Prayer was offered by Councilman Steve Veile. The following Council Members were present: 1 Present: Feldman, Gordon, Mason, Scheulen, Veile, and Woodman. I Absent: Davis, Haake, Halsey, and Owens. it A quorum was declared present. PUBLIC HEARING: There was a public hearing concerning the City making application for grant funding for assistance with the downtown street lighting. Council and would not be speaking at this meeting. ;"n„,,,,,,,.:: Mr. Morris Trout, 717 Kaylyn Drive, addressed the Council cancernin` Vtini „.„,„„, • j Bill 89--95, the placing of a stop sign at Kaylyn Drive befog' 1 entering Sue Drive, Mr. Trout stated that this intersection was not : , a hazardous intersection and a stop sign was not necessary. Mr; v.%,t. At Trout presented the City Clerk with petitions that had been signed t i by several individuals living on the street. Mr. Trout stated that :-WOO those signing the petition stated they would not object to a yield II II sign being placed at the intersection, '<g¢is tr I Mr. Gary Duffy, 2823 Sue Drive, addressed the Council in favor of .,.1..q) 13i11 89-95 and requested a stop sign be placed at this intersection. .t =zix itt Mr. Duffy stated that there were others present who were in favor of ;,'. r. 1 ..: the stop sign and that something needed to be done to let vehic].e;� 3�i:.'::,_ s 1' know they needed to proceed with caution. Councilman Voile asked µi* _ GI Mr. Duffy if he would be opposed to a yield sign, Mr. Duffy stated = , j1 that he felt a yield sign would be appropriate. J._` k: At this point, Mayor Gardner announced that the Council needed I1 consider the Consent Agenda, and would return to Presentations fro the Gallery later in the meeting. ,, II CONSENT AGENDA: i1 The consent Acw»da consisted of the following items: a) Council Minutes of 09/05/89 :I b) Monthly Financial Statement '? c) Award of following bids: 1110 -- Knight Valley/Cimarron Stormwater Project, Public Works i `'1, d) Renewal of contract with Four Seasons Service for t1 maintenance and care of Longview Cemetery 1, 1 II Councilman Voile moved approval of the Consent Agenda. Councilman Gordon seconded the motion and it was approved. PRESENTATIONS PROM GALLERY: Mr. Jack Brade, Firefighters Local 671, addressed the Counci concerning the proposed changing in the hiring and promoti procedures in the Fire Department. Mr. Brade stated that t = proposed procedure does not allow for any mutual agreement betwe,� the Fire Chief and the Promotional Board as is the current practic:j but that it gives the total decision making authority to the Fi Chief. Mr. Brade distributed a list of the names of the current promotional board to the Council and stated that the Board would • - • 133 S• REGULAR COUNCIL MEETING, SEPTEMBER 18, 1989 glad to speak to the Council concerning this issue. R Councilman Veile asked Mr. Brade if he was addressing Bill 89-87, which would lower for applicants from 21 to 18. Mr. Brade stated he ;; was not and that he had no personal opinion on that bill. Councilman Veile asked if this issue was pending before the Council. Mr. Brade stated that there was nothing pending before the Council h as this was not in the Council's hands. Mr. Brade stated that he did not feel one individual should have the sole discretion for hiring . II and promoting in the public sector. Mr. Brade stated that if a qualified person on the Department can do the job beyond a shadow of L a doubt, then their years of service should be considered. t Councilman Scheulen stated that he felt what was being requested was . ' that a tenure system be put in place and he was not in favor of this type of practice.
