Prayer offered by Rev. Phillip Hoyle, First Christian Church. Councilmen present: Blume, Borgmeyer, Brant, Gordon, Halsey, .f Hequembourg, Kliegel, Prenger, Scheulen Roll and Wade. Call. Councilmen absent: None. A Quorum was present. The first item of business was the Consent Agenda. Councilman Scheulen pointed out the Council Minutes of OcLobe 5th should be corrected to show the bill amending the Zoning Ordi--` nanco 9598 as Bill 81-54 not 81-60 . Discussion was held concerning Bid No. 141, new cabinets for the Fire Department. Some Councilmen felt the amount bid was ex- cessive for the work required and would like further information concerning this bid. Also listed under the Consent Agenda was the bid award for the sale of real estate owned by the City located in the 400 Block of Stadium. Two bids were received, one in the amount of $12,500 contingent upon Board of Adjustment approving the use of the land for a day care center, and one bid in the amount of $10,500 . The property has been appraised at $11,000 and City Staff is recom- mending the Council approve the bid for $10 ,500 . After discussion, Councilman Borgmeyer moved that the Consent Agenda be approved with the exception of Bid 141, which shall be pulled off and further clarification provided at the next Council meeting, and that the bid for $10,500 for the real estate be accepted. Motion seconded by Councilman Halsey and passed. She stated that in July she presented a petition with 19 signatures in opposition to the request to the Planning & Zoning Commission. The main reasons for the opposition are traffic, parking and the residents simply do not want apart- ments there. Mr. Brown appeared in favor of the request. It was questioned whether or not the petition presented on ! the first bill (which was previously voted on and failed) would be i in effect for. the reintroduction of the new bill, as the new bill {<;; has not changed in wording, and whether or not the petition was valid as the signatures were not acknowledged. After further discussion, Councilman Wade placed this bill on the Informal Calendar. Mr. Hamburg was requested to seek a legal opinion as to whether Ms. Waggner's petition is valid. Councilman Hequembourg reported that the Environmental Quality Environmental Commission will be coming before the Council in the Spring for an Quality appropriation for their tree planting program. They had requested Commission to come before the Council this evening and request that their program be included in the budget. However, Mr. Hequembourg suggested that they wait until spring after other major projects have been bid and there is a better accounting of the capital im- provement projects.
