• REGULAR COUNCIL MEETING, October 18, 1982
The regular Council meeting was called to order at 730 p.m. with -
Mayor Hartsfield presiding. :,
Prayer was offered by Rev. Bill Henderson, Western Hills Assembly of
God Church.
Councilmen present: Borgmeyer, Davis, Gordon, Halsey, Kliegel, Lock, Roll Call
Roark and Scheulen.
Councilmen absent: Blume and Hequembourg
A quorum was present.
A presentation from the galley was made by Jerry Turner of the Cole
Presentation
County Chapter of Red Cross to the Jefferson City Police Department. from
An "Achievement Award for Extraordinary Effort" from Missouri-Illinois Galley
Regional Blood Services was presented to Mr. Ray Bledsoe and Dick
Duncan, who accepted the award on behalf of the Jefferson City Police
Department.
A presentation was made by Michele Coleman from the Rape and Abuse
Crisis Center explaining the need for funding for the Center. At the
present time, the Center expects to be funded by United Way, a major
portion of which funding will be applied to the cost of a part-time
coordinator for the Center. If funding is provided by the Federal
Revenue Sharing program, Ms. Coleman stated that these funds would
be used to purchase films, projectors, printing supplies and books
which will be used in educating the public as to the functions of the
Center. Mr. Tom Brown, a member of the Center's task force, also
appeared to offer his comments in support of the Center's work and
its financial needs.

The next item of business was the Consent Agenda which included Consent
Council Minutes of the Special Council Meeting held on September 27, Agenda .
1982, and Minutes of the Regtalar Council Meeting held on October 4,
and awarding of the following bids:

Upon motion by Councilman Gordon and seconded by Councilman
Scheulen, the Consent Agenda was approved.
• ( Mayor Hartsfield announced that he received a letter from an Donation
anonymous source who wishes to donate $25,000 toward the $40,000 for
cost of installing an elevator in the elderly housing Senior Center, Senior
which was formerly the chapel of Lasalette Seminary. Mayor Center
Hartsfield suggested that the City contribute $5,000, the Housing Elevator
Authority $5,000 and the Park Board $5,000. A motion was made by
Councilman Borgmeyer that the funds be taken from Revenue Sharing,
Councilman Halsey seconded the motion, and was approved by the 1
Council.

Councilman Scheulen requested that changes be made to the bill as
follows: Section 22-84, amend the hours of sales so that "No garage
sale shall be held between 8:00 p.m. and 7:00 a.m." Section 22-85,
amend by deleting the section (concerning consignment of goods).
After discussion, Bill 82-88 was amended to conform to the requests of
Councilman Scheulen by motion.

Councilman Borgmeyer made a motion to amend the percentage of the tax
received, seconded by Councilman Gordon. After clineussion, it was
decided to place the bill on the informal calendar so that research
could be performed 115 to the effect of any amendments on the budget.

Councilman Halsey stated that he sponsored the bill but not the firm
recommended in the bill to perform the audit, and stated that he wished
the Council to proceed with discussion and voting on the bill.
Councilman Scheulen, who was present at the interview of the firms
placing bids, spoke in support of using Price Waterhouse to do the
audit. lie stated that he did not believe the City should feel obligated
to choose the "low bid" when choosing professional services as the
difference in price could indicate a difference in quality of performance.
Councilman Halsey stated that he felt the Council should choose the low
bidder, a local firm, rather than the higher bid of Price Waterhouse
because the difference in price might be due to traveling expenses and
out-of--town lodging. Mr. Dave Beck of Price Waterhouse was present to
answer questions.

A memo was disU thine(' by City Counselor Lyn Porterfield from Mr. Alex
Bartlett , attorney for Weatherby Advertising :stating that Weatherby r'
-` Advert king and Mr. Mager have reached an agreement to remove the
sign from the Christy Drive location. Mr. Porterfield recommended that
the Council pass the ordinance which terminates the contract for sign
location:). Mr. 13rydon stated that , on behalf of Mr. !lager, they had no
further interest in the matter. Mr. Bartlett stated that he would be
willing to work with the City Counselor in reaching an agreement for
remaining signs. Councilman Halsey requested that Bill 82-56 be with-
drawn.

Councilman Scheulen made a motion to amend the Bill to eliminate
parking on the west and the south of Edgewood between Stadium and
Southwest Boulevard, seconded by Councilman Halsey. After discussion,
the amendments were approved.

Hill 82-83 was held over on the Informal Calendar at the request of 82-83
Councilman Scheulen. ESM Contract
Resolution 82-24 was presented which endorses the legislation on the R_82_24
proposed Missouri Municipal Code and encourages the Missouri General Mo. Municipa
Assembly to act in an expedient manner to enact this important Code
measure. After a motion was made and seconded, the Resolution was
adopted.
Councilman Halsey brought to the attention of the Council the Cable tv
condition of the cable television work being done at Linden Street. work
Mr. Halsey had visited the site of the work being done, and asked Linden St.
Lyn Porterfield, City Counselor, what needs to be done to expedite
the work. Mr. Porterfield explained that if it is a situation where
the company fails to get a cable in by the ninety-day period
allowed, the City may want to get the work done and bill the cable
company. If that is not the actual situation, notice could be given,
if the condition is unsafe, allowing a thirty-day waiting period, then
it could come back to the Council as a possible termination of
contract. No action was taken by the Council. Mr. porterfield was
instructed to provide informational assistance to the attorney for the
Housing Authority.
Upon motion and second, the meeting was adjourned to executive Executive
session to discuss two matters of litigation, by the following vote: Session
