',,:' t` The following Council Members were present: Present: Feldman, Haake, Halsey, Mason, Owens, and Woodman. Absent: Davis, Gordon, Scheulen and Veile. A quorum was declared present. There was no objection and Bill 88-109 was read third time by title, placed on final passage, and passed by the following vote as Ordinance No. 11118. Nay: None. # # # Bill 88-110, sponsored by Councilman Owens, entitled: AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AMENDING CHAPTER 16 LICENSES. TA ,jPN A JMI$QELIAAJ EQUS BUSINESS REQULATIQN , OF THE CODE OF THE CITY OF JEFFERSON, MISSOURI, BY AUTHORIZING THE ADDITION OF A TRADE SHOW EXHIBITOR LICENSE. Bill 88-110 was read first and second time by title and ordered distributed to members of the Council. Councilman Owens requested a suspension of the rules for this bill. Councilman Haake asked if an individual who already had a business license would be required to obtain a separate license for the trade shows. City Counselor Allen Garner answered in the affirmative and stated that • business licenses were issued for a specific location and that the craft show would be a different location. Mr. Haake stated his feelings that this was unfair and that this would create a hardship for certain individuals. Councilman Halsey moved to table Bill 88- 110. Councilman Feldman seconded the motion. After some question as to whether or not this could be done, City Counselor Allen Garner stated that any member of the Council could table a bill. Councilman Feldman withdrew his second for purposes of discussion. Councilman Mason then seconded the motion. The Mayor requested a roll call vote and the motion was defeated by the following vote: Aye: Halsey, Mason. Nay: Feldman, Haake, Owens, Woodman. After further discussion, Councilman Owens requested this bill be placed on the Informal Calendar and discussed at the Special Meeting on Monday, October 24, 1988. Councilman Owens further requested that Mr. Jim Lipsey be allowed to address the Council. At the Mayor's consent, Mr. Jim Lipsey of 2515 Twin Hills Road, expressed his appreciation to the Council for their attempt to work with the exhibitors, but did state he felt that Monday, October 24 would be too late for the shows that are scheduled for the first part of November. After further discussion, Councilman Owens requested City Counselor Allen Garner draft an amendment to this bill that would reflect the concerns expressed at this meeting. Mayor Gardner stated the meeting would proceed and this item could 384 REGULAR COUNCIL MEETING, OCTOBER 19, 1988 be discussed later in the meeting. Woodman requested this bill remain on the Informal Calendar. Bill 88-68, sponsored by Councilman Scheulen, entitled: AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, DECLARING THE INTENT TO ANNEX AN UNINCORPORATED AREA DESCRIBED HEREIN, OF THE CONTIGUOUS BOUNDARY WITH THE LENGTH OF THE PERIMETER OF THE UNINCORPORATED AREA, ADOPTING A PLAN OF INTENT, REQUIRING A PUBLIC HEARING, AND ESTABLISHING THE EFFECTIVE DATE OF SUCH ANNEXATION. This bill remains on the Informal Calendar duo to the absence of Councilman Scheulen. RESOLUTIONS: Councilman Hanks moved approval of RS88-15 regarding Council support of Amendment 5. Councilman Woodman seconded the motion and it wan approved. 1 Councilman Feldman moved approval of RS88-16 supporting the use oft the degradable trash bags. Councilman Feldman stated he agreed! I with this resolution, but that thin is not the answer to they problem of solid waste management. Councilman Feldman stated thin was a band aid, not a cure. Councilman Mason seconded the motion and it was approved. UNFINXBRED BUSINESS: Councilman Owens requested Bill 88-110 be removed from the Informal Calendar and considered for passage at this time. Councilman Owens moved that Bill 88-110 be amended by the insertion of an additional section which shall read as follows: Section 16-17 of the Code of the City of Jefferson, Missouri, shall be amended by the addition of the following sentence: "Nothing contained in this section shall be deemed to require the holder of a business license to obtain another license for the purpose of being an exhibitor at a trade show within the 38e. UM/MIMED BUSINESS/NEW BUSINESS: Councilman Halsey asked the City Counselor Allen Garner who ha. received the notices from the Public Service Commission regardin.' the hearing for Capital City Water Company and why the City did no i know about the hearing earlier. Mr. Garner stated the only notice that had been received had been in February and that was a routin1 notice. Councilman Halsey requested that Allen Garner contact th- Public Service Commission to see to whom the notice was sent an) when it was sent. City Administrator Dave Johnston informed the Council that the would need to appoint someone to be the Employer Representative a . the LAGERS Conference at the Lake of the Ozarks in November ' Councilman Halsey moved Mr. Johnston be appointed as the Employee Representative to the LAGERS Conference in November. Councilma Feldman seconded the motion and it was approved. Mayor Gardner referred to a letter the Council had received i their packets from Mr. Curtis E. Chick, Jr. , President of th, Columbia, Jefferson City, Missouri and Vicinity Building an.r Construction Trades Council requesting a breakfast meeting with th<< Council to discuss the various activities the Union Labor Movemon. is involved in, in this area. Councilman Mason moved to moot wit these individuals at a breakfast meeting. Councilman Feldman seconded the motion and it was approved. Councilman Halsey reminded the Council that the Finance Committe would be meeting with the Department Directors immediatol � following the Council meeting in the Conference Room. EXECUTIVE SESSION MINUTES: Councilman Haake moved approval of the Executive Session minute. of October 3, 1988. Councilman Woodman seconded the motion and i was approved.
