires - were so close, they
were requesting approval for the Assistant Director of Public Works
and the Purchasing Agent to review the warranty and/or road hazard
options, with purchase at their discretion.
Councilman Wade made the motion that such recommendation be
accepted. Motion seconded by Councilman Hequembourg and passed.
The following bids were received for Helmets, for use by the 'pening

Approval The minutes of the Council Meeting of October 6, 1980, the fol-
of !Mowing minutes of the Finance Committee Meetings , (two) , and the
Minutes. ( City Administrator' s Report were presented:
! Meeting of the FINANCE COMMITTEE held Wednesday , October 8, 1980, i
in the Council Chambers with Councilman Brant presiding. Others
° present were Councilmen Borgmeyer, Cruder , Gordon , Hequembourg ,
Kliegel , Prenger and Wade. Councilman Whitecotton was absent .
The following budgets were discussed and action taken : 71
;' STREET DEPARTMENT. Mike Bates and Darrel Wattenbarger oxplainrid
the Street Department Budget and answered questions concerning same ;'
t Councilman Cruder made a motion that the budget as presented be up-
proved. Motion was seconded by Councilman K1legel and passed.
While on the Street Department Budget: the subject of trips and '
i conferences was discussed. Councilman Cruder made the suggestion
that in the future rather than go through each individual budget
= concerning conferences and meetings that they be budgeted and then
referred to Mr. Iltunburg. He could then discuss the various con-
i ferences with the individual department heads to determine which
lconforonces would be beneficial to their department. . Mr. Hamburg
' could then relay to the Council the trips and conferences he felt
I� was necessary, Mr. Hamburg will present to the Finance Committee if
his proposal for the handling of trips and conferences which would
the taken by the different departments. The committee will also
: discuss reinstating the conferences which wore previously eliminate
!j from the Finance Department Budget.
I, TRANSIT. Mr. Bates and Mr. Wattenbarger presented and explain d
portions of the budget. Mr. Wattenbarger stated that in Category
1; 261 the words "Transit Study" should have been deleted which would
make Category 261-Damage and Wrecks. He also stated that Transit
Study is down in Category 306.
0 After some discussion it was stated that the engineering costs ;E
of $24 , 500. 00 would be moved from Category 306 and placed under the ;'
11 Capital Improvements Section, Category 403. ;�
�I Councilman Hequembourg made a motion to approve the Transit 11
Budget with the above referenced changes. The motion was seconded
by Councilman Crader and passed. `1
CENTRAL MAINTENANCE. The budget was presented and questions
were answered by Mr. Wattenbarger and Mr. Bates. After some dis- !.
cussion, it was decided that the $10,500.00 shown under Category it
306, Professional Services, be merged with Category 403. This would
leave a zero balance in Category 306 and the new balance in CategorI
403 would be $27,000.00.
After further discussion , Councilman Crader made a motion to
approve the budget with the above referenced change. The motion wa `
seconded by Councilman Hequembourg and passed. }

, SEWER. Mike Bates and Mr. Wattenbarger presented and ex-
, iplained the budget . Mr. Bates advised that his department had re- '
- iceived a letter from the bond counsel and that he would be distrib- III ''
uting a copy to each Councilman. ,.
After further discussion , Councilman Crader made a motion to
' approve the budget and construction summary. This motion was ..
qseconded by Councilman Wade and passed with one no vote.
ENGINEERING. The Engineering Budget Was presented and dis-
' ! cussed. Questions were answered by Mike Bates and Mr. Wattenbarger Approval
concerning the budget . After some discussion , Councilman Wade made of
a motion that the Engineering budget be approved. Motion was Finance
' seconded by Councilman Crader and passed. Minutes.
1 CAPITAL IMPROVEMENTS. The Capital Improvements Budget was
presented and discussed. It was noted that the Eastland South pro-
ilject had been cut from the budget. Mr. Hamburg stated that this wa0
one of the projects which was listed originally and was taken out
!because of lack of funds. He also stated that a number of the pro-
.jects that were left in the budget were FAU projects. Since the
time that the budget was turned in to the Councilmen , the Cornell
! Plaza has received the O. K. from the Industrial Development Authority
Ion Industrial Revenue Bonds to go ahead with the project . Mr.
Hamburg suggested that the possibility should be considered of
funding this project out of the unappropriated surplus. There is a
problem with the intersection alignment and the project should be
done before or along with the development of the shopping center.
He also stated that at the time the budget was prepared it was not
certain that the shopping center would be completed. It seems now
that it will be constructed this year so this is one item that might
have to be taken up during the fiscal year out of unappropriated
surplus although it is not in the budget at the present time.
, Councilman Brant mentioned that if this project, is done in stages , ,
for example go up to Bald Hill from Highway 50 in one stage and then
do Seven Hills later , it would create a traffic problem. Mr. Bates ,
+ stated that If this project was begun out of unappropriated surplus ,
then the budget for next year would include the project of Seven
Hills Road.
After further discureAlon , Councilman Gordon made a motion
that thJ Capital Improvements Budget be approved. The motion was
seconded by Councilman Prenger and passed.
ADMINISTRATOR. Mr. Hamburg presented the budget and explained

due to photocopying or the personnel rules and regulations manual . Approval

Services, the sum of $5, 500. 00 will be used to pay the consultants
on the study for the rules and regulations and evaluation system
and pay plan. The City will be reimbursed for that from the State
and it is shown in the Grant Revenue. The other $4 ,000. 00 will be
used to pay the salary of temporary help which might be needed by 1
different departments of the City during vacation and sickness of ,
regular employees. This will be done as opposed to adding addition-;`,
al personnel. 1
It was requested that Mr. Hamburg provide the Councilmen with
the actual cost to the City of the Administrator' s Department.
After further discussion, Councilman Grader made a motion
that the Administrator's budget be approved. The motion was
seconded by Councilman Kliegel and passed. 1
MAYOR. The Mayor's Budget was presented. Councilman Wade
Imade a motion that Category 106-Car Allowance be increased $20. 00
! per month, to be the same as the Councilmen. Motion was seconded
' by Councilman Kliegel and passed with one no vote. 1

':, ' It was explained there are thirty-four pay ranges and each
,',��.`;; position carries six steps with a 5% raise; if twelve steps were
desired, it could be changed to a 2i% raise for each step. At
` this point there are eight employees above their bracket and they
;; would not be entitled to a raise until they came within the bracket ,

The names of these eight employees are to be furnished the Council
men before final action is taken.

It is noted that the Department of Parks and Recreation is 1
jincluded in the Study.
Mr. Wattenbarger endorsed the plan.
j The Council are to again look over the Study and further
questions can be answered at the Council meeting on the 20th. Mr. !,
Hamburg will also make report on Auto Allowances at that meeting.
_ , Mr. Wattenbarger stated he would like to have the matter
:` resolved, about the money in his budget this year for computcri- i
ration - in the neighborhood of sixty-two thousand dollars. He
would like to bring the money forward into next year' s budget. '
After further discussion , Councilman Whitecotton made the motion
j that, the amount of money in the budget this year for computeri-
zation be brought forward into next year' s budget . Motion seconded!
by Councilman IIoquembourg and on a show of hands the Vote Was 5 in
Approval favor and 3 against . Motion passed.
ro Councilman Brant mentioned this would be the final Budge
of IC Mooting and ho hoped the matter could be concluded at the Council

Mr. Bates and Mr. Jones , Sewer Commissioner then reported on the
Sewer Plant , the problem of odors.
The State has issued several notices of violation as a Treat-

ment Plant and on October 6, 1980, issued an Abatement Order. We
Sewer then notified the Department of Natural Resources and proposed a
Plant. T corrected action program.
A part of the corrective program was to contract assistance
for training and plant operation. We had anticipated doing that
with a ten-week program November 10th through February 10th, by
utilizing a Consultant and training of employees. There would be
eight employees at the Plant and all of them would take the
training and the cost for this would be $16 ,000. 00. We will take
this to the Public Works Committee on Thursday night.
At this time we are asking approval for a two-week training
course, at a cost of $2 ,988, which would start immediately and
hopefully take care of some of the immediate problems.
Councilman Prenger made the motion that the Council approve
contracting for the two-week training course, starting tomorrow.
Motion seconded by Councilman Hequembourg and passed.
Upon inquiry of Councilman Borgmeyer, Mr. Bates stated that
he honestly felt there were less than two hundred, and closer to
one hundred homes in the City that were not connected with the
City sewer system.
