Prayer was offered by Councilman Bor .m er. s'' Y Y 9 Y . The following Council Members were present : Present: Barnicle, Borgmeyer, Davis, Gordon, Haake, Halsey, Nelson, Scheulen, Veile, and Woodman ; Absent : None A quorum was declared present. ?E. A Public Hearing concerning Bill 86-111 began at 7: 35 p.m. The y. 'ublic Hearing s: first individuals to speak were supportive of the bill and had 'e: 86-111 t,;; submitted an initiative petition to re-open Country Club Drive to � ountry Club Dr. two-way traffic. Those speaking in favor of the bill were: Lana Iwo Way Traffic ; Martin, Matthew Schmidt , Dr. Andrew Giuliani, and Mr. Christy � Barton (representing the Equitable Life Insurance Co. , owners of _ Capital Mall) . ` Those individuals speaking in opposition to Bill 86-111 were Mr. Clyde Lear, Mr. Paul Jobe , Mrs . Marcie Kulp and Mr. Jack Pletz . These individuals were concerned about the amount of traffic on Country Club and the condition of the street , about the speed 4 with which individuals drive on this street and the lack of safety exercised in this residential area. ` The Public Hearing concluded at 8 : 00 p.m. Mayor Ilartsfield requested that due to the number of people in the gallery who wore primarily concerned with these two bills , that Bill 86-110 '.-, And 86-111 be considered at this time. There was some discussion among the Councilmen regarding these two bills , with it being noted that the sefet.y of the citizens living and tr.avel.l.ing, on this street should be the primary concern. [ Councilman Vie le moved that. Dill 86.110 be amended by making the , following additions : Section 2: Insert the word "private" before the word funding. Also, insert second paragraph which will read: "Upon completion of the traffic circle, the stop intersection at the most western entrance to Hobbs Lane shall be eliminated. REGULAR COUNCIL MEETING, SEPTEMBER 15, 1986 THE DESIGNATION OF THAT ROADWAY FOR TWO-WAY TRAFFIC, AND REPEALING ORDINANCE 10131 IN ITS ENTIRETY. Bill 86-111 was read third time by title, placed on final passage, and passed by the following vote as Ordinance No. 10723. Aye: Barnicle, Borgmeyer, Davis, Gordon, Haake, Halsey, Nelson, Scheulen, Veile and Woodman. Nay: None. There was some discussion about whether or not the two Ordinances conflicted with each other. Allen Garner, City Counselor stated that there was no conflict, one re-opened Country Club Drive to two-way traffic and one erected stop signs at various intersections . There was further discussion regarding the placement of Bill 86- 110 on the Agenda before Bill 86-111, as Bill 86-111 had been requested first. Councilman Veile stated he had been given permission to re-arrange the order of these items on the Agenda. At this point in the meeting, there was a five minute recess . ' Mayor Pro- The next item was the election of a Mayor Pro-Tem. Councilman Tem Election Halsey nominated Councilman Nelson, Councilman Gordon seconded the nomination. There were no other nominations and Councilman Nelson was unanimously elected Mayor Pro Tem. Councilman !Wake moved acceptance of the Consent Agenda which Consent included the Council Minutes of 9/2/86; the Monthly Financial Agenda Statement; and the awarding of the following bids : 831 - Drafting/feprographic Services , P&CE 832 - Vehicle, Police Dept . 833 - Structural Rubber Rail Crossing Material, PW Councilman Halsey seconded the motion, it was approved. Appointment Mayor Hartafield requested the Council to approve the appointment of Cassandra of Cassandra Sundermeyer as Administrative Secretary to Police Sundormayer Chief Gary Kempker. Councilman Halsey moved approval of the appointment, Councilman Gordon seconded the motion and it was approved. The police personnel board at its first meeting in each calendar year shall elect one of its members chairman, one as III vice-chairman and one as secretary. Councilman Halsey moved approval, U586-22 Councilmen Nelson seconded and it was approved, high Prennuro Lights on Shawn Unfinished Business: Unfinished Business Councilman Barnicle informed the Council that there are petitions being drafted to force ISIS Chemical to move. He road a prepared ISIS Chemical statement he wanted given to ISIS Chemical, at their next meeting. Councilman Barnicle read a portion of the "nuisance" ordinance and asked why this ordinance was not being enforced to correct Central/Nast En certain problems with the Central/East End Neighborhood area. Neighborhood Mr. Benton stated that the Planning & Code Enforcement officers were making efforts to enforce the City code. Mayor Hartsfield stated that the Council had received copies in their packets of the letter that had been sant to the Salvation Salvation Army Army asking that they demolish their recently burned building. Mayor Hartsfield asked Councilman Nelson to coordinate the activities for the bicentennial signing of the Constitution which Bicentennial will be celebrated next year. Celebration Councilman Veile informed the Council that the final public hearing for cable television would be held on Thursday, September Cable Televisio , 18, at 7: 30 p.m. Hearing Councilman Borgmeyer requested that Bill 86-110 be sent to the Traffic Safety Commission for their review as they have not had Traffic opportunity to study it .
