HomeMy Public PortalAbout19871005 210 A Regular Council Meeting was called to order at 7:30 P.M. with Mayor Louise Gardner presiding. Prayer was offered by Reverend Jack McInnis, Pastor of First Christian Church. The following Council Members were present: Present: Barniole, Borgmeyer, Davis, Gordon, Haake, Halsey, Mason, Scheulen, Veile and Woodman. Absent: None. A quorum was declared present. PRESENTATIONS FROM GALLERY: Ms . Mary Jane Glascock, representing the Moreau Heights Elementary School PTO, wished to address the Council regarding specific safety concerns the parents and teachers of Moreau Heights have for the children going to and from the school property. Ms. Glascock read a petition to Council and presented the City Clerk with the petition and the signatures of 182 parents and teachers. The specific concerns addressed in the petition were 1 ) the lack of sidewalks along either side of the major portion of Hough Park; 2) the lack of an adequate crossing at the corner of Hough Park and Ellis Blvd. ; 3) the total lack of sidewalks along Ellis Blvd. ; and 4 ) the speed of traffic along Ellis Blvd. from Hough Park Golf Course to Green Berry Road. Councilman Halsey asked Mike Bates, Director of Public Works, if the Department of Public Works had dons any investigation into this problem. Mr. Baton stated that Public Works had dome come preliminary study into the problem, but had not investigated the speed of traffic, the need for signalizatian at the intersection or the coat of the sidewalks. Mr. Baton said his Department would further study these areas) of concern and would report back to the Council at the November 2, 1907, Council meeting. Mr. Bates said that the construction of sidewalk') usually involves the participation of the residents in the area and Public Works might need to meet with the residents to discuss the problems and concerns expressed. CONSENT AGENDA: The Consent Agenda consisted of the following: a) Council Minutes of 9/21/87 b) Awarding of the following bids: Bid No. 948 - TV Inspection System for Sanitary Sewers, Public Works Bid No. 953 - Postage Scale, Finance Bid No. 958 - Print Paper and Film, Public Works Bid No. 960 - VCR Camera, Player/Recorder & Monitor, Sewer/Engineering Councilman Veile asked why there were two TV cameras needed for the Inspection System for sanitary sewers and the VCR. He wanted to know if it was necessary to purchase two cameras, or would one be sufficient. INFORMAL CALENDAR: Councilman Halsey requested Bill 87-82 regarding the regulation of burning in the city limits remain on the Informal Calendar. Councilman Barnicle requested Bill 87-89 regarding the establishment of preferences in the procurement of goods and services remain on the Informal Calendar. RESOLUTIONS: Councilman Voile moved adoption of Resolution 87-21 regarding the installation of street lights at various locations in the City of Jefferson. Councilman Halsey seconded and it was approved. 1 Councilman Halsey moved adoption of Resolution 87-22 regarding the authorization of travel and the reimbursement of expenses for elected officials. Councilman Mason seconded. Councilman Davis stated he had not received a copy of this resolution in his packet, but in looking over the copy he had been given, he had some questions regarding "all" travel. Councilman Davis stated he could see where there could be potential problems if the Mayor needed to make a trip to an town nearby and the Mayor Pro Tem and the Finance Committee Chairman was not available for approval. Councilman Scheulen asked what the prior policy had been concerning travel and reimbursement. Councilman Halsey stated the Mayor Pro Tem and Finance Chairman had signed the previous ULAR^COu ,s Mayor's expense reports. Mayor Gardner read from Section 3.3 Compensation; Expenses from the City Charter which states, "Councilmen may receive reasonable reimbursement for actual and necessary expenses as approved by the mayor and council. " z.#< Councilman Voile stated he also had some questions and concerns concerning this Resolution. He had received it in his packet with no prior knowledge, no discussion, and no reasons as to why it was being put before the Council. Councilman Voile stated he liked the idea of checks and balances and thought they were very necessary, however, he felt this resolution might be premature and there was a need to study the situation a little more. Councilman Halsey stated this resolution had also been prompted :r by a couple of inquiries that were made concerning travel and honorariums. Councilman Halsey stated that after having talked with members of the staff, and the City Counselor Allen Garner it was determined to have either the City Administrator or Council members approve expense reports. It was felt that it would put staff members in an uncomfortable position to have to approve or disapprove Council 's expenses. Councilman Halsey stated he felt the approval of this resolution would only be a temporary solution and probably next April the Council would want to introduce an Ordinance outlining these policies. Councilman Halsey stated it had been brought to his attention that certain elected officials had been receiving gifts and honorariums. Mayor Gardner informed the Council she wished to make a statement for the record. Mayor Gardner stated that only throe Councilmen had not signed one of her expense vouchers and the only reason they had not was they had not be available when a signature was needed. She also informed the Council she did accept a two-day stay at the Capitol Plaza Hotel. There were two very formal, nice affairs being hold two days in succession in conjunction with their grand opening and they offered her a courtesy room and she accepted. I I After further discussion, Councilman Herniale moved to table Resolution 87-22 until the next Council meeting. Councilman Voile seconded and it was approved. NEW BUSINESS: Councilman Scheulen filed a petition with the City Clerk that he had received which had been signed by 59 residents in the St. Louis Road area regarding the removal of a house located at 2538 St. Louis Road. The house is very degrading to the neighborhood, is not hooked up to city sewer and has been abandoned for ten years. Councilman Scheulen had asked Planning & Code Enforcement do a study regarding this residence and this report was also being submitted with the petition. Councilman Haake questioned an item on City Administrator Dave Johnston's Informal Report regarding the agreement between the City, the Housing Authority and St. Mary' s. Mr. Johnston's report stated the closing would take place in approximately two months and Councilman Haake wanted to be sure the City was not going to be abandoning any property in this area until the Highway Department had made their final plan. City Administrator Dave Johnston agreed this was correct. Councilman Voile informed the Council he had received a petition in the mail with approximately 145 signatures and he was going to be forwarding this petition on to the Cable Quality Commission. Councilman Veils stated the petition was praising TCI for putting Channel 31 on the air during the Pope's visit to the United States. The petition also requested this network be retained on the Cable system here in Jefferson City. APPROVAL OF EXECUTIVE SESSION MINUTES: Councilman Haake moved approval of Executive Session minutes, Councilman Gordon seconded and the minutes were approved. ?;a EXECUTIVE SESSION: There being no further business, Councilman Borgmeyer moved to go into Executive Suasion and that it last no longer than fifteen minutes.
