SPECIAL COUNCIL MEETING, October 13, 1983
The Special Council Meeting was called to order at 7:35 P.M. by Mr. Call to
Randy Halsey, Finance Chairman of the Council. The following Council Order
Members were present:
Present: Borgmeyer, Davis, Gordon, Haake, Halsey, Hequembourg, Roll Call
Kliegel, Lock, Roark and Viessman.
Absent: None.
Mayor Hartsfield arrived at the meeting at 8:00 P.M.
A quorum was declared present.
Chief Patton reviewed the Police Department budget and also the Police Police
Training Fund budget. It was moved by Councilman Roark and seconded Budget
by Councilman Gordon that $4,000 'be added into the Capital Improve-
ments - Equipment budget to purchase a motor, a trailer and miscellane-
ous equipment for the boat to be used for water rescue. The motion was
approved by voice vote. There were no other changes made to the Police
Department or Police Training Fund budget. There was discussion of the
move of the communication room from the basement to the first floor of
the police building. Chief Patton reviewed the cost figures on this item
and it was moved by Councilman Roark and seconded by Mr. Viessman
that the move be approved as presented in the revenue sharing budget.
The motion was approved by show of hands vote.
The Park Board and its Director, William Lockwood were present to Park Board
discuss their proposed budget for the upcoming year. Mr. Gordon opened Budget
the discussion by stating that he advocated cooperation between the
Board and the Council and thought that the relationship should not be
adversarial. Mr. LePage, Chairman of the Park Board Finance and
Personnel Committee, made a presentation of the proposed 1983-1984 Park
Board budget. Ile presented a written budget message and reviewed it
with the City Council. Council members had several questions to ask of
Mr. LePage and Mr. Lockwood. In the review of the budget, several
format changes were pointed out to the Ctty Council. There was no vote
taken to approve the Park Board budget.
There being no further business, the meeting was adjourned at 9:35 P.M. Adjournment
