Prayer was offered by Councilman Tony Barnicle. The following Council Members were present: Present: Barnicle, Borgmeyer, Davis, Gordon, Haake, Halsey, Mason, Scheulen, Voile and Woodman. Absent: None. A quorum was declared present. Councilman Borgmeyer said he disagreed wit ; : this last reason. That until they had reduced the size of thr Committee they had had trouble getting a quorum to moat and tha « since they had gone to the smaller Committee, thing° had boo working much better. Councilman Voile stated there were a couple of provisions in th1 plan he would like to address. Both of the provision dealt wit ' vacations and time off. Councilman Voile stated the way hi interpreted the plan the employees were losing their birthday a-' a holiday, but getting the Friday after Thanksgiving and the also getting a personal day that could be taken throughout th , year. Councilman Veile stated in effect the City was adding al additional holiday and he felt the Council needed to be carefu I that the City didn ' t become excessive in their giving o , holidays. Councilman Veile stated he felt the City also needs% to take a look at the vacation policy for City employees. H ' said he felt the vacation afforded to employees was not i ' keeping with other private industries. City Administrator Dave Johnston explained the reasoning behind the exchanging of the birthday holiday for the Friday afte ' Thanksgiving. He informed the Council this day is very difficul ' to staff as several employees wish to take the day off. Also+ bus drivers are forced to take this day as a day of vacation a' the buses do not run on this day. The granting of the Persona day was done to bring the holidays in line with those granted t• REGULAR COUNCIL MEETING, OCTOBER 19, 1987 the Fire Department. Councilman Voile stated he felt the City was getting too liberal on the days off and moved to delete Section 14.11 Personal Leave from the Personnel Policy Manual. Councilman Barnicle seconded the motion. A voice vote proved inconclusive and a roll call vote was taken with the following results: Aye: Barnicle, Borgmeyer, Gordon, Halsey, and Voile. Nay: Davis, Haake, Mason, Scheulen and Woodman. Mayor Gardner cast the deciding vote and voted in the negative. Mayor Gardner stated the employees were always willing to stay overtime and help whenever it was necessary and she felt they deserved this extra day. Cit Administrator Dave Johnston stated this was for presentatio purposes only, the three areas mentioned will each have thei individual budgets for operational expenses. Nay: None. # # # Councilman Barnicle requested Bill 87-113 regarding the approval of the amendment to the zoning ordinance remain on the Informal Calendar. RESOLUTIONS: Councilman Halsey moved to remove Resolution 87-22 from the table and to substitute the revised verraion. Councilman Veils seconded. Councilman Borgmeyer moved to further amend the Resolution by changing Section 4 to read as follows: 4. Officials using their personal vehicle for official City business which is reimbursable may be compensated at the rate of $ .20 per mile. Councilman Halsey seconded and it was approved. Councilman Veils informed the Council that he was in favor of this resolution. He felt it provided checks and balances for both the Council and the Mayor and did an excellent job of tracking expenditures an. expenses. There being no further discussion, Resolution wa= passed unanimously. UNFINISHED BUSINESS: City Administrator Dave Johnston requested the Council reconside the Consent Agenda and hold over Bid 976 regarding McKay Lek: Improvements. Mr. Johnston informed the Council there was no . quite sufficient funds in the budget to cover the amount of th bid and requested it be removed from the Consent Agenda and helm for further study. Councilman Halsey moved to return to th= Consent Agenda and to remove Bid 976 from the Agenda and hold fo further study. Councilman Haake seconded and it was approved. APPROVAL OF EXECUTIVE SESSION MINUTES: Councilman Halsey moved approval of the Executive Session Minute= of October 5, 1987. Councilman Woodman seconded and it we: approved. EXECUTIVE SESSION: Councilman Haake moved and Councilman Halsey seconded the Counci go to Executive Session. The motion was approved by th following roll call vote: Aye: Barnicle, Borgmeyer, Davis, Gordon, Haake, Halsey, Mason, Scheulen, Veile and Woodman. Nay: None.
