Public Hearing The first item of business was a public hearing on a request for rezoning land in the 2300 and 2400 blocks of St. Mary's Blvd. , : from RA-2 (Multiple Dwelling) , to C-2 (General Commercial) . Mr. .4 tionu Bid Tom Jackson was present to address they Council and hand out material concerning his company, Diversified Electronics . Councilman Haake staled he believes the City should honor its option on i.tu present: communications contract ( instead of accepting Bid 533 ) . Mr. Jim Hartley explained the procedures leading to the request for bids . The Council expressed its desire to remove Bid 533 from the Consent Agenda and request persons from both Diversified Electronics and Columbia Electronics to attend the next meeting to discuss this matter. Consent The next item of business was the Consent Agenda, which included Agenda Council Minutes of 9-4-84 and 9-7-84 , Administrator's Report, Finance Report, and the following bids : HELD OVER 532 - Elevator Maintenance, Planning & Code Enforcement Councilman Davis moved that the Consent Agenda be approved, motion was seconded by Councilman Borgmeyer and approved. Mayor Hartsfield also asked Lyn Porterfield to prepare { a chart of City personnel and how each position is affected by City ordinance. He also stated that, since the consensus of the Council seems to favor final passage of Bill 84-93 pertaining to caterers ' liquor permits (passed at the September 4 Council meeting) , he has decided against vetoing the bill and will sign it. Sublease Subleas e RS84--23 , Amendment: to Urban Development: Plan Urban Ck�v. Councilman Hequembourg moved that the Resolutions be adopted, , motion wan seconded by Councilman Halsey, and approved. Traffic Study The next item of business was a traffic study report made by Mx. Industrial Paul Bertrand, P.H. Mike Bates distributed copies of the report for the Council 's review. The conclusion of the report was that a "right-angle accident" pattern results from the intersection in on Industrial Drive, and that a signal device would serve to decrease that pattern. After further discussion, Mayor Hartafield asked Mike Bates to present at the next Council Meeting a funding report which would show whether or not the funds for a traffic signal could come from this year's budget ( unspent funds in the - Public Works Dept ) encumbered into the new year, or if it would have to be added to the new budget . City Budget Bob Cox distributed copies of the proposed 1984-85 City budget to the Council members , and Mayor Hartsfield reminded the Council that the budget did not include the traffic signal just previously discussed, nor for the updating of the comprehensive plan in the Planning & Code Enforcement Dept. Adjournment There being no further business, Councilman Hequembourg moved Executive that the meeting be adjourned to Executive Session for the Session purpose of discussing litigation and personnel, motion was seconded by Councilman Halsey, and approved by the following vote: I Aye: Borgmeyer, Davis, Gordon, Haake, Halsey, Hequembourg, Huffman, and Kliegel.
