Mayor Hartsfield presiding. r.. Prayer Prayer was offered by Mayor Hartsfield. l' Roll Call The following Council Members were present: Present: Borgmeyer, Davis, Gordon, Haake, Halsey, Hequembourg, Kliegel, Lock, Roark and Viessman. Absent: None. . t City View ! Ms. Pat Johnson was present and spoke in behalf of the citizens Drive # residing on City View Drive, pertaining to the proposed name change of that street. She asked the procedure for requesting such a name change, after which Mayor Hartsfield explained that anyone wishing to make 'F . such a request will be allowed to make his or her request known to the r' $^} Council. Ms. Johnson presented a petition to the City Clerk with f: signatures of the residents of City View Drive who opposed the name ,. change. 1.ft Bus Ted Herron made a presentation pertaining to the proposed bus terminal Terminal in the Capital West redevelopment area. He stated that two firms had 'z expressed interest in the 77,000 square feet in the tract on the map displayed by Mr. Herron. Ile also explained the progress which has been made and the plans for the immediate future. He stated that proceedings ,,, were nearing an end whereby the State of Missouri will pay the City for f . the share it plans to utilize in the area. Mayor Hartsfield asked what Ty an approximate time would be for having an agreement between all parties pertaining to the transportation building. Mr. llerron stated that he believed the settlement could be reached with in six months. Mr. .. Hequembourg stated that when the City agreed to allow the bus station }' to use their building, the rent amount was set at $1 .00 per year. Ile stated that if the bus station began to "drag their feet" in this project that the City consider raising that rent to better motivate them. Desiree Huts was present to speak in behalf of the Employees e es Committee LAGERS l speak 1 Y ' regarding LAGERU;• SeveraI employees have expressed a destre to receive I . back the money that they have paid out of their own salaries to ;; i LAGERS, but will need to present this to the LAGERS executive committee, at their meeting in November. She stated that the Employees, Committees . I would like to have the support of the Council before they present their , petition to the LAGERS committee. Mayor Hartsfield ;stated that he would j ask Mr. i'orterfield to research the legal ramifications of this request and place it on the agenda for the October 3 Council meeting. Open Dwight Warren of the News Tribune was present to express his opposition Meet Ingo in to the mandating of closed meetings in the Equal Employment Opportunity EEO Ord. Committee ordinance, which is on the agenda as Council hill 83-97 Amended. • • Key to City i Mayor Hartsfield presented a key to the City to Mr. Thelbert Newton for Thelbert his fifteen years of service on the Park Board. Mr. Dwight Reed, also Newton scheduled to receive a key, was not able to attend the meeting to accept it at this time. Consent The next item of business was the Consent Agenda, which included . Marty Brose explained that the lowest bid was on a machine that did not have all the features desired. Councilman Hequembourg stated that on the insurance bids, the local Insurance firm of Winter-Dent would have the low bid when the bids of automobile, Bid workman's comp and employers liability were combined. He felt that it would be more equitable to work with a local firm rather than the St. Louis firm. Councilman Gordon moved that the Consent Agenda, excluding Bid No. 362, be approved as presented, the motion was seconded by Coun- cilman Roark and approved. Councilman Hequembourg moved to accept the recommended insurance bids with the following amendments, the motion was seconded by Councilman Haake, and approved: C. 1. Councilman Halsey requested that Mr. Porterfield make a statement regarding the portion of the ordinance pertaining to closed meetings. Mr. Porterfield stated that the way the amended ordinance now reads it would mandate closed meetings in the specific circumstances set forth in the ordinance. He stated that by so doing, the Council would not be committing any infraction of the Sunshine Law. Councilman Viessman stated that he felt if the Council placed any "credence" in the people it chooses to serve on the Committee, the committee members should have the option of choosing to close the meetings. Council Member Lock stated that she felt the City has a responsibility to protect the identity of applicants and felt all meetings pertaining to individuals be closed. Council Member Lock moved to accept the amendments to the Bill, the motion was seconded by Councilman Hequembourg, and approved. Resolu- The next item of business was resolutions. t iono • RS83-19 RS83-19, an amendment to Transit Grant. Marty Brose was asked to Grant for explain the items proposed in the amendment. Mr. Bross detailed all the Tranaporta- items being proposed, his ideas as to why they are needed, and figures ti•on Dept. to justify the needs. Councilman Gordon mentioned the department's • deficit in their budget, and suggested a committee be appointed to help Mr. Brose decrease the deficit. The consensus of the Council was that their approving the department's application for the grant would not mean that all items requested would be absolutely approved for purchase. Councilman Iicqucmbourg moved that the Transportation Department be allowed to go ahead and make application for the grant • for all items except the tow truck mentioned, the motion was seconded by Councilman Davis, and approved. Unfinished The next item of business was Unfinished Business. Business Councilman Gordon mentioned that garbage trucks were still using Garbage private parking lots to the detriment of those lots to pick up garbage. Trucks on He stated that he planned to check weight limits and see if the trucks parking Lots were violating any ordinances or regulated weight limits. Mayor Hartsfield stated that the proposed 1984 budget will be distributed Budget next week and a schedule of meetings will be sent to Council Members Schedule for budget review.
