Councilmen absent : None. r, A quorum was declared present . ;1 4 4 Public A Public Hearing was held on the Urban Renewal Plan of the 1# Hearing LaSalette Urban Renewal Project . No one appeared in opposition to the Project. Mr. Ted Herron Housing Authority, explained the Project and agreed to answer any 3 questions. Public A Public Hearing was held on the rezoning request from Landwehr 1. Hearin Enterprises , Inc. , to rezone a Hearing p , portion of Landwehr Hills Sub- Idivision , Section 11 , from RS-2 (single family) to C-4 (planned commercial) . i No one appeared in opposition. Councilman Whitecotton made the motion that such bid of Turner Auto Service, Linn , Missouri , in the amount of $4 ,375. 00 , , ! be accepted. Motion seconded by Councilman Crader and passed. Approval of , The minutes of the Council Meeting of September 2, 1980, the City Council Administrator' s Report , and the following minutes of the Finance Minutes, Ad- Committee, were presented: ministrator y Meeting of the Finance Committee held Monday , September 8 , 4I Report , and ;; 1980, in the Council Chamber, with Councilman Brant presiding; Finance Corn- others present were Councilmen Borgmeyer, Crader , Gordon, mittee Report' Hequembourg, Kliegel, Prenger and Wade. Also present were Darrell Wattenbarger, Mike Bates, Tom Benton , Marty Arose and Jim Hartley. Councilman Whitecotton absent with leave. The first item of business discussed was additional ap- propriation requests from various Departments - these were for billz which accrued in October, paid in November, 1979, and actually due out of the previous year's budget . Motion seconded by Councilman Kliegel and passed. III 1 1 t yq f 4. 12 REGULAR COUNCIL MEETING,TNG, SIPTEbBER 15 ,,,/ • The next item of buniness was the dte;cunsion regarding =<z. { raising the minimum on advertising for sealed bids. Mr. Watten- tbarger suggested the minimum for sealed bids be raised to $3 ,500.004' > ' t It was also suggested that sealed bids could be requested on , such amounts but the Council' s approval could still be asked on purchases of lesser amounts , without sealed bids. In any event the Ordinance would probably have to be changed. After a general discussion it was determined to leave the 1 matter stand as is for the present and Mr. Wattenbarger and Mr. Hartley were asked to return to the Committee with a proposal as to show the matter could best be handled, to meet the requirements as idiscussed tonight . 1i Councilmen Borgmeyer and Hequembourg stated they would like more information on the present budget - the original requests and what was cut by the Mayor - and an explanation , a summary , as to , " what the appropriations were to be used for. Mr. Wattenbarger ! explained that they were voluminous but the Councilmen could have !; copies of whatever they wished. Councilmen Borgmeyer and Hequem- '`: s` bourg requested copies . It was understood that Mr. Wattenbarger and Mr. Hamburg would be present for all Budget sessions. :fs Ij The other matter for discussion on tonight 's Agenda was various fee increases for services rendered by the City , and this was held over until a later date, considering the fact that there was no rush since the Hancock Amendment would not be on the ballot in November. Mr. Wattenbarger advised that the Auditors from Peat , Marwick, Mitchell and Company would return in September for two or three day+ and review the records , to see that things are being done in ac- lcordance with the schedule. Monroe St . twenty-five foot apart on Monroe Street between Stale Street and the Expressway. The total amount for 95 trees, as requested, in $35,600.00. An alternate bid for 41 trees would be in the amount " of $16,900. 00. Waste Treatment Works Construction Projects and creating a new Industrial Article VI - Industrial Cost Recovery , Sections 32-70 through = Cost Recovery. Sections 32-79. " (Sewer) Councilman Brant requested that the Bill be placed on the Informal Calendar, for the same reasons as Bill No. 94 was being held over. There was no objection. Bill 96. Bill No. 96 , introduced by Councilman Whitecotton , entitled : "An Ordinance of the City of Jefferson , Missouri , repealing Animal Chapter Six relating to the keeping of dogs, cats and other r Control domestic animals and relating to the same subject matter. " , Ordinance Councilman Prenger referred to Section 14 , paragraph (a) and made the motion that the words and figures "ninety-six (96)" be changed to "seventy-two (72)" as the redemption period. This ' change was made with the understanding that the employees at the Shelter could use their discretion , over long weekends , or certain : periods when longer redemption periods were necessary , the animals; could be held over the 72 hour period. It was determined this flexibility could be allowed the Director. Mr. Benton explained t4 that was the only reason he knew why the change had been made but if any of the members present wished they could discuss it further ± at this time. Motion seconded by Councilman Whitecotton and passed. Councilman Hequembourg then made the motion that the Bill '; be further amended - Article 1 , Section , by changing the period ( . ) to a comma ( , ) and adding the words "by a practicing licensed , veterinarian. " , at the end of the sentence "Vaccination-Regis- , tration. The vaccination for rabies and issuance of an appropriate; certificate. " . Also in Article IX , Section 1 ( a) , add the same ' word') "by a practicing licensed veterinarian" between the words 1 "secured" and "and" . The motion wan seconded by Councilman Borgmoyor and paused. Chapter 0 of the Code of the City of Jefferson , 1078 , is hereby repealed and a now Chapter 6 enacted in 1.ieu thereof , to road an follows : Thin correction was agreeable. The Mayor and Mr. Benton asked it there were any further suggestions or corrections. There were none and Mr. Benton stated ;, , he felt that the passage of thin Ordinance, as amended, was a step in the right direction , and he felt that if there were any further !' programs necessary the Council would have an open year. Area. Sf WHEREAS, under the Land Clearance for Redevelopment Law of Ithe State of Missouri , Chapter 99. 300 - 99.660 of the revised statutes (herein referred to as "Chapter 99") . That it is hereby found and determined that the program for the proper relocation of individuals and families displaced in carrying out the Project in decent , safe, and sanitary dwellings }� in conformity with acceptable standards is feasible and can be reasonably and timely effected to permit the proper prosecution and completion of the Project ; and that such dwellings or dwelling units available or to be made available to such displaced indivi duals and families are at least equal in number to the number of displaced individuals and families, are not generally less de- f' sirable in regard to public utilities and public and commercial facilities than the dwellings of the displaced individuals and i families in the Project area, are available at rents or prices I within the financial means of the displaced individuals and ! families, and are reasonably accessible to their places of employ-; ment. 9. Motion seconded by Councilman Wade and passed. is Mayor Ilartsfield then called on Mr. Joe DeLong to give a report I' Solid on the Solid Waste Disposal. Committee. Mr. DeLong stated the Waste Committee had looked at well over six thousand acres around Committee Jefferson City, and the various types of terrain in the areas , an4 Report tonight he wished to tell the Council they had located an area, ! which consists of 150 acres we feel is pretty well isolated and people-free. We did not want to come up with a location you had ;' to drive by lots of homes to get there. The place will need more exploration - it is four miles from Jefferson City, within one- quarter mile as close as the existing land-fill. The next thing we need to do is option the property, and the owner is willing, w and then consult a number of engineering firms , come up with a proposal as to a price to explore the property. What needs to I be done is core-drilling for the type of rock, the depth of the rock, the depth of the dirt - it is generally called preliminary engineering for sanitary landfills. While this is being done the Committee intends to keep exploring and come up with alternates , N which no doubt will be further out . The Committee feels it is extremely important that the City eventually control the disposal ;;; site. Mr. DeLong stated all he wanted the Council to do tonight was to approve the Committee going through these steps , then the 1` proper City Departments can make contact with the Engineering !; Firms and get various prices on the steps the Consulting Engineer ; would recommend, and there is no way of stating what the price might be. Up to this point we have used Engineering Service from 1 , r?k.,..'a:.,i+t-� , :21 ,, REGULAR COUNCIL MEETING, SEPTEMBER 15, 1980 :°t ii the State Geologist ' s Department . ,_:` ` The Mayor then stated he felt the consensus was for Tom Benton to go ahead and research list of Consultants and come back with proposals, costs, etc. , and Mr. DeLong agreed to work closely 1 with Mr. Benton. ,`, Riverfront The report from the Riverfront Commission would not be given tonight Commission since Mr. Fred Lafser was out of town , but would be postponed until the next meeting. f Chamber of Mayor Hartsfield then stated Mr. Bo Frazier would speak for the Commerce Chamber of Commerce Economic Development Study Group. A book was . Economic previously distributed to Council Members. Study Group ; Mr. Frazier stated he was a member of this Group which had 'a, Report. been working on Economic Development of Convention and Tourism for µz Jefferson City. He referred to a recent survey made, the result ;, of which showed eighty-one percent of the surveyed respondents felt , . that Jefferson City should be more involved in economic development , such as attracting new industry , jobs and convention and tourism i promotion. There is more that should be done in Jefferson City on economic development and tourism promotion. We are losing it to - our Sister Cities, the various Associations are going to other , Cities to have their Conventions, and we are losing money on that account. Other Cities and areas are spending various amounts to promote tourism and we cannot compete with them without additional staff. We have had excellent results with economic development in the past but our community is growing rapidly and we cannot keep pace without additional staff and money. There is the question of funding. Our proposal would be that it would be jointly funded - the Chamber of Commerce would fund part of it , hopefully , the City would fund part of it , and hopefully , the County would fund part of it. It is further proposed that the Chamber have a separate Economic Development Managment Bureau and the City and County pro-- vide funds, through a contract for Hervi.ces , and that office report back through the Fxecutive Vice President of the Chamber of Commerce and eventually to the Board of Directors. Basically , we are here to throw out theme Ideas , and if you have road the booklet and have any questions wO would be glad to try to answer them. Mr. Carmichael , President of the Chamber , Charles Dudenhoeffer, Chairman of the Economic Development Commit- tee , and Jim Anderson, Executive Vice President of the Chamber aro . + hare. ': The City is being asked to contribute $45 ,000.00, the ;, County $30,000. 00 and the Chamber the balance. Hopefully , some day the Chamber will be able to carry more of the load and the City ' s 1 contribution could be reduced. This is a meager budget proposed, If in comparison to what other Cities are doing. We would like this z to be a Chamber Project but do not have the money to handle it at this time, and it is of vital interest to the City - money that will be spent and bring back tax revenues. At this point we do not ] have a commitment from the County. Mr. Frazier stated they would like some indication of sup- .' i� port from the Council. Mayor replied that at this time all they could get would be a motion expressing intent of general support of !' the concept , the Budget process will start shortly and the matter ; can be considered at that time. j H Councilman Crader made the motion that we appropriate the ; $45,000. 00 out of the upcoming budget. Mr. Brydon then passed out some information with their pro-1 posal - that the Old Jail be used for a Juvenile Delinquency Pre- ;i vention Center. This involves something which came to the atten- jl tion of the Society and the Committee which was working on trying to raise the funds to save the Old Jail. We learned that there perhaps would be available, through the Missouri Council on Crimi- ; nal Justice, something in the neighborhood of one hundred thousand 1 dollars, which could be used for the restoration of the Old Jail and which could be used basically for setting up a Juvenile Drug 1 Abuse Prevention Program here in Jefferson City. There are a ! great many people interested in this. There is an obvious need for it, there are many concerned people and groups who have been Cole County this sort f thing, �jHistorical anxious to establish o h ng, and it all seems to fit Societ together that the Old Jail would be an ideal spot to set it up, Old y X and the funds obviously are available. We believe there could be E� � up to one hundred thousand dollars available to restore the 1 Jail) . i building and establish the Program under the supervision of the H Jefferson City Police Department , to staff it at least for awhile, 1 in a partial fashion, and set up supplies, etc. i� I! Corporal Moses of the Missouri State Highway Patrol , who ij t has been very active in the drug abuse prevention area, heartily 1 1 endorses this program, has materials available, and will be able 1 to assist in sustaining the program and helping set it up. Dr. Folkins, Superintendent of Schools, also endorses the program and 11 regretted he could not be present with us tonight . 1+ There would be no City Funds involved in setting this up. The City would merely have to make application for the Grant , Ii through the various channels, and if it came through, as we believe it will, it would simply be a matter of coordinating the effort and putting it together. Also, we believe it could be done within nth's time. Mayor Hartsfield inquired of Mr. Brydon - they want some indication that the City is willing to proceed and apply for the Grant -- and Mr. Dryden replied that was all they wanted at this h II point. Councilman Wade made the motion that the Council endorse the Program and apply for the Grunt to the M.C.C.J. , for the Old 1! Mr. Wattenbarger advised that Peat , Marwick and Mitchell did the audit last year and they have submitted a quotation of $15,000. 00 plus expenses, for the fiscal year 1980. I Councilman Kliegel suggested that in the future, when die- 1 cussion is had with the Auditors about fees for next year' s audit , that the Chairman of the Council' s Finance Committee be present , Mayor Hartsfield suggested that Mr. Wattenbarger have copies of the letter of quotation sent to the Council tomorrow, j Councilman Brant made the motion that Peat , Marwick and Mitchell be employed as auditors for the fiscal year 1980, at the �! rate of $15,000. 00, plus expenses.
