HomeMy Public PortalAbout19861006 46 REGULAR COUNCIL MEETING, OCTOBER 6, 1986 A Regular Council Meeting was called to order at 7:30 P.M. with ;oil Call Mayor George Hartsfield presiding. "_ Prayer was offered by Reverend Spencer Jones, Pastor, of Second Baptist Church. The following Council Members were present: Present: Barnicle, Borgmeyer, Davis, Gordon, Haake, Halsey, Nelson, Scheulen, Voile and Woodman. Absent: None. A quorum was declared present. ' ` The first item on the Agenda was presentations from the Gallery. allery The first person to address the Council was Mr. Bud Wilburs, who ' resentation9 presented the Mayor with petitions signed by approximately 800 citizens asking the City to take action immediately to see that Isis Chemical Company is moved from a residential area to an i SIS Chemical industrial. The petitions were handed to the Mayor who then turned them over the City Clerk at approximately 7: 35 p.m. Mr. Wilburn wanted the Council to know that he was not representing the East Side Betterment Association as an attorney, but as a concerned citizen. Ms. Judy Owens, President of East Side Betterment Association also addressed the Council to voice the Association's displeasure with Isis Chemical being allowed to remain in a predominantly residential area. Ms. Owens stated the Association does not want to appear anti-business, but feel that the move would also be more conducive to Isis. Ms. Marion nonnot informed the Council that she had lived in her house since 1947. She stated she had been told that Isis was protected by the "Grandfather" law. She merely wanted to know what protection she had. Mr. Doug Nix of TCI addressed the Council concerning the packet CI of information that had been distributed to the Council earlier. He informed the Council that TCI would like to have the City renew their franchise. Mayor Hartsfield referred the proposal to the Cable TV Committee for their review at their meeting on October 15, 1986. Chairman able TV Steve Veile will report back to the Council after the Committee has had time to study this issue. There was some questions concerning the two audits that had been received by the City from TCI. There were also some questions about the fact that Channel 27, which is one of the new proposed additions, is already on the system. Mr. Nix explained that this was only possible for those who already had a convertor box or a cable- ready tv. This concluded the Presentations from the Gallery. Councilman f Borgmeyer asked a question concerning the bid for trees from , Planning & Code Enforcement, which Mr. Dick Preston answered. 1 = There being no further questions, Councilman Halsey moved acceptance of the Consent Agenda, Councilman Nelson seconded and it was approved. The following minutes have been received and are on file in the Minutes Filed City Clerk's office: Transportation Commission 8/19/86 and 9/17/86; Planning & Zoning Commission 9/11/86; and Parks & Recreation Commission 9/22/86. 1 Mayor Hartafield asked the Council to approve the following '. appointments: ,;: Appointments j f . Councilman Halsey moved approval of these appointments, Councilman Nelson seconded and it was approved unanimously. Informal Calendar: Informal Caiend= Councilman Nelson asked that Bill 86-113, which amended Section 86-113 18-215 and 18-229 regarding reserved parking be withdrawn from Reserved Parkin l- the Informal Calendar. Councilman Halsey requested that Bill 86-116 regarding the 86-116 suspension of sentences by the Municipal Judge, be held over on Municipal .fudge the Informal Calendar. Suspensions of Sentences Resolutions: Resolution RS86-23 regarding the installation of street lights at various locations. Councilman Nelson moved approval, Councilman Gordon R606-23 seconded and it was approved. in.itnilation of Strut Lights Mayor Hartsfield requested City Administrator Dave Johnston to Airport give a report to the Council regarding the damage the City had Flooding sustained during the flooding that had occurred during the weekend. Mr. Johnston reported that the airport had begun evacuation on Thursday, October 2 and Friday, October 3. All of the airport buildings were flooded, and as soon as possible, we will begin cleanup operations. The Wastewater Treatment Plant is not in operation at the present time due to the fact that there was no electricity. Wastewater There was only one pump that was totally submerged; the one located on Green Meadows. Treatment Plant The Red Cross had set up an emergency evacuation center, but not very many had used it. 1-70 had been closed and that traffic Red Cross was being routed through town; however, 1-70 was now open and we Evacuation should be seeing a reduction in traffic. Councilman Halsey stated that he had been doing some checking on the flooding situation and that he had observed Fire Chief Robert Rennick and Marty Brose, Director of the Department of Transportation, sandbagging right along with their men. He wished to commend them for their hard work and the conscientious effort they had put forth. Councilman Gordon requested that Mike Bates, Director of Public Works, do some investigation into the damage that is being done to our streets by the garbage trucks that are being allowed to Damage run over their weight limits. Mr. Gordon requested Mr. Bates report his findings back to the Council. ISIS Chemical Mr. William Newcomb requested to address the Council regarding Isis Chemical. He stated that he had been late arriving at the meeting and wished to speak as a concerned citizen regarding this potentially dangerous situation. Mayor Hartsfield informed Mr. Newcomb that he could speak if he would be brief; the correct procedure to be followed was to request to be placed on the Agenda. Mr. Newcomb commended the City for the fine job they do in handling dangerous and potentially dangerous situations, and felt that the City could do an excellent job of convincing Isis Chemical to find a better place to relocate their business. Approval The next item was the approval of the Executive Session Minutest of Executive Councilman Gordon moved approval of the minutes, Councilman session Minutes Halsey seconded the motion. At this point in the meeting, Councilman Haake had a question regarding the minutes, it was decided this could not be discussed on open session. Councilman Gordon withdrew his motion for approval and Mr. Halsey withdrew his second. Councilman Haake moved the Council adjourn to Adjournment Executive Session, Councilman Barnicle seconded the motion and it was approved by the following vote: Aye: Barnicle, Borgmeyer, Davis, Gordon, Haake, Halsey, Nelson, Scheulen, Veile and Woodman.
