REGULAR COUNCIL MEETING, October 7, 1985 '.
• A Regular Council Meeting was called to order at 7 :30 P.M. with Call to
Mayor George Hartsfield presiding. Order
Prayer was offered by Councilman Woodman. Prayer
The following Council Members were present:
Roll Call
Present: Borgmeyer, Davis, Gordon, Haake, Halsey, Huffman,
Nelson, Veile, Viessman and Woodman
Absent: None.
A quorum was declared present.
The first item of business was a public hearing on the Gross Public •
Receipts Utility Tax. After no one present wished to speak Hearings
regarding this matter, Mayor Hartsfield concluded the public
hearing. GRUT
The next item of business was a public hearing on Federal Revenue Federal
Sharing funds . Ms . Judy Ownes of the Eas is ide Betterment Revenue
Association was present and distributed a presentation regarding Sharing
the improvement of Seven Hills Road. She requested that the
Council consider placing this in their budget as quickly as
possible.

Judge James Finch of the Environmental Quality Commission was
present to request, that the Council consider the beautification
of Missouri Boulevard with part of the Revenue Sharing funds .
Mrs . B. J. BeLong was present and also asked that the Council
consider the improvement of Missouri Blvd.
There being no further comments regarding Revenue Sheering, Mayor
Hart af ield concluded the public hearing.
The next item of buainesra wars ca public hearing on the 1905 Property Tax
property tax levy. Bob Cox, Director of Finance explained the Levy
necessity of having this second hearing and pass ing an amended
ordinance due to the fact that, prior figures from the anseuumerat
officials was incorrect and would cost the City a considerable
amount in lost. revenue. Au no one present wished to speak further
on the matter, Mayor Hartsfield concluded the public hearing .
Mayor Hartsfield stated that interested parties in the Midwest. Midwest
Block lawsuit were present and asked spokespersons from each side Block
to make a presentation to the Council. Mr. Tom Vetter, attorney
for a group of citizens living close to Midwest Block, spoke on
behalf of those citizens in opposition to the actions taken on
settlement procedures . He gave copies of an Application to
Intervene to Mr. Hamburg to be discussed in Executive Session
later.
Mr. Tom Riley, attorney for Midwest Block, asked that the City
consider withdrawing from the case and allowing the citizens and
Midwest Block to settle the matter between themselves .
Mayor Hartsfield announced that Chief Lawrence Patton of the Recognition
Police Department is planning to retire in the next couple of of Chief
years . A plaque containing a permanent copy of a newspaper Patton
editorial on Chief Patton's service to the City was presented to
' him by the Mayor.

Councilman Haake spoke in opposition to this vacation and stated
the City should not make such a move until the intentions of the
state on this project are clear.

Councilman Davis requested a "consensus" vote from the Council as
to whether this should be done without a consultant, or a new
ordinance should be drafted using one of the recent proposals .
The following show-of-hands vote was taken:
Aye: Davis, Gordon, Haake, Huffman, and Nelson
Nay: Borgmeyer, Halsey, Veile, Viessman and Woodman
Mayor Hartsfield voted "Aye" to break the tie.
1 Councilman Gordon requested that background information on all
4 the firms presenting a proposal be made available to the Council
at either an Executive Session or a work session for
I consideration before further action is taken on a consultant.

• Councilman Borgmeyer requested that Bill 85-105 be withdrawn.
A petition from residents on Moreau Drive was Nbreau

City Clerk for filing and distribution to Council members . Peion
1 petition requests improvement to sidewalks and curbing at no
' expense to the property owners .

, 'Councilman Halsey commended the Staff on its work on the 1985-86 Moption
budget, and moved that the Mayor accept the proposed budget of of Budget
$17,826, 589, motion was seconded by Councilman Viessman, and
I approved.
I IIICouncilman Gordon asked that the City look into placing signs on Signs on
jSchool Lots
parking lots at schools to avoid confusion and ticketing.
Councilmen Viessman and Halsey both asked that the cable tv Cable TV
1 company be contacted regarding numerous complaints they have been
receiving and an apparent lack of quality service to the citizens
Iof Jefferson City. Gary Hamburg asked that any complaints
received by the Councilmen be referred to him for contact and
follow-up.

There being no further business, Councilman Gordon moved that the Adjournment
ICouncil go into Executive Session for the purpose of discussing
personnel and litigation, motion was seconded by Councilman motive'
