REGULAR COUNCIL MEETING, October 4, 1982
The regular Council meeting was called to order at 7: 30 p.m. with
Mayor Hartsfield presiding.
Prayer was offered by Rev. Gene Akeman, Community Christian Church.
Councilmen present: Blume , Borgmeyer, Davis , Halsey, Hequembourg, Roll Call
Kleigel, Lock, Roard, and Scheulen.
Councilmen absent : Gordon.
A quorum was present.
Mayor Hartsfield announced the fiscal year 1983 Revenue Sharing
Budget had been prepared as follows : Rape and Abuse $2 , 170 , Re-
maining Construction Cost of City Hall $1,094, 970, Telephone Sys-
tem $150,000, and Furniture $89,900, for a total of $1, 337 ,040. The
City has 3 years to commit the funds .
Councilman Gordon arrived.
The next item of business was the Consent Agenda which included Consent
Council Minutes of September 20 , 1982, and awarding of the follow- Agenda
ing bids :

Councilman Borgmeyer made a motion to strike from the minutes of
September 20, 1982 , the section concerning Bill James presenting
a petition to the City Council since no petition was actually
presented. Motion wan seconded by Councilman Blume and approved.
Mayor Hartsfield directed that corrected Minutes be mailed with
the Minutes of the October 4 Council meeting.
On motion and second, the Consent Agenda was approved as amended.
Minutes of the Board of Adjustment meeting held September 14, 1982 , Minutes
the Airport Commission held September 21, 1982, the Electrical Received
Board held September 20, 1982, and the Public Works and Planning
Committee held September 29 , 1982 , were received and are on file
in the City Clerk' s office.

Councilman Scheulen indicated to the Council that there was oppo-
sition to this bill and suggested sending it back to the Parking
and Traffic Commission. Mayor Hartsfield also mentioned that this
affects Family Mental Health Services , and that Mike Bates had
originally requested the Parking and Traffic Commission to pro-
hibit parking on one side of Edgewood only. After further dis-
cussion, the bill was put on the informal calendar and sent back
to the Parking and Traffic Commission for their recommendation.

ACTING ONE NEW CHAPTER REGULATING THE COLLECTION, REMOVAL, AND
DISPOSAL OF SOLID WASTE, AND PROVIDING A PENALTY.
Before this bill was discussed, motion was made by Councilman
Scheulen and seconded by Councilman Lock to correct any`.eonflicts •
with Ordinance 9852 .before approval. Bill 82-83 was placed on
the informal calendar so that these conflicts can be corrected. •

82-56 Mayor Hartsfield reported that he had received a letter from Mr. •
Weatherby Hemmel and his attorney stating they were negotiating with Mr. •
Posting Hager and hoped to reach a solution in the near future. Bill 82-
Service 56 was left on the informal calendar.

R82-22 Resolution R82-22 was presented authorizing elected officials of
Elected the City to have the same benefits extended to appointed City
Officials employees . Upon motion by Councilman Gordon and seconded by
Benefits Councilman Halsey and carried, the Resolution was adopted.
R82-23 Resolution R82-23 was presented that announced the intent to
Special establish a special business district in the central business
Business district of the City. After discussion, upon motion made by
District Councilman Scheulen and seconded by Councilman Gordon, the
Resolution was adopted after amending section 4(a) to read " . .

Election The next item of business was the election of a new City Clerk.
of City Motion was made by Councilman Scheulen and seconded by Councilman
Clerk Hequembourg to elect Phyllis Powell. The motion carried, and Ma.
Powell will begin work on October 13.
