I . 027 MINUTES HILLSBOROUGH TOWN BOARD December 10, 1996 PRESENT: Mayor Horace Johnson, Mayor Pro Tem Richard Simpson, Ken Chavious, Catherine Martin, Remus Smith, NCDOT: Vance Barham, Don Darity, Tommy Dyer, Gorman Gilbert, BOARD OF EDUCATION: Superintendent Bill Harrison, Steve Halkiotis, Principal Linda Halkiotis, Principal Jean Swainey, and Miriah McPherson (neighbor), Town Manager Eric Swanson, Planning Director Margaret Hauth Mayor Johnson called this special meeting to discuss Nash Street and other transportation concerns to order at 11: 10 AM. He asked everyone to introduce themselves. Swanson briefly highlighted the items in the information packet and the topics to be discussed. N ash Street Mayor Johnson asked the school representatives to discuss their concerns with the intersection at Hayes and Union Streets. The principals described efforts they have taken to increase safety and described concerns and incidents at the intersection, S. Halkiotis thanked the Department for their assistance at other school locations and said that the County and Board of Education would be happy to cooperate with the Town and the Department to improve conditions here. McPherson related her difficulties, as a resident of Nash Street, with the current situation and lack of traffic control. Chavious agreed and related some of his observations as a Nash Street resident. L. Halkiotis noted the special circumstances present on this street with the proximity of two schools, one of which operates year round and the limited use of bus transportation by the students. She thanked the police department and the town for its efforts in the area She suggested that making Hayes Street one-way would provide an added benefit which should be investigated. Barham said the Department could conduct another traffic survey to determine whether stop signs could be installed. Swanson confirmed the vacation schedules of Hillsborough Elementary and Central Elementary with the principals and asked Barham to delay the study until at least January 6 so both schools would be open. Barham said that would not be a problem. US 70IFaucette Mill & Revere Roads Hauth briefly described the report she compiled from Police Department records regarding Nash Street accidents for the previous 5 years. She added that the damage figures are those made by the officer filing the report and were not updated by actual insurance figures. Chavious noted that many accidents on the street are not reported because people do not wish to report them to their insurance carriers. Simpson questioned how traffic singlas in other locations get installed and this request is routinely denied. Darity described the standards used by the department in determining signal location. He added that the Department has been studying the possible realignment of the streets at that intersection, in hopes of improving the situation and making the eventual installation of a signal possible. Darity said the proposal to realign the intersection should be available by the end of January. Gilbert said he would try to set aside small urban funds to implement the report's recommendations. . I . 028 TB/DOT meeting 12/10/96, page 2 Truck route - completion of the Efland interchange Gilbert and Barham reported that there remains only minor work to complete the project. Once the contractor is finished, the Department will install the necessary off-project signage to direct trucks through the appropriate route. Mayor Johnson suggested signage also be installed near the US 70 and 1-85 split near the Durham/Orange line to encourage trucks to use US 70 to directly connect with NC 86. NCDOT agreed to 100k into that signage. Mayor Johnson thanked everyone for attending the meeting to discuss these matters of mutual importance.
