Kiiegel, Lock, Roark and Viessman.
Absent: None.
A quorum was declared present.
Presentatio Ms. Diane Boyer was present, and on behalf of the Heart of America
by Humane Humane Society presented a check to the City in the amount of $20,000 to
Society make the final pledge payment.
Name Change Mr. Nick Monaco was present to state that the employees of Scholastic,
`' f of View! Inc. are in favor of the City's changing the name of City View Drive to ? =`
Drive to ( Robinson Road. Mr. Ed Louden also expressed the views of Scholastic ;i
s Robinson Rd. ' toward the name change. Materials were distributed which presented an ,
indepth background of Mr. Robinson. Councilman Halsey stated that he• felt it would be an honor for Jefferson City to be the first city to name
^*} 1 a street after Mr. Robinson. Councilman Viessman stated that he had {
contacted a number of residents of City View Drive and most of those
contacted were in opposition to the name change. Councilwoman Lock
stated that she also opposed the change because she felt that the
_ , residents of the street were not in favor of it. Councilman Gordon moved
that the name of City View Drive be changed to Robinson Road, the
motion was seconded by Councilman Halsey, and approved with Council
Hequembourg abstaining. Mayor Hartsfield stated that the proper
x. procedures would be followed in publishing the City's intent to change
`>' I the name and allow the residents to oppose the change before drafting

Mayor Hartsfield stated that this year's payment to the Park Board from Park Board

priorities will be in the coming budget year. He asked for comments sharing :z;,

Councilman Haake asked why the rates reflected in this contract were
already higher before the merger is completed. Lyndel Porterfield stated
that in the past we have been charged approximately $6.50 per month
for the continuous operation of sirens. There had been no charge for the
installation; in this case we are buying the pole and will be
guaranteeing them a minimum amount of usage per month for three
years, which would recover the cost of the installation plus the minimum
monthly amount. Councilman Halsey requested that Bill 83-78 be held
over on the Informal Calendar until further information can be provided
regarding the rates charged for the service.

Councilman Borgmeyer stated that Weatherby Advertising Company had
been sold but that he did not know any details of the sale. Mr. Patrick
Connor, representing Outdoor Billboard Company, stated that his company
had purchased Weatherby and attended the meeting to determine what
effect this ordinance will have on his new company. Mr. Porterfield
explained the three sites which were affected by the ordinance.

Councilman Halsey asked how many of the parking spaces were going to
be made available to City employees free of charge. Mike Bates stated
that he did not know how many were originally programmed in the
parking lot, Councilman Halsey stated that he felt there was not enough
"readiness" on this project to be voted on. lie felt that City employees
should have to pay for their parking spaces. Councilman lequembourg
stated that he disagreed, in that newly built private enterprises are
required by ordinance to provide free parking to their employees and in
this case the employer is the City. lie moved that the parking lot
construction proceed but that the plans for the spaces be devised and
approved by the Parking and Traffic Commission. The motion was
seconded by Councilman liaake, and approved.

The next item of business was Resolutions. Resoluti
• RS83-17, sponsored by Councilman Roark, pertaining to the establishment RS83-17
of a diving team; RS83-18, pertaining to street lights. Councilman Dive Tea
Hequembourg moved to adopt the Resolutions as presented, the motion RS83-18

Business
Sale of Councilman Halsey stated that the City needs to take some action
Sale regarding the sale of the old City Hall building before winter arrives
Oldl l City as inclement weather could cost the City quite a lot of money. He moved

that the City accept Mr. Prenger's bid of $196,000, the motion was
seconded by Councilwoman Lock, and approved. Mayor Hartsfield
reminded the Council that Robert Herman would have to be given an
opportunity to match the $196,000 bid before selling it to Mr. Prenger.
New Bus . The next item on the Agenda was New Business:
Use of New Mayor Hartsfield stated that several people have asked about using the
City Hall new City Hall building for meetings of as civic nature. He stated that

Cot Meetings he will ask the Missouri Municipal League to do a survey of twelve to
fifteen similar-sized facilities to see if they have a public usage policy.
Councilman Halsey stated that he felt the building should be used by
civic groups, and Councilman Hequembourg stated that he would agree to
its usage provided a policy make any group responsible for any cleanup
or prohibition of use in cases of abuse. Councilman Halsey stated that
he felt the policy should extend to the Police Station and the Airport.
Lyndel Porterfield was asked to work on drafting a policy to be
presented to the Council.
Gary Hamburg stated that the Insurance Committee meeting scheduled for
after the Council meeting has been cancelled.
Housing Councilman Halsey stated that he felt a representative of the Housing
Authority Authority and Park Board should be present at Staff Meetings and
& Park Council Meetings, and made a motion to that effect. The motion was
13 d Members seconded by Council Member Lock, and approved. Gary Hamburg stated
present that Mr. Lockwood does already attend the Staff meetings and Council
at Meetings.

There being no further business, Councilman Roark moved that the
Executive meeting be adjourned into Executive Session for the purpose of

Hequembourg, and approved by the following vote:
